Blood is thicker than water when protecting Dokdo

In the midst of the latest flare-up over Dokdo between Korea and Japan, a descendant of a commander who drove out Japanese invaders 500 years ago was appointed as head of police for the islets and nearby Ulleung Island.

Yoo Dan-hee, superintendent at Seoul’s Hyehwa Police Station, will start as chief of the Coast Guard unit in Dokdo and Ulleung beginning Monday, the National Police Agency said yesterday.

Dokdo, which Japan claims and calls Takeshima, is Korea’s easternmost territory, and Ulleung, a bigger island about 60 miles northwest of Dokdo, is the closest Korean land to the disputed rocky islets.

Yoo is a direct descendent of Yoo Hyung, a vice commander to Adm. Yi Sun-shin, who fought alongside Yi in the Battle of Noryang, the naval battle that ended a six-year Japanese invasion in November 1598.

“I lived in Seoul for nearly 30 years, but I felt like I should go to Ulleung Island as if it were my destiny,” Yoo was quoted by Yonhap, explaining why he applied for the position.

Yoo’s appointment comes as the National Police Agency tries to strengthen security on Dokdo after a series of “provocations” by Japan.

On Monday, three right-wing Japanese lawmakers who flew to Seoul to renew their claims over Dokdo returned home nine hours later after they were denied entry by the Korean government. A day later, the Japanese government endorsed its annual defense white paper, which claims Dokdo as Japanese.

Police said it upgraded the rank of the islet’s security chief by one notch - from superintendent to captain - to give him more authority.

The nation’s political circle has also raised its tone against Japan’s renewed claims over Dokdo.

A parliamentary committee on Dokdo said yesterday that it will urge the Korean government to make a blacklist of Japanese individuals or groups that express ultra-right-wing views on the territorial issue and put them under special watch if they have plans to enter Korea.

The special committee on safeguarding Dokdo said it will make official its recommendations at a meeting on Aug. 12.

The scheduled meeting, which was announced after Tokyo’s boycott of Korean Air last month, will be the first parliamentary meeting to be held on Dokdo and is drawing strong opposition from Japan.

Japan’s Shimane Prefecture, which claims Dokdo as its territory, submitted a request to the Japanese government on Tuesday to protest Korea’s tightened grip over the islets, Yomiuri Shimbun reported, adding that the request was in response to the planned parliamentary meeting.

Meanwhile, the U.S. State Department on Tuesday urged Korea and Japan to show restraint over the territorial issue.

임진왜란 당시 이순신 장군 휘하에서 노량해전을 승리로 이끈 유형(柳珩·1566~1615) 장군의 14대 후손이 독도 경비를 총괄하는 울릉경비대장에 임명됐다.

　경찰청은 3일 독도 수호 의지를 강화하는 의미에서 울릉경비대장의 직급을 기존 경감에서 경정으로 높이고 새 대장에 유단희(54) 서울 혜화경찰서 경무과장(경정)을 임명했다고 밝혔다. 첫 경정급 울릉경비대장이 된 유 경정은 전국 경찰을 대상으로 한 공개모집을 통해 선발됐다.

　1980년 순경으로 경찰 생활을 시작한 유 경정은 20년 이상 정보 업무를 담당하며 경찰대와 국세청에 정보학 강의를 나가는 등 ‘정보통’으로 알려져 있다. 최근 일본 자민당 의원들의 국내 입국 시도에 대해서는 “국제사회에 독도가 한국 영토라는 사실을 알리는 등 적극적인 홍보에 나서겠다”고 말했다. 유 경정은 “임진왜란 때 유형 장군이 등에 새겼던 ‘진충보국(盡忠報國)’이라는 단어를 마음에 새기고 임무에 충실하겠다”고 다짐했다.

　이날 울릉경비대 김병헌·이승수 경감, 전남경찰청 보안과 나홍규 경감, 경남 진주경찰서 윤장수 경감 등 4명은 독도경비대장으로 임명됐다. 경찰청은 독도경비대장의 직급도 기존 경위에서 경감으로 한 단계 높였다. 독도경비대장은 울릉경비대 소속으로 4명이 순환 근무를 한다.

　현재 울릉경비대 소속인 김 경감과 이 경감은 근무를 연장했다. 특히 지난 1년6개월간 울릉경비대장을 맡아 독도 경비를 총괄했던 이 경감은 “경찰 인생에서 영광스럽고 아름다운 추억을 만들고 싶다”고 지원서에 썼다. 김 경감은 독도경비대장으로 근무하면서 1계급 특진했지만 “후임 대장에게 근무 경험을 전수해 주고 싶다”며 근무 연장을 신청했다.

　전남경찰청 나 경감은 경찰대 8기 출신으로 특공대 경호경비 교육을 받은 경비체제 구축 전문가다. 1992년 경찰 입문 후 아프가니스탄 재건팀, 동티모르 유엔통합임무단 근무 등을 해왔다. 그는 “일본 극우인사들이 울릉도·독도를 몰래 방문할 수 있는 만큼 대응 매뉴얼부터 만들 생각”이라고 말했다. 순경 공채 출신인 진주경찰서 윤 경감은 경감 승진과 동시에 독도경비대를 지원했다.
