GNP got transcript of DP meeting from reporter

Police said yesterday that they have evidence that a KBS reporter secretly recorded a closed-door meeting of Democratic Party lawmakers before handing the transcript over to the Grand National Party.

In the June 23 closed-door meeting, DP lawmakers discussed a proposed GNP bill that would have raised the television license fee for KBS, a public broadcasting station.

The next day, at a National Assembly meeting, GNP Representative Han Sun-kyo brought a transcript of the meeting.

“This is a transcript. I’m going to read just a couple of sentences to you,” Han said at the time.

The GNP has remained mum on how it obtained the transcript.

On July 7, Yeongdeungpo Police raided the home of a KBS reporter surnamed Jang on suspicions that he recorded the meeting. Jang denied the allegation under questioning.

But police said yesterday that they now have evidence of Jang’s involvement.

Despite telling police that he did not visit the National Assembly on the day of the closed-door meeting, Jang, the police say, was there based on CCTV footage and GPS records on Jang’s cell phone.

Police added that Jang did not place or receive any calls on his phone during the time of the meeting, leading investigators to believe that he recorded the conversations on his phone.

Jang has also exchanged many calls with high-ranking KBS officials, police said, since the DP alleged that its meeting was recorded.

“We suspect that Han, who has connections with high-level KBS officials, could have been involved in the alleged taping and that Jang had been ordered by someone,” a police official said. Han is a former MBC anchor.

But Kim In-kyu, president of KBS, denied that the station ordered its employee to secretly record the meeting.

“I haven’t ordered or been reported any recordings,” Kim said Monday at a welcoming ceremony for new journalists. “I definitely trust the testimony of the KBS reporter. We will take proper measures as soon as police wrap up its investigation.”

Police summoned two aides to Han on Monday, but Han refused to appear for questioning until yesterday.

Because of DP opposition, the GNP bill at the center of the recording allegations failed in the Assembly on June 29.

경찰 “KBS 기자, 도청 의심할 정황 확보”

평소 빈번하던 휴대전화 통화 … 민주당 회의 시간엔 뚝 끊겨
“국회 출근 안 했다”는 그날 국회 내 CCTV에 모습 찍혀

국회 민주당 대표실 도청 의혹 사건을 수사 중인 경찰은 KBS 장모(33) 기자가 도청했을 가능성을 뒷받침하는 여러 정황을 확보했다고 밝혔다. 서울 영등포경찰서는 3일 “정황 증거를 맞춰나가는 단계”라고 설명했다. 그러나 녹음파일이나 녹취록처럼 도청을 뒷받침할 결정적 증거는 확보하지 못해 보강 수사를 계속하고 있다.

 경찰은 그동안 도청 당사자로 지목된 장 기자의 집을 압수수색하고 두 차례 소환조사를 벌였다. 또 장 기자의 통화내역, 인터넷 메신저 기록, 신용카드 내역 등을 압수수색했다.

경찰은 장 기자가 휴대전화로 도청했을 가능성에 무게를 두고 있다. 장 기자가 6월 23일 민주당 최고위원 비공개회의가 진행되는 동안 휴대전화를 사용한 기록이 없기 때문이다. 경찰 관계자는 통화내역 압수수색 결과 평소 빈번하게 사용되던 전화가 정확하게 회의 시간에는 사용되지 않았다고 설명했다.

 경찰은 또 장 기자가 “휴대전화·노트북을 잃어버렸다”며 회사에 제출한 분실보고서와 경찰 진술 내용이 다른 점에 주목하고 있다. 장 기자는 경찰 조사에서 “어떻게 분실했는지 기억이 나지 않는다”고 답변했으나 KBS가 지난주 경찰에 제출한 분실 보고서에는 ‘택시에 놓고 내렸다’고 기재돼 있었다. 경찰이 해당 택시기사를 직접 조사한 결과 휴대전화 등을 놓고 내린 사실은 없는 것으로 나타났다.

 경찰은 문건이 한나라당 한선교 의원 측에 전달됐을 가능성이 높은 지난 6월 24일 장 기자의 행적도 확인 중이다. 장 기자는 경찰 조사에서 “국회에 출근하지 않았다”고 진술했지만 국회 내 폐쇄회로TV(CCTV)에는 장 기자의 모습이 찍혀 있었다.

 경찰은 이와 함께 한 의원이 녹취록을 입수한 경로에 대해서도 수사 중이다. 지난 1일엔 한 의원 보좌진 2명을 참고인 신분으로 소환조사했으나 묵비권을 행사하고 돌아간 것으로 알려졌다. 이에 경찰은 이들과 2차 소환시기를 조율하고 있다. 경찰은 민주당이 제출한 녹음파일, 속기록 등을 한 의원이 공개했던 녹취록과 비교하는 작업을 벌여왔다. 그 결과 오타나 약어 등이 다르고, 회의실에 있던 민주당 관계자 4명의 통화내역에서 혐의점이 발견되지 않아 당 내부에서 유출된 것은 아니라고 잠정 결론을 내렸다.

 앞서 KBS 김인규 사장은 지난 1일 KBS 공채 38기 신입사원 입사식에서 “도청을 지시한 적도 없고, 도청을 했다고 보고받은 적도 없다. KBS 사원의 말을 나는 전적으로 신뢰한다”며 “경찰 수사가 마무리되는 대로 적절한 대응에 나서겠다”고 밝혔다.
