Room salon fun leads to ministry rebukes

The government punished 12 Ministry of Knowledge Economy employees who apparently received hard-core hospitality at a hostess bar, suspending them from their current positions and requesting more severe punishment from the central disciplinary agency yesterday.

The ministry said it has warned its officials and employees against violating the civil servants’ code of conduct and prohibited them from being officially entertained at hostess bars, often referred to as room salons.

The atmosphere at the ministry was tense in the morning as Knowledge Economy Minister Choi Joong-kyung called a meeting of senior officials at the Government Complex in Gwacheon, Gyeonggi, at 7:30 a.m.

“Please be careful to avoid giving the impression that the Ministry of Knowledge Economy is a pit of corruption,” Choi reportedly said in the meeting. “We need to change the way we work to avoid unnecessary misunderstandings, especially when having a work-related meeting.”

An audit officer of the Prime Minister’s Office found that four employees at the ministry’s radioactive waste team and eight employees from the machinery and aviation team received lavish treatment at a hostess bar. The entertainment was provided by the Korea Radioactive Waste Management Corp. and the Korea Institute of Machinery and Materials, which are supervised by the ministry.

The ministry was notified by the Prime Minister’s Office last month. The Prime Minister’s Office requested that the ministry take disciplinary action against 12 employees of the ministry and 19 employees of the two corporations.

An official of the Prime Minister’s Office said it notified the ministry that statements by the two corporations said the entertainment “involved sex.”

According to the Prime Minister’s Office, the 12 employees of the ministry were entertained two or three times since the end of last year. For example, the Korea Institute of Machinery and Materials paid part of the expenses for a seminar held early this year in South Chungcheong for the machinery and aviation team.

Earlier this year, the ministry employees invited staff of the Korea Radioactive Waste Management Corp. in Gyeongju and the Korea Institute of Machinery and Materials in Daejeon to the Gwacheon complex for an afternoon briefing. Following the briefing, they went to dinner and then to a hostess bar in southern Seoul. The two public companies paid but used a special credit card to make the charge look like it came from a restaurant.

“These kinds of things are customary, and it seems like the ministry employees don’t think it’s wrong,” another official at the Prime Minister’s Office said.

The ministry has a large influence over public corporations, supervising them and even making human resource decisions for the corporations.

Two employees at the two corporations offered their resignations.

This is not the first time a government ministry has been caught accepting sleazy entertainment. Employees at the Ministry of Land, Transport and Maritime Affairs were reprimanded for being entertained at hostess bars and night clubs in Jeju in March and early April by construction companies involved in the four-rivers restoration project.

‘룸살롱 접대’ 통보 보름 지나 … 최중경 “보직 해임”

지경부 공무원 12명 산하기관서 향응 …총리실서 적발

3일 오전 7시30분 정부 과천청사 내 지식경제부 건물에선 최중경 지식경제부 장관이 1급 간부회의를 소집했다. 비공개로 열린 회의에서 최 장관은 “지경부가 부패가 만연한 집단이라는 오해를 받지 않도록 각별히 긴장해 달라”고 당부했다. “일을 하거나 업무상의 만남을 가질 때 괜한 오해를 사지 않도록 ‘일하는 방식’을 달리해야 한다”는 주문도 했다. 한 참석자는 “장관이 화를 내거나 큰소리를 치지는 않았지만, 특유의 냉정한 어조로 말을 이어가 분위기가 무거웠다”고 전했다.

　최 장관이 회의를 소집한 이유는 지경부 방사성폐기물과 4명과 기계항공시스템과 8명이 산하기관인 한국방사성폐기물관리공단(방폐공단)과 한국기계연구원(기계연)으로부터 각각 ‘룸살롱 접대’를 받은 사실이 적발됐기 때문이다. 지경부는 지난달 중순 총리실 공직복무관리관실로부터 이 같은 사실을 통보받고 자체 감찰을 진행 중이다. 향응을 받은 12명의 지경부 공무원 전원은 이날 보직 해임됐으며 중앙징계위원회에 보내졌다. 총리실 관계자는 “두 산하기관이 ‘성접대도 했다’는 진술이 나와 지경부에 알려줬다”고 말했다.

　총리실에 따르면 방폐과는 방폐공단으로부터 지난해 말부터 두세차례의 향응을 받았다. 기계항공과는 올해 초 충남 무창포에서 열린 연찬회 비용의 일부를 기계연으로부터 지원받았다. 이와 별도로 기계연에서 룸살롱 접대를 한 차례 받은 사실도 적발됐다. 문제를 일으킨 지경부 공무원들은 업무보고를 받는다는 명목으로 방폐공단(경주)과 기계연(대전) 직원들을 과천청사로 불러냈다. 이들은 “접대를 받으려고 일부러 산하기관 직원들을 부른 것은 아니다”고 해명했으나 총리실 관계자는 “오후 늦은 시간에 불렀기 때문에 업무보고가 끝나면 자연 저녁식사를 할 때가 되므로 의도가 없었다고 보긴 어렵다”고 말했다. 지경부 공무원들이 아예 회식자리로 불러 계산을 요구한 사례도 있다고 한다. 또 다른 총리실 관계자는 “오랜 관행인지 지경부 공무원들이 문제의식을 느끼지 않는 것 같다”고 말했다.

　지경부 공무원들은 산하기관 직원들과 저녁식사를 한 뒤 서울 강남의 룸살롱에서 접대를 받았다. 비용은 산하기관에서 부담했다. 방폐공단은 룸살롱에서는 결제가 안 되는 ‘클린카드(유흥주점·골프장·노래방·사행산업장·스크린골프장 등에선 결제가 되지 않는 공공기관의 법인카드)’를 식당에서 사용한 것처럼 꾸며 결제했다. 모자란 비용은 산하기관 직원들이 사비에서 갹출하기도 했다.

　기계연의 경우 본부장의 주도로 2009년부터 지난해까지 연구과제에 참여하지 않은 사람을 참여한 것처럼 숫자를 늘리거나, 출장비를 과도하게 타내는 등의 수법으로 1억원가량의 비자금을 만들었다. 이 돈을 직원들끼리 나눠 가졌으며, 일부는 지경부 공무원 접대비로 썼다.

　룸살롱 접대의 배경은 정부부처와 산하기관의 ‘갑을 관계’라고 할 수 있다. 부처는 산하기관에 대한 인사권과 감독권을 쥐고 있고, 예산 배정에도 영향력을 행사할 수 있다.
