After rains, priciest area becomes a shantytown
Ten trucks with power generators supply electricity to the Eunma apartment complex, with the complex’s power substation still unrepaired through yesterday, after it was hit by floods during last week’s heavy rains. By Kim Do-hoon
Things were better than a week ago, though. After torrential rain pounded southern Seoul on July 27, the Eunma complex had no water or power for days, and Ahn had to fill up plastic bottles at a public drinking fountain for water.
The irony is that Ahn’s apartment complex sits on some of the most high-priced real estate in Korea. But living above a gold mine has never felt worse: the basements are still flooded with water from the deluge. Five temporary generators are being used for power, but since they can’t run around the clock, rolling electricity and water shortages are common. Hot water, which was out for the past eight days, hasn’t been restored.
Eunma is a unique place in Seoul. Its value comes from its location in one of the best parts of the city, and the fact that it has a very high possibility of being designated as an area to be redeveloped into luxury housing by the district office in Gangnam.
But because it will probably be redeveloped, owners of the 32-year-old apartments haven’t bothered to maintain the buildings for years. Moreover, only 10 percent of the apartments are occupied by their owners. The remaining 90 percent are rented out, and they are popular units because the neighborhood is known for good schools and a multitude of hagwon, or cram schools. Families want to live in Eunma for the sake of their school-aged children.
Absentee owners don’t care about the complex’s deterioration. And residents who rent apartments won’t spend their money on long-term improvements.
“I moved here only for several years for my children’s education, so I have no interest in improving the infrastructure of this complex,” said a tenant surnamed Kim, 43.
So when record-breaking downpours swept the neighborhood on July 27, everything broke down and was hard to fix.
Early Wednesday morning, a high-tension cable snapped. An official from the apartment complex’s control office said many of the facilities are old and worn out. “To replace the cable, the power has to be cut off, which makes more power and water outages inevitable,” he said.
The tenants suffered, but many landlords told them to hush up in fear of bad publicity affecting the value of the units.
“Home owners were anxious about Eunma apartment complex being designated as a special disaster zone because real estate prices will fall,” said a tenant surnamed Han, 42. “They are trying to hush up the situation and some are even excited that the recent damage would move up the redevelopment timeline. Only the tenants are suffering.”

강남 한복판 단전과 싸우는 은마아파트
대치동 수해 9일 지났는데
“은마 집주인은 집값 떨어질까 쉬쉬, 세입자만 죽어나”
4일 오후 1시 서울 대치동 은마아파트. 안광순(70)씨는 현관문을 열어 놓은 채 한숨을 쉬고 있었다. “전력사용량이 많은 기기 사용을 자제해 달라”는 관리사무소 측 방송이 계속 나와 선풍기나 에어컨도 틀 수 없기 때문이다. 전날 새벽 끊겼던 물은 20여 시간 만에 다시 나오기 시작했지만 10여 분을 기다려도 대야를 못 채울 만큼 적은 양이었다. 지난달 27일 폭우로 물과 전기 공급이 끊긴 뒤 31일 복구됐다는 소식에 안도했던 안씨는 사흘 만에 또 단전(斷電)·단수가 되자 기가 막히다는 표정이었다.
대치동에 물난리가 난 지 일주일이 넘었다. 하지만 강남의 대표적인 재건축 추진단지인 은마아파트는 여전히 폭우 피해의 후유증에서 벗어나지 못하고 있다. 지난 3일 오전 3시 다시 단전·단수가 된 것은 물 공급 모터와 전기 공급에 쓰이는 동력케이블이 노후된 상태에서 침수로 인해 끊어졌기 때문이다. 4424가구, 1만 명이 넘는 주민이 사는 은마아파트의 동력케이블은 32년 전인 1979년 아파트 준공과 함께 설치됐다.
은마아파트 주민들은 단전·단수 사태에 대해 “지난번 물폭탄 피해가 고스란히 재연됐다”고 입을 모았다. 주민 방모(44)씨는 “3일 오전 9시쯤 동네 빵집에 갔더니 빵이 다 동이 난 상태였다. 물도 500m 떨어진 곳까지 가서 구해 왔다”고 말했다. 인근 사우나도 북새통이었다. 사우나 주인은 “평소 수십 명 정도 찾는데 어제 하루만 300명 이상의 사람이 몰렸다”고 말했다.
강남구청 측은 아파트에서 200여m 떨어진 구민회관에 임시 식수통과 샤워실을 마련했다. 출근하는 주민들은 양복에 목욕가방을 메고 집을 나섰다. 강남소방서에서 동원한 8대의 소방차에는 식수를 공급받으려는 주민들이 줄을 섰다. 긴급 설치된 이동식 화장실에도 줄이 이어졌다. 주민 김모(50)씨는 “엘리베이터가 작동이 안 돼 음식 배달도 안 해준다” 고 말했다.
4일 복구 작업이 상당히 진행됐지만 주민들은 언제 또 물과 전기가 끊길지 몰라 불편을 겪고 있다. 이날 오후 현재 2개 동의 엘리베이터가 작동되지 않고 있다. 3개 동 일부 가구에선 물과 전기 공급이 되지 않고 있다. 일부 동에서 전기가 들어왔다 나갔다를 반복하고 있으며 모든 동에서 온수 공급이 되지 않고 있다. 임시 발전기를 제공한 한국전력공사 측은 “발전기에 과부하가 걸리지 않도록 하려면 11개를 번갈아 쉬도록 해야 한다”며 “당분간 부분적인 단전·단수는 계속될 것”이라고 밝혔다.
대치동 아파트 단지 가운데 은마아파트는 유독 피해가 컸다. 인근 선경·개포우성 아파트 등에선 단전·단수 사태가 일어나지 않았다. 산사태의 직접적인 피해를 본 방배동 래미안아트힐도 산사태 당일인 지난달 27일 밤 전기가 공급되고 29일 물이 나오기 시작했다. 반면 은마아파트는 물과 전기 재공급에 나흘이 걸렸다. 앞으로도 비슷한 상황이 당분간 계속될 가능성이 작지 않다.
후유증이 계속되는 이유는 이 아파트가 재건축을 앞두고 있기 때문이다. 재건축이 이뤄지면 어차피 설비를 전부 교체하게 될 텐데 지금 돈을 들여 노후시설을 보수할 필요가 없다는 설명이다. 실거주자 중에 소유주가 많지 않다는 점도 한몫하고 있다. 인근 부동산업체에 따르면 은마아파트 전체 가구 중 집주인 비율은 30%에 불과하다. 주민 김모(52·여)씨는 “집주인들은 재건축 협의에 불리할까봐 아파트 내의 모든 것을 고치지 않고 있다”며 “한 방송사에서 은마아파트 복구가 완료됐다는 보도가 나오던데, 무거운 물통 들고 9층까지 매일 오르내려야 하는 게 복구가 된 거냐”고 분통을 터뜨렸다. 한모(42)씨도 “집주인들이 집값 때문에 쉬쉬하는 분위기에서 죽어나는 건 세입자들뿐”이라고 말했다.
한편 한전은 은마아파트의 단전이 전기공급의 문제가 아니라 아파트 시설관리 문제라는 입장이다. 한전 배전전략실의 양정권 차장은 “앞으로 일주일 정도 지나야 전기가 정상적으로 공급될 수 있을 것”이라고 덧붙였다.
