Letter exchanges between North, U.S. agreed upon

Washington and Pyongyang agreed in secret to initiate letter-writing exchanges between families separated by the 1950-53 Korean War months before their recent talks in New York, a South Korean Red Cross official disclosed on Saturday.

The two sides formulated the letter-writing proposal in May, the official said. If confirmed, this would be the first such exchange arranged by the cold war foes.

Around 10,000 Korean emigrants or their descendants now living in the U.S. are estimated to have surviving family members in the North.

Senior-ranking officials from the reclusive state flew to New York late last month to discuss moving ahead with stalled denuclearization talks, the first such high-level contact since the North walked out of talks in December 2009. However the latest revelation suggests that efforts to thaw icy diplomatic relations began over two months earlier.

Officials from the American Red Cross and North Korea’s Foreign Ministry who were accredited to the United Nations met in the U.S. and agreed to push forward with the exchange of letters between 10 separated families as a pilot project, a member of the South Korean relief agency told reporters.

They also agreed to discuss the possible reunion of separated Korean families after the exchange, he said, thus continuing a practice that Seoul began with the North decades ago.

The two Koreas have hosted several rounds of reunions since the mid-1980s, using the pretext of humanitarian concerns to bolster ties, feed political agendas and fire up hopes of Korea reuniting, rather than being drawn into another large-scale military conflict.

Seoul’s Foreign Ministry was unable to confirm the May meeting or whether the topic was raised in New York.

“재미 이산가족 10가구 북·미, 편지 시범 교환”

대한적십자 “지난 5월 합의”

북한과 미국이 지난 5월 재미동포 이산가족 10가구의 편지를 시범적으로 교환하자는 데 합의한 것으로 파악됐다. 최근 북·미가 재미동포 이산가족 상봉에 원칙적으로 합의한 데 이어 양측의 구체적인 관련 움직임이 드러나면서 이산가족 상봉이 이뤄질 가능성이 커지고 있다.

　대한적십자사 관계자는 7일 “미국 적십자사 고위 관계자와 유엔 주재 북한 외무성 관계자가 ‘레드크로스 메시지(Red-cross Message)’ 방식으로 이산가족 간 편지를 주고받는 시범사업을 진행하기로 5월에 합의했다”고 전했다.

레드크로스 메시지란 한쪽 적십자사에서 이산가족의 개인정보와 메시지를 담긴 편지를 전달하면 상대 적십자사에서 가족을 찾아 답장을 받아 보내주는 방식이다.

이 관계자는 “당시 북·미 협의에서 이산가족 편지 교환 이후 사업 결과에 따라 직접적인 상봉을 논의하기로 했다”고 설명했다. 그는 지난달 말 김계관 북한 외무성 제1부상 방미 때 이뤄진 북·미대화에서 관련 논의가 진행됐는지 여부에 대해 “이번 사안에 북 외무성이 관련돼 있어 논의가 있었을 가능성이 있다”며 “실제 상봉을 위한 일련의 흐름이 이어지는 상황”이라고 덧붙였다.

　자유아시아방송(RFA) 등에 따르면 미 적십자사는 지난 4월 초 재미동포 이산가족 상봉을 위해 북한에 연락을 취했으며, 이후 추가 협의가 이뤄져 왔다.

대한적십자사도 국제회의 등에서 양측 적십자사 관계자들을 만나 재미동포 이산가족 상봉을 위한 중재 역할을 했다.

미국은 2008년 ‘미국 내 한인 이산가족 상봉 지원법’을 발효시키는 등 인권 문제 차원에서 10만여 명에 이르는 재미동포 이산가족의 상봉을 위해 적극적으로 나서고 있다.
