Senator places hold on Sung Kim confirmation

The Senate confirmation process for Sung Kim as the new U.S. ambassador to Korea has been delayed by a Republican senator, a diplomatic source told the JoongAng Ilbo yesterday.

Previously, the endorsement for Kim was thought to be delayed because of the U.S. Congress’ schedule before the summer recess and the debt-ceiling bill.

“The Senate confirmation process for Kim has been postponed because one Republican senator called for its suspension,” the source said. “The request was made anonymously.”

The hearing held for Kim at the U.S. Senate Committee on Foreign Relations on July 21 ended in just 40 minutes, raising expectations that the first Korean descendant to be nominated as the U.S. ambassador to Korea would start work in Seoul this month.

However senators only endorsed Derek Mitchell as the first special envoy to Myanmar and David Bruce Shear as Vietnam ambassador when they met on Aug. 2.

The objection of a single senator suspends the confirmation process for a nominee and is often used as leverage against the administration.

The confirmation of William Burns as deputy secretary of state was also delayed for several months after Texas Senator John Kornyn expressed his opposition, demanding that the Obama administration take a clear position on the sale of U.S. arms to Taiwan. The Senate hold was lifted last month after the U.S. State Department agreed to release a delayed report on the status of Taiwan’s air defenses and accept Taiwan’s request to buy 66 F-16 fighters.

Kathleen Stephens, current U.S. ambassador to Seoul, saw her confirmation delayed for four months in 2008 when Senator Sam Brownback took issue with Washington’s policies on North Korean human rights. Christopher Hill, assistant secretary of state at the time, persuaded Brownback by saying he would resign if Stephens was not confirmed.

Kim immigrated to the U.S. with his family in the 1970s and has worked as a Korea expert with the U.S. State Department since the mid-1990s. He was nominated for the ambassadorial post in June.

지난 2일 미국 상원 본회의에서 성 김(51) 주한 미대사 내정자에 대한 인준안이 처리되지 않고 연기된 것은 공화당 상원의원 한 명이 인준 보류를 요청했기 때문인 것으로 파악됐다. 이날 함께 상원에 상정된 데이비드 시어 주베트남 미 대사 내정자와 데릭 미첼 미얀마 특사 내정자 인준안은 통과됐다. 미 상원은 행정부 고위직에 대한 인준 권한이 있으며, 상원 의원 1명이라도 보류(hold)를 선언하면 인준 절차가 중단된다.

 외교 소식통은 7일 “공화당 소속 상원의원 1명이 인준 보류를 요청하면서 인준 절차가 연기됐다”며 “익명으로 진행된 까닭에 반대한 이가 누구인지, 어떤 이유인지는 알려지지 않은 상태”라고 말했다. 당초 성 김 내정자의 의회 인준은 8월 초 상원 휴회 전에 마무리될 것이라는 전망이 많았다. 지난달 21일(현지시간) 열린 성 김 내정자에 대한 상원 인준청문회는 45분 만에 끝났으며, 성 김 내정자는 “탁월하다(excellent)”는 평가를 받았다. 성 김 내정자의 인준 절차는 상원이 9월 6일 개원해야 다시 시작될 수 있어 그의 한국 부임은 늦어질 수밖에 없게 됐다. 지난달 미 상원에서 인준안이 통과된 윌리엄 번스 국무부 부장관의 경우에도 F-16 전투기의 대만 판매 문제에 대한 버락 오바마(Barack Obama) 행정부의 명확한 입장 표명을 요구하며 인준 보류를 요청한 공화당 소속 존 코린 의원 때문에 상당 기간 처리가 연기됐다.

 캐슬린 스티븐스(Kathleen Stephens) 현 주한 미 대사도 2008년 상원 인준 당시 4개월가량 절차가 진행됐다. 공화당 소속 보수파 샘 브라운백 의원이 북한 인권 문제에 대한 국무부의 입장 변화를 요구하며 인준 유보 방침을 천명했기 때문이다. 당시 상관이던 크리스토퍼 힐 국무부 동아태 차관보 는 “인준이 실패할 경우 사퇴하겠다”는 뜻을 내비쳤으며, 민주·공화 양당의 상원 원내대표의 설득 작업 끝에 통과됐다.
