Builders in a sweat as Seongnam City vows to sue

Seongnam City Government in Gyeonggi has threatened to bring legal action against the builders of its energy wasting new premises if the consortium fails to meet a November deadline to finish renovations.

Officials estimate the cost of repairs for its city hall, which local media have dubbed Seongnam’s “steamy office” for its poorly designed heating and cooling systems, at about 3.6 billion won ($3.4 million).

It was built in 2009 at a cost of 163.4 billion won.

The city announced yesterday that it had notified six constructors including Hyundai Engineering and Construction of the deadline, as well as the ramifications of not meeting it.

“The companies have until next Monday to submit plans for the repairs, and until Nov. 8 to get the job done,” said a city spokesperson, adding that the office will demand compensation if the request is not met nor their demands satisfied.

The biggest design defect of the building is its central air conditioning system, which makes the southern section of the building too hot in summer while failing to sufficiently warm its northern section in winter.

When modified, the building will be able to trim its energy costs by 30 percent, saving it an estimated 160 million won per year, the city said.

The lack of ventilation systems in the central atrium also needs improving, with more vents added to prevent the building steaming up in summer as heated air becomes trapped inside the glass curtain that covers the atrium, the city said.

Officials also demanded that the building’s underground parking lots be better waterproofed to preempt severe leakages, such as the ones experienced during last month’s torrential rains.

성남시 “시공사, 찜통청사 수리해라”

경기도 성남시 공무원들에게 ‘여름 나기’는 극기훈련에 가깝다. 시 청사(사진)의 ‘찜통 더위’ 때문이다. 공무원들은 맑은 날씨가 계속된다는 일기예보가 나오면 걱정부터 앞선다. 익명을 요구한 7급 공무원은 “청사 안이 너무 더워 비 오고 흐린 날씨가 기다려진다”고 말했다.

　시 청사 남쪽 구역과 상층부에서 근무하는 공무원들은 이런 고통을 더 겪는다. 상층부의 더운 공기를 배출할 환기창이 적어 대낮에는 온실효과가 심해진다. 남쪽 구역은 유리 외벽을 통해 들어오는 직사광선 때문에 북쪽 구역보다 온도가 더 높다. 오후에는 실내 온도가 섭씨 30도를 훌쩍 넘는다. 성남시 관계자는 “남쪽과 북쪽 구역의 냉·난방기가 독립적으로 운영되도록 설계됐어야 하는데 그렇게 하지 않아 열효율은 낮고 에너지는 두 배로 드는 문제가 생겼다”며 “설계·시공업체의 심각한 실수”라고 말했다.

　경기도 성남시가 시 청사 건설업체를 상대로 이런 부실 설계·시공에 대해 보강 공사를 요청하고, 업체가 받아들이지 않으면 손해배상 청구소송을 추진하기로 했다. 3222억원짜리 호화 청사의 냉·난방 설계와 시공이 잘못돼 ‘찜통 청사’가 된 것에 대해 책임을 묻기로 한 것이다.

　성남시는 현대건설 등 6개 설계·시공사에 시 청사와 시의회 건물에 대한 특별 하자보수 계획서를 제출하라는 공문을 보냈다고 7일 밝혔다. 시는 15일까지 하자보수 계획서를 제출하고 11월 8일까지 공사를 마치라고 요구했다. 업체들이 요구를 받아들이지 않으면 곧바로 소송을 제기할 방침이다.

　찜통 청사가 된 근본 원인은 올 글라스 커튼월(건물 외벽을 유리로 덮은 건축 방식) 구조에 있다. 직사광선을 차단할 수 있는 장치가 없다.

　시는 유리 외벽(760㎡)에 단열재를 보강하고, 환기창을 설치할 것을 업체에 요구했다. 청사 냉·난방 자동제어시스템을 개선해 구역마다 독립적으로 냉·난방기를 가동할 수 있도록 개선하는 것도 요구사항에 포함했다. 성남시는 공조시스템을 남북으로 구분하기만 해도 지역난방열 요금을 30% 절감할 수 있다고 보고 있다. 40년 동안 24억7000만원을 절약할 수 있는 규모다.

　성남시 정진상 정책실장은 “이번 특별 하자보수는 1~10년간 보증된 통상적인 하자보수와 별개”라고 말했다. 이에 대해 설계·시공 책임업체인 현대건설 관계자는 “설계대로 시공해 준공 승인을 받은 것으로 하자가 아니다”고 말했다.
