DP: Priority is reconciling with Roh loyalists first

Democratic Party leaders said the first step in unifying liberals ahead of next year’s elections is mending the rift between the party and loyalists to the late former President Roh Moo-hyun.

Won Hye-young, former DP floor leader, urged Democrats yesterday to be ready to make concessions to reconcile with Roh loyalists.

“The current DP was formed by the original Democrats and non-Roh loyalists of the Uri Party,” Won said. “And anti-Roh sentiment inside the DP was why prominent politicians like Lee Hae-chan, Moon Jae-in and Kim Du-kwan have stayed outside the party.”

Founded in 2003 by Roh loyalists, the Uri Party had a brief life as the ruling party before merging with the DP in 2007. After a power struggle, key Roh supporters left the DP and established the People’s Participation Party (PPP) in 2010 and elected Roh’s former health minister as its head. The rift between the DP and the PPP remains unresolved, despite their temporary alliance for the 2010 local elections.

Ending the animosity between the DP and Roh loyalists was first proposed by the DP’s former chairman, Chung Sye-kyun, last month. Chung, a founding member of the Uri Party, was its head when it merged with the DP.

“We must win the April legislative election and create a new political paradigm to win the presidential election,” Chung said on July 24. “But I have to admit that our efforts are unsatisfactory.”

He said DP leaders must put in more efforts with a new strategy, saying that Democrats should reconcile with liberals and Roh loyalists based in South Gyeongsang as well as in the PPP and the Creative Korea Party.

While liberals in the past few months have come to agreement for a need for a united front against the Grand National Party, little progress has been seen with minor liberal parties, which have balked at uniting with the DP.

The Democratic Labor Party (DLP) and New Progressive Party (NPP) have said that they want to merge first before beginning discussions about an alliance with the DP.

“The most realistic way is pushing forward a merger among those who have something in common,” Chung said yesterday. “After merging [with Roh loyalists], we should try to merge with the Democratic Labor and New Jinbo parties. If not, we must at least try to form an alliance.”

Park Joo-sun, a DP Supreme Council member and loyalist to the late former President Kim Dae-jung, agreed on a need for a united front but warned against leaning too left by engaging the DLP and the NPP.

“The first target of the merger is the people who had left the DP and the centrists disappointed with the GNP,” Park said.

But some in the DP disagreed with the party’s incremental plan. “There is still enough time to push forward a grand merger with all liberal parties,” said Lee In-young, head of the DP’s special committee on liberal unity. “The current plan will likely widen the rift among liberals.”

대통합 막히자 … 대타로 뜨는 ‘원혜영 중통합’

“민주당 바깥 친노 세력과 쉽고 가능한 통합부터”

야 4당과 시민사회단체 등 진보진영 전체를 하나로 묶는 ‘대(大)통합’ 추진작업이 속도를 내지 못하자 통합을 실현할 가능성이 있는 큰 세력끼리 먼저 통합하자는 ‘중(中)통합’ 논의가 고개를 들고 있다. 민주당 원내대표를 지낸 원혜영(사진) 의원은 8일 기자와의 전화통화에서 “야권 대통합이라는 명분은 갖고 있되 통합에 대한 의지가 있는 세력부터 참여하는 ‘중통합’을 추진하는 게 바람직하다”고 말했다. 그러면서 “민주당이 이해찬 전 총리, 문재인 노무현재단 이사장, 김두관 경남지사 등 민주당 바깥에 머무르는 친노 세력부터 통합해야 한다. 연말로 예정된 민주당 전당대회를 (친노 세력과의) 통합 전당대회로 치르고 여기서 선출된 통합 지도부가 대통합을 추진해 나가야 한다”고 주장했다.

　민주당 박주선 최고위원도 “쉽고 실현 가능한 통합부터 해야 한다”며 ‘중통합’을 주장하고 있다. “김대중·노무현 전 대통령을 대통령으로 당선시키는 데 기여했다 지금은 민주당을 떠나 있는 세력부터 1단계로 통합하고, 그 여세를 몰아 진보 세력과 시민단체 등을 2단계로 통합하되 여기서 제외된 세력과는 3단계로 연대해야 한다”는 게 그의 주장이다.

　정세균 최고위원은 민주당과 친노·부산경남(PK)·국민참여당·창조한국당이 먼저 통합하자는 ‘선도통합론’을 주장한다. “현실적으로 동질성이 있는 세력부터 우선 통합하고 이후 민주노동당과 진보신당까지를 통합하되, 이게 안 되면 연대를 해야 한다. 연말로 예정된 민주당 전당대회를 통합 전당대회로 치르려면 지금 논의를 해야 한다”는 것이다.

　이런 주장은 야권 대통합 작업에 큰 진척이 없기 때문에 나오는 것이다. 민노당 이정희 대표는 민주당과의 통합에 대해 “부적절하고 불가능한 일”이라고 못 박고 진보신당·참여당과의 통합을 추진하고 있다. 진보신당 조승수 대표는 “(통합의 대상이) 진보신당인지 참여당인지 선택하라”며 민노당을 압박하고 있다. 야권 대통합 논의에 이처럼 혼선이 일자 이해찬 전 총리, 문 이사장, 문성근 국민의 명령 대표 등 정치권 외곽에 있는 진보진영이 ‘통합추진모임’을 발족하는 등 압박을 가하고 나섰다.

　그럼에도 민주당은 애매모호한 태도를 보이고 있다. 민주당의 야권통합특위 관계자는 “민주당이 주도적으로 나설 수 없는 상황이기 때문에 일단 민노당과 진보신당·참여당의 통합이 어떻게 진행되는지 지켜보고 있다”고 말했다.
