Lawmakers yesterday grilled the justice minister-designate at a confirmation hearing over his sons’ alleged draft-dodging and his willingness to remain politically neutral in managing next year’s two elections.

President Lee Myung-bak named Kwon Jae-jin, his senior secretary for civil affairs, last month to become the new justice minister, but the Democratic Party has made clear its opposition to his appointment to the powerful post in the run-up to the legislative and presidential elections.

Opposition lawmakers questioned whether the former prosecutor, 58, would be able to be neutral despite his close ties to Lee.

“I promise to the people that the prosecution’s political neutrality and independent investigative right will be protected at all costs,” Kwon said. “I assure you that there will be no political controversy in all probes by the prosecution, including election crimes investigations.”

Kwon was also asked whether his two sons received special treatment for their mandatory military service, as both received exemptions from active duty.

Kwon’s first son worked for a state company in Gyeonggi run by Kwon’s friend after being initially assigned to work duty at Seoul National University. The second served in a town office near his home in southern Seoul.

Kwon yesterday admitted that his first son had used a fake address to initially be assigned to Seoul National University and apologized.

Representative Kim Hak-jae continued to raise questions about the first son’s military service, saying that even though his residence was in Daechi-dong, southern Seoul, he commuted a long distance to work in Pocheon.

Kwon defended his son and said he received no special treatment.

The confirmation hearing by the National Assembly is nonbinding.

 8일 밤 늦게 국회 법제사법위원회의 인사청문회에서 오간 문답 요지다. 김대중 정부에서 청와대 비서실장을 지낸 박지원 의원은 검찰 주요 보직에 호남 출신을 기용할 것을 여러 차례 요구했다. “(이명박 정부) 3년 반 동안 호남 출신 인사가 제대로 된 (검찰) 보직에 없었다”는 게 근거였다. 마치 권 후보자의 임명을 기정사실화한 듯한 ‘요구’였다.

 민주당은 그러나 오전 10시 청문회 시작 때부터 오후 내내 “청와대 민정수석 출신을 선거가 있는 해에 법무부 장관을 시켜선 안 된다”는 주장을 다양한 방식으로 되풀이했다. 권 후보자가 단순한 수석 출신이 아닌 대통령 부인 김윤옥 여사의 초등학교 후배란 점을 지적하며 “영부인을 ‘누님’이라고 부르느냐”(이춘석 의원)는 질문도 했다. 하지만 권 수석은 “평생 영부인을 누님이라 부른 적이 없다”면서 선을 그었다. ‘민정수석 출신 불가론’에 대해서도 “법무장관으로서 하자가 없으면 되지 어떤 자리에 있었던 것은 문제가 되지 않는다. 내가 이 대통령 퇴임 후 안전판이란 건 근거 없는 주장”이라고 반박했다.

 이어 민주당이 권 후보자 두 아들의 병역기피 의혹 등을 집중 제기하는 바람에 인사청문회는 ‘아들 청문회’를 방불케 했다. 의혹 제기는 특히 서울대 공익근무요원으로 근무하기 위해 주소지까지 대학 근처로 옮겼다가 뒤늦게 권 후보자 친구의 회사에서 병역특례 대상자로 병역을 마친 장남에게 집중됐다.

 권 후보자는 이와 관련, “위장전입은 아니지만 (큰)아들의 편의를 위해 주소를 옮긴 점은 유감”이라고 사과했다. 하지만 이후 병역특례업체 취업에 대해선 “아이가 강남에서 성장했으므로 서민의 애환에 대한 이해가 있기를 바랐기 때문에 권한 것”이라고 설명했다. 그러자 민주당 박영선 의원은 “후보자가 ‘서민의 고통을 알기 위해 보냈다’고 하니까, 네티즌들은 ‘왕족 방문이냐’는 답글을 올리고 있다”고 꼬집었다.
