Ex-Air Force chief may own airfield

A former Air Force chief recently charged with leaking military secrets to a U.S. defense company is suspected of owning a private airfield, defense and prosecution sources said yesterday.

Kim Sang-tae, 81, one of three retired Air Force officers indicted last week on charges of handing over military secrets to Lockheed Martin, allegedly owns a 40,000-square-meter (10-acre) airfield worth 7 billion won ($6.55 million) in Yeoju, 65 miles southeast of Seoul, the sources said on the condition of anonymity.

The allegation has prompted prosecutors to look into possible links between the airfield’s operation costs and the large commission fees Kim allegedly took from Lockheed Martin.

The three retired officers are accused of receiving a total of 2.5 billion won in 2009 and 2010 in exchange for confidential information about the Air Force’s operational plans, including its Joint Strategic Objectives Plan, among other data. They are charged with handing over the secrets on 12 occasions between 2004 and 2010.

Kim served as the Air Force chief of staff from 1982-84 and began operating a weapons brokerage company in 1995. Lockheed Martin has denied involvement. Yonhap

"기밀누설 김상태 前공군총장 사설비행장 운영"

군사기밀을 누설한 혐의로 최근 기소된 김상태(81) 전 공군참모총장이 사설 비행장을 운영하고 있었던 것으로 알려져 기밀유출 대가와 관련성이 있는지 의혹이 일고 있다.

8일 검찰과 군 당국 등에 따르면 김 전 총장은 경기 여주군 가남면에 70억원대에 달하는 4만㎡ 규모의 사설 비행장을 소유하고 있는 것으로 전해졌다. 이 비행장에는 경비행기도 8대 운영되고 있는 것으로 알려져 있다.

김 전 총장은 2004년부터 작년 초까지 합동군사전략목표기획서(JSOP), 국방중기계획 등 공군 전력증강사업과 관련한 2-3급 군사기밀을 빼내 세계 최대 군수업체인 미국 록히드마틴 측에 넘긴 혐의(군사기밀보호법 위반)로 지난 3일 검찰에 불구속 기소됐다.

공군사관학교 2기 출신인 그는 5공화국 때인 1982~1984년 공군참모총장을 지내고 예편한 뒤 지난 1995년부터 록히드마틴 측 국내 무역대리점인 승진기술을 맡아 운영해왔다.

해당 사설 비행장은 현재 비행체험학교로도 운영되고 있는 것으로 전해졌다.

검찰의 한 관계자는 "김 전 총장이 사설 비행장을 소유하고 있다는 얘기는 처음 듣는다"고 말했다.

검찰은 그러나 김 전 총장이 군사기밀을 넘기는 대가로 록히드마틴 측으로부터 장기간 거액의 수수료를 받아온 만큼 해당 비행장을 관리ㆍ운영하는 데 이 돈이 사용됐을 가능성도 있다고 보고 자금 흐름을 살펴볼 것으로 알려졌다.

김 전 총장은 2009년과 2010년 두 해에만 록히드마틴 측으로부터 25억원의 수수료를 받은 것으로 조사됐으며, 자료가 멸실된 그 이전까지 포함하면 상당액을 수수했을 것으로 추정되고 있다.

록히드마틴 측은 그러나 "비인가된 기밀정보는 받지 않는 정책을 펴고 있으며, 합법적인 컨설팅만 받고 있다"고 밝힌 바 있다.
