U.S. confirms use of ‘Sea of Japan’ as official name

The United States confirmed on Monday that it considers the body of water lying to the east of the Korean Peninsula the Sea of Japan, angering many Koreans who directed their fury at their government for failing to win over its closest ally in the territorial naming dispute.

“The U.S. uses names decided by the U.S. Board on Geographic Names, and the so-called BGN standard name for that body of water is the Sea of Japan,” said Mark Toner, State Department spokesman, adding that the name is “the internationally recognized terminology.”

The International Hydrographic Organization, the worldwide authority on oceanic names, calls the body of water the Sea of Japan, while it has been called the East Sea by Koreans for nearly 2,000 years, according to historical documents. Seoul says that the IHO should use its preferred name together with the Sea of Japan.

Angry posts filled portal sites before the State Department’s announcement. They fumed over Washington “siding with Japan” after it was reported that a U.S. government agency had informed the IHO of its opinion in favor of the sole use of the Sea of Japan.

Washington had responded at that time that the decision was the opinion of one of its agencies and not the country’s official stance, sources said.

“We gather that the United States only reiterated its long-standing stance,” Shin Maeng-ho, vice spokesman of the Ministry of Foreign Affairs and Trade, said yesterday, responding to a question about whether the State Department’s position signified a diplomatic failure on Seoul’s part.

The ministry also said that efforts to promote the name East Sea have worked well, with 28.1 percent of world maps produced globally using both the East Sea and the Sea of Japan or just the East Sea in 2009. The figure was only 2.8 percent in 2000, it said.

Lawmakers urged the government to make more efforts to promote Korea’s preferred name. Lee Ju-young, chief policy maker of the ruling Grand National Party, said he would request assistance from United Nations Secretary General Ban Ki-moon, who arrived in his native country yesterday.

“The IHO provides the most basic reference regarding oceanic names,” said Choo Sung-jae, a geography professor at Kyung Hee University, “So the best strategy for the government is to work diplomatically to get the IHO to adopt the East Sea and then to persuade countries to adopt the name.”

The IHO has stuck to the name Sea of Japan (or Japan Sea) since it published the first edition of “Limits of Oceans and Seas,” which standardized global oceanic names, in 1929.

Seoul has demanded that the next edition reflects its call for the simultaneous use of the East Sea and the Sea of Japan, saying that it previously was unable to make its case because of Japanese colonial rule and the Korean War.

동맹 미국도 설득 못한 ‘동해 외교’

미·영 “일본해만 표기” … 외교력 부재 드러낸 정부

미국 국무부는 8일(현지시간) 동해(East Sea) 표기 문제와 관련해 연방정부 기관인 지명위원회(United States Board on Geographic Names·BGN)의 표기 방침에 따라 ‘일본해(Sea of Japan)’로 사용해야 한다는 입장을 밝혔다. 이는 동해와 일본해를 같이 써야 한다는 한국 정부의 공식 입장과 배치된다. 미국의 연방기관이 같은 동맹국인 한국과 일본 사이에서 일본 입장을 지지하면서 우리의 외교력 부재가 도마에 오르고 있다.

　마크 토너 국무부 부대변인은 이날 정례브리핑에서 미국이 동해를 일본해로 단독 표기해야 한다는 의견을 최근 국제수로기구(IHO)에 제출한 사실을 확인한 뒤, “미국은 BGN에 의해 결정된 표기들을 사용한다”고 밝혔다. 미 정부는 최근 IHO 실무그룹에 제출한 서한에서 동해를 일본해로 단독 표기해야 한다는 의견을 제출했으며 IHO는 이를 자체 홈페이지에 게시했다. 세계 바다 명칭을 정하는 기준으로 활용되는 ‘해양과 바다의 경계’를 발간하고 있는 IHO는 2012년 총회를 앞두고 27개국의 전문가로 구성된 실무 그룹을 운영하고 있다. 실무 그룹의 의견은 총회에서 바다 명칭을 확정하는 데 중요 참고자료로 활용된다.

[김형수 기자]　정부는 1992년 동해의 영문 명칭을 ‘East Sea’로 확정하고 이때부터 국제사회에 대해 동해와 일본해 병기를 설득해 왔다. 전 세계 지도에서 동해와 일본해를 병기한 비율은 28% 수준이다(2009년 기준). 한·일 간의 의견이 날카롭게 맞서면서 2002·2007년 IHO 총회에선 동해 표기 방안을 확정짓지 못했다.

　그러나 20년 가까이 지났음에도 동맹국인 미국의 입장이 여전하다는 점에서 외교력 부재 논란이 일고 있다. 실제 한미연합사령부에서도 동해를 ‘일본해’라고 표기하고 있는 상태다. 정치권에선 내년의 IHO 총회를 앞두고 김성환 외교장관, 한덕수 주미 대사가 전면에 나서 노력을 기울이지 않은 것 아니냐는 얘기도 나온다. 민주당 전병헌 의원은 보도자료에서 “이명박 정부의 한심하고 무능한 외교력을 여실히 보여주는 것”이라고 말했다. 한나라당 이주영 정책위의장은 “국민이 경악하고 분노를 금치 못한다는 입장을 미 정부에 확실히 전달하고 예정된 IHO 총회에서 모든 외교력을 총동원해 시정시켜야 한다”고 주문했다. 한나라당 홍준표 대표는 이날 캐슬린 스티븐스(Kathleen Stephens) 주한 미 대사를 만나 “일본해 단독 표기가 아닌, 동해가 병행 표기되도록 해 달라”고 요청했다. 동국대 이용중(법학) 교수는 “동해 표기 문제는 국제법의 영역이 아닌 만큼 관계국의 협의를 통해 얼마든지 고쳐나갈 수 있지만 그런 노력이 부족했다”며 “동해라 부를 만한 역사적 근거가 충분한 만큼 보다 적극적으로 나서야 한다”고 말했다.

◆국제수로기구(IHO·Inter national Hydrographic Organization)=1921년 설립된 국제수로국을 모체로 각국의 수로 관련 이해 증진을 위해 70년 만들어졌다. 해도, 수로 통보, 수로 측량, 대양수심도 작성 등을 한다.
