Hanjin vows to bring back laid-off workers

In the aftermath of a series of large-scale rallies in support of the ongoing labor protest at Hanjin Heavy Industries, Chairman Cho Nam-ho promised yesterday to do his best to rehire workers once the company is stable, but did not reverse his decision to immediately lay off about 400 assembly-line workers.

“Restructuring was an inevitable choice for the company in the midst of the global recession over the past three years,” Cho said at a briefing held yesterday at Busan City Hall.

Asked whether he would reinstate the workers, he refused, saying, “Returning [the company] to its previous state would jeopardize its survival.”

About 1,100 Hanjin union members finished a 190-day strike in June at Yeongdo shipyard, when the union and the management signed an agreement giving severance pay to all 400 workers who were laid off.

But the matter has transcended labor relations and become a social and political issue, as citizens, university students, social minorities and civic activists participated in large-scale “Buses for Hope” rallies organized by laid-off workers and civic activists to call for the workers’ reinstatement. About 7,000 demonstrators attended a rally held in early July in Busan.

Meanwhile, the protesters have drawn the ire of the Busan city government and local residents for leaving trash at the demonstration site and causing traffic congestion in residential areas nearby.

Some opposition party lawmakers have attended rallies at the shipyard, drawing criticism from the ruling Grand National Party lawmakers who say the politicians are trying to use the rally for their political benefit.

Amidst the rising public outcry over the labor dispute, the National Assembly tried to summon Cho, who left the country on June 17, to a hearing to resolve the matter. Cho returned to Korea on Tuesday and said yesterday he would appear at a hearing.

“We will do our best to stabilize the current management within three years to re-employ the laid-off workers,” Cho said. “We will also pay all tuition fees for two children of each laid-off worker until the children graduate from university.”

Cho also commented on Kim Jin-suk, Busan committee director of the Korea Confederation of Trade Unions, who has been protesting against the layoffs from atop a crane for 218 days, saying, “I’m worried about her health. But I hope she will think about whether her actions are indeed helping the thousands of Hanjin workers and get down from the crane as soon as possible.”

Still, opposition lawmakers expressed their disappointment with Cho’s statement. “He didn’t promise the most important thing - rescinding the layoffs,” Choi In-ho, a Democratic Party lawmaker, told Yonhap yesterday. “It seems irresponsible to say he will reinstate the laid-off workers after stabilizing the management.”

Kim Jin-suk, who is still on the crane, said in telephone interview with the JoongAng Ilbo yesterday, “The main purpose of the rally is reversing the layoffs, which has caused many people to suffer for a long time,” she said. “Without that, nothing can be solved.”

조남호 “정리해고 철회 없다”

‘한진중 정상화’ 대국민 호소문

조남호(60) 한진중공업 회장은 회사 정상화를 위한 대국민 호소문을 읽어가다 고개를 떨어뜨린 채 잠시 말을 잊지 못했다. 그는 노사 갈등이 발생한 후 처음으로 10일 부산시청 브리핑 룸에 나타났다. 그는 고(故) 조중훈 한진그룹 회장의 2남이다. 조 회장은 대국민 호소문을 통해 ‘국회 청문회 출석’ 등 회사 정상화 방안을 내놓았다. 하지만 이날로 217일째 타워크레인 농성을 벌이고 있는 김진숙(51) 민주노총 부산지역본부 지도위원과 노조, 민주당에서는 ‘정리해고 철회라는 알맹이가 빠진 정상화 방안은 받아들일 수 없다’는 입장이어서 한동안 진통은 불가피해 보인다.

 조 회장은 “정리해고를 철회하라는 것은 기업과 임직원들의 생존권을 다 같이 포기하라는 것과 다를 바 없다”며 정리해고 철회 의사가 없음을 분명히 했다. 이어 “3년 이내에 경영을 정상화해 회사를 떠난 가족을 다시 모셔 오겠다”며 “정상화 때까지 현 상태의 고용을 유지할 것을 약속한다”고 덧붙였다. 400명의 정리해고자 중 희망퇴직으로 전환한 306명에 대한 지원책도 제시했다. 희망퇴직자의 자녀 2명에 대해 대학 졸업 때까지 학자금 전액을 지원하겠다는 것이다.

 다음은 기자들과의 일문일답.

 -17일로 예정된 청문회 참석 여부는.

 “국회의 결정을 존중하겠다. 많은 분이 왜 사태 해결을 위해 전면에 나서지 않느냐는 의견을 제시한 것으로 안다. 한진중공업의 경영책임자로서 그 책임을 회피할 생각은 전혀 없다.”

 -장기 국외체류가 도피성 출장이라는 지적이 있었는데.

 “세계 어느 곳이든 선주가 있는 곳이면 다 찾아다녔다. 이번에도 북유럽을 다녀왔지만 영업상 비밀이어서 말할 수 없다. 현재 영도 조선소 도크가 비어있기 때문에 납기를 앞당기려는 몇몇 선주들과 접촉 중이다.”

 -경영정상화의 기준은.

 “영도조선소는 부지가 26만4462㎡(약 8만 평)밖에 되지 않아 세계적인 추세인 선박 대형화를 따라갈 수 없다. 영도조선소는 규모에 맞는 특수 선박을 수주해 특성화할 계획이다.”

 한진중공업 정철상 부장은 이에 대해 연간 18만t급 배 12척을 만들면 경영정상화라고 볼 수 있다고 밝혔다.

 -고공농성 중인 김진숙 지도위원과 희망버스에 대해서는.

 “우선 오랫동안 올라가 계신 분의 건강이 우려된다. (하지만) 크레인에 올라가 있는 것이 한진중공업 1400명 임직원, 협력 업체에 얼마나 도움이 될까. 조속히 내려오기를 바란다. 희망버스는 당사자 간 합의를 무시한 외부 세력의 개입으로 합법적인 경영활동을 힘들게 한다. 우리 사회가 지켜야 할 최소한의 기본 원칙을 저버리는 것이다.”

 이런 조 회장의 설명에 대한 입장을 듣기 위해 타워크레인에서 농성 중인 김진숙 지도위원과 통화했다. 그는 “문제의 본질은 정리해고다. 정리해고 때문에 수많은 사람이 고통을 받아왔고 전 국민적 관심사가 됐는데, 그 문제를 비켜가서는 문제 해결이 안 된다”고 말했다. 이어 “그동안 정리해고하지 않겠다는 약속도 여러 차례 어겼다. 신뢰관계가 다 깨진 상황에서 조 회장의 말을 믿을 수 없다”고 말했다. 채길용 금속노조 한진중공업 지회장도 “기대했던 방향과는 큰 차이가 있다”고 말했다. 최인호 민주당 부산시당 위원장은 “정리해고 철회라는 핵심 내용이 빠졌다”고 밝혔다. 조 회장의 기자회견으로 한진중 사태는 중대 고비를 맞았지만 진통은 계속될 것이라는 전망이 우세하다.
