Now in his twilight, Roh releases memoir

The two-volume memoir is thought by many to be Roh’s last effort to shore up his controversial legacy, as Roh has long been in ill health. A former general, Roh was president from 1988 to 1993. He was widely credited for the 1988 Seoul Olympics but would later be convicted and jailed once out of office.
In the tell-all, the 13th president focused much of his ire on his successor, Kim, who would jail Roh on charges of corruption and treason.
Kim contacted him again for urgent funds, Roh said, giving Kim an additional 100 billion won personally. Roh wrote that Kim called him later that evening to offer his gratitude.
“I can live now,” Kim reportedly told Roh, referring to his presidential campaign. “Thank you.”
Roh also said that he kept 10 billion won in a Blue House safe for Kim to use, but wrote that Kim never came to the presidential office after winning the election to receive the money.
When he left office, Roh said that he left the slush fund for Kim to use to “rule over” the country.
Kim would embark on an anticorruption campaign once he took office, resulting in the arrests and convictions of Roh and former President Chun Doo Hwan on charges of corruption and treason.
Roh stated in his memoir he hoped to be “the last national leader” to stand in court for “this type of behavior.”
Kim’s family has remained tight-lipped on the situation.
“I have not yet spoken with my father,” said Kim Hyun-chul, Kim Young-sam’s second son, to the JoongAng Ilbo. Hyun-chul is currently the deputy director of the Grand National Party’s Yeouido Institute. “I do not know the truth. This story is now 20 years old, and what else can he say about it in this situation? I don’t think he’ll say anything. This can’t help anybody.”
The memoir also offers insights into North Korean policies during Roh’s presidency as well as Roh’s views on Korea’s former presidents.
Roh underscored his friendship with Chun Doo Hwan but kept his distance from the former dictator, saying that he could not place “friendship over the nation.”
In the memoir, Roh also said that he had questioned himself several times over why he had judged Kim Young-sam’s humanity and his politics incorrectly, indicating their estranged relationship.
“He lacked the ability to realize that there could be differences in views when it came to politics,” said Roh, referring to his successor. “I feel regret over the results that have come.”

노태우(얼굴 왼쪽) 전 대통령은 10일 출간된 회고록에서 “1992년 대선 때 김영삼(YS·오른쪽) 캠프의 선거자금 3000억원 조성을 도왔다”고 주장했다. YS는 민자당 대통령 후보로 결정된 직후 같은 당 소속으로 대통령 자리에 있던 노 전 대통령에게 “(대선 자금으로) 적어도 4000억~5000억원은 들지 않겠느냐”라며 지원을 요청했다 한다.
이에 노 전 대통령은 재계 사정에 밝은 금진호 전 상공부 장관과 이원조 전 의원을 YS 측에 붙여줬고, 두 사람은 각각 1000억원씩을 만들어줬다고 한다. YS는 대선 막바지에 이르러 자금이 모자란다며 청와대에 다시 지원해 줄 것을 요청했고, 노 전 대통령은 금 전 장관을 통해 한꺼번에 1000억원을 전달했다고 한다. 그러자 YS는 한밤중에 노 전 대통령에게 전화를 걸어 “이제 살았습니다. 고맙습니다”라고 감사의 뜻을 표시했다는 게 노 전 대통령의 주장이다.
노 전 대통령은 1993년 2월 퇴임하면서 청와대 금고에 100억원 이상의 돈을 넣어둔 채 나왔다고 했다. 노 전 대통령의 한 측근은 “노 전 대통령이 YS에게 지원한 정치자금을 밝힐까 말까 고민하다 돈을 준 게 사실인 만큼 회고록에 쓰는 게 옳다고 판단한 것으로 안다”며 “그러나 노 전 대통령 주변에선 ‘YS에게 지원한 돈이 더 많다’고 말하는 이들도 있다”고 말했다. YS는 92년 대선에서 승리한 뒤 “이렇게 돈을 쓰다가는 나라가 망하겠다”고 말한 적이 있다.
노 전 대통령은 1987년 대선 때 전두환 전 대통령으로부터 지원받은 1400억원과 민정당이 자체 모금한 500억원 등을 합쳐 대략 2000억원 정도를 선거자금으로 썼다고 말했다. 그는 “(1988년) 서울올림픽 이후 기업인들의 면담 신청이 들어오기 시작했는데 면담이 끝날 때쯤 그들은 ‘통치자금에 써 달라’며 봉투를 내놓곤 했고, 기업인이 자리를 뜨면 바로 이현우 경호실장을 불러 봉투를 넘겨줬다”고 말했다.
그는 퇴임 후에도 2757억원의 비자금을 관리했던 것에 대해 “원래 YS와 상의해 처리하려 했으나 그가 취임 후 개혁 바람을 일으키면서 엄두를 내지 못했다”고 밝혔다. 노 전 대통령의 주장에 대해 YS의 차남인 김현철 한나라당 여의도연구소 부소장은 “(김 전 대통령의) 심기가 불편하신 것 같다. 대선 자금은 당으로 가는 것이지 후보에게 직접 전달했다는 것은 말이 안 된다”고 했다. YS의 측근인 김기수 수행실장은 “김 전 대통령이 직접 받은 돈은 한 푼도 없다. 대선 때 쓰고 남은 돈도 안기부에 들어갔다가 전부 (1996년) 15대 총선에 투입됐다. 퇴임 후에도 거액을 갖고 있던 노 전 대통령과는 다르다”고 했다.
