3 North Korean fishing boats drift over NLL

Three small fishing boats carrying seven North Koreans were discovered drifting or partially submerged on the southern side of the de facto maritime border late Thursday, the South Korean military yesterday.

Three of the North Koreans were sent back over the border while the other four were under investigation, the military said.

The Joint Chiefs of Staff said the South’s authorities rescued a 1.5-ton North Korean barge from sinking near Baegnyeong Island on the southern side of the Northern Limit Line at 7:12 p.m. on Thursday. Two men aboard were bailing water out of the ship at the time, the JCS said.

Another small North Korean barge, also carrying two North Korean men, was discovered in a similar situation nearby, later at 9:30 p.m. The JCS said it was investigating what the four men were doing in South Korean waters.

Meanwhile, a fuel-powered wooden boat was observed drifting without fuel near Baegnyeong Island at 11:35 p.m., which the South sent back at 2:38 a.m. yesterday after providing gas. Three North Koreans aboard the ship were also repatriated, it said.

“We sent them back after confirming that they had no intention of defecting and that is what we usually do [in these circumstances],” said a JCS official.

It is yet to be disclosed why the ships crossed into the South-controlled waters at almost the same time, but thick sea fog and wayward tides are suspected to have played a role.

軍, 백령도 인근서 北선박ㆍ주민 구조

北주민 4명 조사중 ..귀순의사 없는 3명 돌려보내

군 당국이 지난 11일 서해 백령도 인근에서 침몰 위기에 처하거나 표류 중인 북한 선박 3척과 주민 7명을 구조해 이 가운데 3명은 돌려보내고 4명은 조사중인 것으로 밝혀졌다.

합동참모본부 관계자는 12일 "어제 오후 7시12분과 오후 9시30분 백령도 인근 북방한계선(NLL) 이남 지역에서 침수로 침몰 위험에 처한 전마선(소형 배) 2척을 발견해 배에 타고 있던 4명을 구조했다"면서 "전마선은 선원 구조 후 침몰했다"고 말했다.

당시 선박의 위치는 NLL에서 각각 6.3km, 6.6km가량 떨어져 있었으며 백령도에서는 서북쪽으로 1.4km, 3.4km 정도 되는 거리에 있었다.

1.5t급이었던 두 선박에는 2명씩 모두 4명의 남성이 타고 있었다. 각각 80%, 60% 정도 침수돼 선원들이 직접 배에서 물을 퍼내는 등 위급한 상황이었던 것으로 전해졌다.

이들은 현재 관계 기관에 인계돼 귀순의사 여부 등을 조사 받는 것으로 알려졌으며 신상은 확인되지 않았다.

군은 이어 같은 날 오후 11시35분께 백령도 인근 NLL 이남 지역에서 표류 중인 동력 목선을 발견, 연료를 제공해 12일 오전 2시38분께 북으로 돌려보냈다고 밝혔다. NLL 남쪽 4.5km 지점에서 발견됐으며 북한 주민 3명이 타고 있었다.

합참 관계자는 "조업 활동을 하다 떠내려온 것으로 추정된다"면서 "자세한 경위는 조사를 해봐야 알 수 있을 것"이라고 전했다.

당시 해무로 인해 시계가 300m에 불과했으며 조류는 북에서 남으로 흐르는 상태였다고 그는 설명했다.

이 관계자는 "돌려보낸 선원들의 귀순의사가 없음을 확인했으며 의도적 침범이 아닌 어선의 경우 인도적 차원에서 돌려보내도록 한다"면서 "여러 척이 월선한 이유에 대해서는 현재로선 정확히 알 수 없다"고 말했다.

한편 군은 지난 5월12일에도 연평도 동북쪽 해역에서 기관고장으로 표류 중이던 10t급 북한 목선을 발견해 돌려보냈다고 12일 밝혔다. 당시 군은 이 사실을 발표하지 않았다.
