Cities see money in cruise port calls

BUSAN - Docked at the Busan International Cruise Terminal in the country’s largest port city on Aug. 4 was a coveted visitor: a cruise ship.

Rising 11 stories high and measuring 260 meters long, Royal Caribbean’s Legend of the Seas was letting off its passengers - mostly foreign tourists - who were streaming down for a day of fun.

“I am currently on a cruise with my wife, and I’m very happy. We are going to look around tourist attractions and shopping centers here in Busan,” said Steven Wing, 53, of Hong Kong.

For Busan Metropolitan City, port calls by cruise ships mean tourist dollars.

Of the 1,800 passengers on board Legend of the Seas, all but 250 were foreign tourists. With each foreign tourist estimated to have spent between 150,000 won to 200,000 won ($140 to $180), the total economic impact of the ship’s stop in Busan was 291 million won ($267,000).

“According to research from the Korea Maritime Institute, the added value of one cruise ship passenger is equivalent to that of exporting one container box,” said Lee Gap-jun, head of Busan’s culture and tourism department. “If there’s a constant increase in cruise ships entering the port of Busan, it will translate into economic growth for the city of Busan.”

It is just not Busan that has been trying to entice these gigantic ships full of passengers with disposable income. (Legend of the Seas weighs in at a whopping 70,000 tons.) Korea’s other major port cities like Incheon, Jeju and Yeosu have also been scrambling to attract cruise ships to their ports.

The stakes have gotten even higher this year following the government’s announcement that it will submit a bill to allow tourists arriving in Korea on a cruise to stay without a visa for three days. The Ministry of Justice announced its proposed revision to the country’s Immigration Control Law early this month.

So far this year, Busan has seen 19 cruise ships, bringing in a total of 24,000 passengers. By the end of this year, 27 more cruise ships are scheduled to make stops in Busan.

Yet, that is a marked drop from the 77 cruise ships that made port calls in Busan last year in the aftermath of the sinking of the Cheonan and the deadly earthquake and tsunami in Japan.

Observers have begun increasingly pointing out the urgency of attracting diverse foreign tourists through cruises and helping Busan become more of a tourist destination.

On another recent cruise, 72 tourists from Hong Kong among the 800 who arrived in Busan flew back to Hong Kong. It was the country’s first tour package that combined a cruise trip and a flight.

“Developing diverse tour programs by forming alliances between cruise lines and airlines is necessary to make Busan a tourist hot spot for cruise tours,” said Lee Jae-myeong, director of the Korean branch of Royal Caribbean International.

4일 오전 11시 부산 영도구 동삼동 부산 국제크루즈터미널. 부부·가족 단위의 외국 관광객이 크루즈선인 레전드호에서 줄지어 내렸다. 레전드호는 길이 260m, 11층으로 된 7만t급 호화여객선. 스티븐 윙(53·홍콩)은 “아내와 함께 크루즈 여행을 하고 있는데, 너무 행복하다. 부산 관광지와 쇼핑센터를 둘러볼 것”이라고 말했다. 이날 승객 1800명 가운데 외국인 950명은 개별관광, 600명은 코스 관광에 나섰다. 나머지 한국인 250명은 집으로 돌아갔다.

부산항에 입항한 호화 여객선 ‘레전드호’ 코스 관광은 3종류로 1코스는 경주~용두산~자갈치 시장, 2코스는 해동용궁사~AFEC 누리마루 하우스~롯데면세점~자갈치·국제 시장, 3코스는 용두산~자갈치 시장~범어사 코스다. 1550명의 외국 관광객은 한 명당 하루 15만~20만원씩 총 2억 7000만원을 부산에서 쓴 것으로 추산됐다. 선박 입·출항료와 부두접안료 2100만원을 더하면 모두 2억 9100만원의 경제효과가 발생했다.

 이갑준 부산시 문화관광국장은 “한국해양수산개발원 연구에 따르면 크루즈 승객 한 명과 수출용 컨테이너 한 개의 부가가치가 맞먹는다”며 “크루즈 입항이 늘어나면 부산 경제에 큰 도움이 될 것”이라고 말했다.

 부산·인천·제주·여수 등 주요 항구도시가 앞다퉈 크루즈 유치경쟁에 나서는 이유다. 특히 이르면 올해부터 크루즈를 이용하는 외국인이 최장 3일 비자 없이도 국내에 머물 수 있는 ‘관광상륙허가제’가 시행될 예정이어서 유치경쟁은 더욱 뜨거워지고 있다. 법무부는 ‘관광 상륙허가제’ 도입을 골자로 한 출입국관리법 개정안을 7일 입법예고했다.

 부산의 경우 올 들어 현재까지 19회(승객 2만4000여 명) 크루즈가 들어왔다. 연말까지는 27회 더 들어온다. 하지만 천안함 폭침과 일본 대지진 여파로 지난해 77회(13만1000여 명)보다 크게 줄어 크루즈 유치가 시급한 실정. 이번에 입항한 레전드호는 부산·홍콩과 일본 후쿠오카, 중국 톈진을 오가지만 톈진이 중심 모항이고 부산항은 보조 모항이어서 부산에서 타는 승객(210명)보다 중국에서 타는 승객(1800명)이 더 많았다. 이에 따라 부산항이 모항 기능을 다할 수 있게 다양한 승객 유인책이 뒤따라야 한다는 지적이다. 모항은 승객이 타고 내리는 출발지이자 종착지를 말한다.

 이날 홍콩 관광객 800명 가운데 72명은 부산 관광 후 저녁 비행기로 홍콩으로 떠났다. 크루즈와 비행기가 결합한 첫 관광사례여서 앞으로 이런 형태의 여행산업도 더욱 발전시켜야 할 과제를 안게 됐다.

 이재명 로얄캐리비안 크루즈 한국사무소 대표는 “항공편과의 연계, 다양한 관광프로그램 개발, 쇼핑 편의제공 등으로 부산항을 크루즈 관광의 중심지로 발전시켜야 할 것”이라고 말했다.
