Crackdown on SAT hagwon finds lots of violations

A recent crackdown by education authorities on private academies that prepare students for their SATs has unveiled management oversights and cases of overcharging.

The Ministry of Education, Science and Technology and the Gangnam office of the Seoul Metropolitan Education Office said yesterday that 28 hagwon specializing in SAT preparation for U.S. colleges were checked since July 12.

Of them, 18 were found to have committed violations, and correction orders and warnings were handed down.

Many failed to report to authorities their teachers’ employment status and overcharged their students, the probe showed. Poor financial accounting was also detected.

While none of the hagwon were caught hiring teachers with falsified credentials, 11 failed to submi the personal information of their instructors or make it public to students as required by law, the authorities said.

When a hagwon hires a foreign instructor, it is required to check his or her criminal record and inform authorities, but institutes often fail to comply, an education office official said.

Eight of the 28 institutes also failed to update their number of teachers to the ministry and education office.

The probe also showed that five hagwon failed to inform authorities about their lecture fees. One was fined for charging students up to six times more than the average cost of tuition.

The authorities said the investigations were carried out as hagwon in Gangnam hire many Korean students who have returned from their overseas studies to spend their summer vacations in Korea.

“Since they hire many teachers in the peak season, we thought it was necessary to reinforce the monitoring process,” a spokesman of the education office said.

강남 SAT 학원 강사관리 부실 무더기 적발

교과부 점검서 40%가 강사 관리규정 위반

서울 강남지역에 밀집한 SAT(미국대학수학능력시험) 전문 교습학원들의 고질적인 불법ㆍ편법 행위가 교육당국의 점검에서 확인됐다.

특히 학원 10곳 중 4곳은 강사 채용 및 정보공개 과정에서 허술한 관리실태를 노출했다.

SAT 학원들의 강사관리는 여러차례 문제가 됐으며, 최근에는 수배 중이던 재미교포가 강남에서 SAT 어학원을 운영하다가 경찰에 구속되기도 했다.

교육과학기술부와 강남교육지원청은 지난달 12일부터 이달 10일까지 서울 강남지역 SAT 교습학원 28곳을 특별 점검한 결과 18곳에서 강사 채용을 통보하지 않거나 미등록 과정을 운영하는 등 학원법 위반 행위를 적발했다고 14일 밝혔다.

교과부는 위법 행위가 적발된 학원 중 4곳에는 시정명령을 했고 14곳은 경고 조치했다. 또 여러차례 점검에서 적발됐는데도 시정하지 않아 벌점이 쌓인 일부 학원에 대해선 과태료를 물렸다.

적발된 사항은 주로 강사 채용 및 해임 미통보(8곳), 수강료 미게시(5곳), 장부 부실기재(4곳) 등이었다. 또 보습학원으로 등록해놓고 SAT를 가르친 학원도 있었다.

특히 이번 점검에서는 전체의 40%에 가까운 11곳이 강사의 인적사항, 학력, 경력 등의 정보를 교육지원청에 등록하지 않거나 학원 내에 게시하지 않아 강사 자격에 대한 관리ㆍ감독 강화가 필요한 것으로 나타났다.

수강료를 게시하지 않은 한 학원은 서울시교육청이 정한 기준가(내국인 강사는 1분당 126.66원, 외국인 강사는 1분당 167.19원)의 5~6배인 1분당 700~800원의 수강료를 받아 과태료 부과 및 경고처분을 받았다.

강남교육지원청 관계자는 "학원들이 강사의 학력검증자료와 외국인 강사의 경우 범죄경력조회서 등을 제출해야 하는데 잘 지키지 않는다"며 "미국에서 고등학교를 다니는 학생들이 SAT 공부를 위해 대거 귀국하는 방학에 맞춰 점검을 하게 됐다"고 설명했다.

한편 교과부는 여름방학을 맞아 기숙학원의 허위ㆍ과대광고 및 불법기숙시설 운영이 증가할 것으로 보여 지난달 하순부터 4주예정으로 시ㆍ도교육청에서 기숙학원에 대해 점검하고 있다고 밝혔다.

교과부에 따르면 올해 6월말 기준으로 전국에 67개의 기숙학원이 등록돼 있으며 이 중 50곳이 경기도에 있다. 기숙학원들은 수강료, 기숙사비, 식비 명목으로 월 200만~300만 원을 받고 있다.

교과부는 기숙학원의 무단시설변경, 등록외 교습과정 운영, 안전관리 등을 집중 점검하고 심야교습 및 스파르타식 교습에 따른 체벌 가능성도 점검하고 있다.
