A city’s call for UN to save family from Yodok
“An appeal to the UN Secretary General Ban Ki-moon - Please save a daughter of Tongyeong,” the ad read, with a black-and-white photo of his wife, Shin Suk-ja, 69, and his two daughters O Hye-won and O Gyu-won.
The ad is part of a petition campaign in this small city calling for the release of a Tongyeong native - who defected with her husband to North Korea from Germany in 1985 - and her two children from a North Korean prison camp.
Bang Su-yeol, a pastor in Tongyeong who is spearheading the campaign, posted the ad with O’s cooperation.
Shin had been working as a nurse in Germany, where she met O, who was getting his doctorate in economics. The couple married in the 1970s and had two children - both of whom were born in Germany.
The family decided to defect to North Korea in 1985, after they were convinced by North Korean agents in Germany.
“We believed the North Korean agents that they would provide a good job as a professor for me and the best working environment in medical services for my wife,” O said.
O said composer Yun I-sang, a famous South Korean-German composer from Tongyeong, also helped persuade him and his family to move to the North, which he said Yun called “mother country.” Yun, banned from returning to the South for his close ties to the North, died in 1995.

The family, O said, was brainwashed for three months when they arrived in the North, isolated from the outside world.
O said the North’s system soon turned off him and his family, and at Sin’s urging he escaped to South Korea while he was on an overseas mission in 1986.
In 1987, a year after O’s escape, Shin and their two daughters were sent to Yodok concentration camp in South Hamgyong Province, a prison well known for its inhumane treatment of political prisoners.
In January 1992, O said composer Yun delivered to him six photos of his wife and daughters, including the one printed in the ad, to persuade him to return to the North. O was also given an audio recording of his wife and daughters at the time, he said.
“I heard from two people who escaped Yodok that my wife was still at the prison in early 1993,” O said. “She was said to be living an inhumane life there and to have attempted suicide several times.”
O and Shin’s story was made public only recently when Bang hosted an exhibition on North Korea’s political prisoners in May and started collecting signatures to earn their release.
So far, 31,000 people have signed the petition, 21,000 of them Tongyeong citizens.
“It won’t be easy to rescue them with this signature collecting,” Bang said. “But we need to act for them no matter what and that will also serve well for reunification.”
O added, “Although we didn’t deliver the message directly to SecretaryGeneral Ban, he must have found out about this through the ad.”

“통영의 딸 구해주세요” … 반기문 총장에게 호소
북한 요덕수용소에 24년째 갇힌 세 모녀 구명 3만1000명 서명
오길남씨(92년 당시)‘반기문 유엔 사무총장님께 드리는 호소문-통영의 딸을 구해 주세요!’ 본지 8월 12일자 26면에는 이런 전면광고가 실렸다. 커다란 흑백사진이 있는 광고다. 사진에는 북한 요덕수용소에 수감 중인 것으로 알려진 신숙자(69)씨와 두 딸 오혜원(35)·규원(33)씨의 모습이 담겨 있다.
이 사진은 이들의 남편·아버지인 오길남(69)씨가 공개한 것이다. 그는 “1992년 1월 작곡가 윤이상이 (나에게) 다시 월북하라고 회유하기 위해 가족의 육성이 담긴 녹음테이프와 함께 건네준 6장의 사진 중 한 장”이라고 말했다.
광고를 실은 장본인은 경남 통영시에 있는 통영현대교회 방수열(50) 담임목사다. 그는 “고국을 방문한 반기문 사무총장에게 ‘신숙자 모녀 생사 확인 요청 및 구출 탄원서’를 전달하는 의미로 광고를 냈다”고 말했다.
그는 “신숙자씨와 오혜원·규원을 북한 정치범수용소에서 구출하자”며 지난 5월 25일부터 현대교회와 롯데마트 통영점 등에서 ‘북한 정치범 수용소 전시회’를 열고 서명운동을 벌이고 있다. 서명자는 지금까지 3만1000명. 이 가운데 통영시민이 2만1000명이다. 방 목사는 “신숙자 모녀를 구출하는 게 쉽지 않겠지만 이들을 위해 행동하는 것이 통일운동”이라고 말했다.
신씨는 42년 12월 10일 경남 통영시 서호동에서 태어나 통영초등교(45회)와 통영여중(9회)을 졸업했다. 20대에 독일로 건너가 간호사로 일하던 신씨는 그곳에서 경제학을 공부하던 오길남 박사를 만나 결혼해 두 딸을 낳았다. 오씨는 “1985년 12월 좋은 교수직과 아픈 아내에게 최상의 진료를 보장하겠다는 북한 요원의 말과 조국을 위해 경제학자로 일해볼 생각이 없느냐는 작곡가 윤이상의 제의를 믿고 아내, 자녀와 함께 월북했다”고 말했다. 오씨 가족은 3개월간 외부와 차단된 채 세뇌교육을 받았다.
오씨는 “86년 11월 초 독일에서 유학하는 남한 출신 부부를 데려오라는 지령을 받고 독일로 가던 중 혼자라도 탈북하라는 아내의 말에 따라 덴마크 코펜하겐 공항 직원에게 구조를 요청해 탈출에 성공했다”고 말했다. 그는 92년 4월 독일 주재 한국대사관에 자수했고 같은 해 5월 귀국했다.
아내 신씨와 혜원·규원 자매는 87년 말 15호 관리소, 일명 ‘요덕수용소’에 갇힌 것으로 알려졌다. 오씨는 “요덕수용소를 탈출한 2명으로부터 93년 초에 아내가 수용소에 갇혀 있고 몇 차례 자살을 기도하는 등 인간 이하의 생활을 하고 있었다는 얘기를 들었다”고 설명했다.
이들의 안타까운 사연이 통영시민에게 알려지기 시작한 것은 지난 5월 방 목사 부부가 통영에서 ‘북한 정치범수용소 전시회’를 열면서다. 2004년부터 통영에서 목회에 전념해온 방 목사 부부는 2009년 여름 요덕수용소에 갇혀 있는 신씨의 고향이 통영이라는 얘기를 들었다. 방 목사 부부는 신씨의 모교와 동사무소 등에서 신씨의 신원을 확인하고 ‘통영의 딸’ 신씨 구출운동을 시작했다.
오씨는 “시민들이 서명한 용지를 반 총장에게 직접 전달하지는 않았지만 이번 광고로 반 총장께서 내용을 알게 됐을 것”이라며 “유엔이 앞장서 신씨 모녀를 구출하는 것을 도와달라”고 말했다. 그는 “아직 반 총장으로부터 반응이 오지 않았다”고 덧붙였다. 오씨는 한국은 물론 세계인이 신씨 구출에 관심을 가져달라는 뜻으로 앞으로 서명운동을 계속하겠다고 설명했다.
