In fact, it was the Roh Moo-hyun administration/ 사실, 노무현 정부 때였다/ that made the final decision in 2007 to build a naval base on the island/ 제주도에 해군기지를 건설하기로 2007년에 최종 결정을 내린 것은/ after the need for a naval post was first raised in 1993./ 1993년에 처음으로 해군기지의 필요성이 제기된 이후/ At the time, Roh said, “Peace without armament cannot exist,”/ 당시 노무현 대통령은 “무장없이 평화는 존재하지 않는다”고 말했다/ adding that a naval base on the island is crucial for our national security./ 제주도에 해군기지는 우리나라의 안보를 위해서 중요하다고 덧붙이며/

We are dumbfounded at the ruling camp’s strange logic against the base./ 우리는 그 기지를 반대하는 집권당의 이상한 논리에 귀가 막힌다/ As president Roh said,/ 노무현 대통령이 말했듯이/ it is “crucial for our security”/ 기지는 국가 안보를 위해서 중요하다/ not only for the safety of the sea route/ 해상 수송로의 안전을 위해서 뿐만 아니라/ - where over 90 percent of our sea traffic for imports and exports passes/ 수출 수입을 위한 해상 물동량의 90퍼센트 이상이 통과하는/ - but also for securing our economic sovereignty in today’s competitive world./ 오늘날의 경쟁 세계에서 우리의 경제적 주권을 보호하기 위해서도 중요하다/ Some opponents have employed the misleading argument/ 일부 반대자들은 잘 못된 주장을 하고 있다/ that the naval base will trigger a crisis by irritating China./ 해군기지가 중국을 자극하여 위기를 유발할 것이라고/ But will China withdraw its claim to the waters off Ieo Island, the southernmost island of the Korean Peninsula,/ 그러나 중국이 한반도 최남단의 섬인 이어도가 자기 수역이라는 주장을 철회할까/ if we give up construction of a naval base on Jeju?/우리가 제주에 해군기지 건설을 포기한다고 해서/ That’s a preposterous argument./ 터무니없는 주장이다/
The government must resume construction of the base as soon as possible./ 정부는 가능한 한 빨리 기지 건설을 재개해야 한다/ If it wavers amid a modicum of ludicrous opposition from radical groups,/ 만약 몇 몇의 급진적인 단체의 터무니없는 주장에 흔들린다면/ it can never protect our national interests and security./ 결코 국가 이익과 안보를 보호하지 못 한다/ The administration need not listen to such opposition for opposition’s sake./ 반대를 위한 반대에 정부는 귀 기울일 필요가 없다/ We hope our warships will proudly anchor at the dock in 2014,/ 우리는 2014년에 그 기지에 자랑스럽게 우리 군함이 닻을 내리고 있기를 바란다/ when the base is to be completed./ 기지가 완공될/
