Asylum seekers expected to hit record number

The number of asylum seekers in Korea is expected to hit a record high this year mainly because of expanding regional conflicts and political unrest in Central Asia, a Ministry of Justice report said yesterday.

A total of 386 foreigners applied for refugee status from January to June, compared with 423 recorded during the same six-month period in 2010, according to the ministry’s data. The country is projected to post a record-high number of asylum seekers this year if the current pace of refugee applications continues into the second half, the report showed.

A combined 717 foreigners applied for refugee status in 2007, the highest annual amount so far since the ministry first accepted such applications in 1994, according to the report, released by Nancen, a local nongovernmental organization specializing in refugee matters. Nepal’s civil war spawned a massive amount of refugee seekers that year.

This year’s asylum seekers are mainly from Central Asia, plagued by political instability as well as attacks by the Taliban, the report said.

The number of refugees from Pakistan and Kyrgyzstan grew by 90 and 82, respectively, in the first three months of the year from a year earlier, with asylum seekers from Afghanistan rising by 13 during the same period, the report showed.

Since 1994, 3,301 foreigners have applied for refugee status, which comes with permanent residency and other rights. So far, 250 have been granted the status, according to the ministry.

난민 신청자 급증… 올해 역대 최대 전망

올 상반기 386명..중앙아 분쟁 확산 영향

올들어 6월까지 한국에 난민 지위를 신청한 사람이 예년보다 크게 늘어 올해 난민 신청자 수가 역대 최대치를 기록할 것으로 보인다.

난민인권센터가 16일 공개한 법무부 자료에 따르면 올 상반기에만 386명이 한국에 난민 지위를 신청한 것으로 집계됐다. 이는 2009년의 연간 난민 신청자 324명보다 많은 것이며 2010년 난민 신청자 423명에 근접한 것이다.

이런 추세가 하반기까지 이어진다면 올해는 한국이 난민 신청 접수를 시작한 1994년 이후 가장 많은 신청자 수를 기록할 전망이다.

국적별로는 파키스탄과 키르기스스탄 출신 난민 신청자가 올해 3월 말 기준으로 지난해보다 각각 90명과 82명 늘었으며 아프가니스탄 출신 난민 신청자도 13명 증가했다.

난민인권센터는 "아프가니스탄을 넘어 파키스탄까지 확산한 탈레반의 공격과 중앙아시아 지역의 분쟁, 정치적 혼란 등으로 난민 신청자가 많이 늘어난 것으로 보인다"고 설명했다.

난민인권센터 최원근 사업팀장은 "중동과 북아프리카 지역의 민주화 시위와 정치적 변동 때문에 앞으로도 난민 신청자는 계속 늘어날 것으로 보이지만 출입국사무소의 난민 심사는 3명이 담당하고 있고 제대로 된 통역도 없는 상황"이라고 지적했다.

1994년부터 올해 6월까지 한국에 난민 지위를 신청한 사람은 모두 3천301명으로 이중 난민 인정을 받은 사람은 올해 상반기의 28명을 포함해 250명이고 691명은 현재 심사를 받고 있다.

첫 해에는 5명이었던 난민 신청자가 최근 5년 동안 매년 300명을 웃돌았으며, 지난 2007년 네팔 내전의 영향으로 717명이 난민 지위를 신청한 것이 지금까지의 최대 수치다.
