In reshuffle, MB sends ministers back to assembly

President Lee Myung-bak will send three politicians-turned-ministers back to the National Assembly at the end of this month to give them time to prepare for the April general election, a top presidential official said yesterday.

As of now, three Grand National lawmakers are serving in the Lee cabinet. Representative Lee Jae-oh is minister without portfolio handling political affairs, while Representative Choung Byoung-gug is minister of culture, sports and tourism and Representative Chin Soo-hee is minister of health and welfare.

“We have decided to carry out a cabinet reshuffle before the National Assembly session begins in September,” said Presidential Chief of Staff Yim Tae-hee. “We are preparing the nominations of the successor so that the announcement can be made after the president returns from his trip.” Lee will visit Central Asia from Sunday till Friday. “Lawmakers should prepare for the elections,” Yim said. “The legislative session in September will also deal with next year’s budgets and it is desirable for new ministers to prepare the plans.”

It appears that President Lee has accepted GNP Chairman Hong Joon-pyo’s requests made earlier this month that the high-profile politicians should concentrate on elections. Hong proposed to Lee that the three ministers return to the party by the end of this month. Yim, however, did not make clear if Lee had accepted Hong’s other request to replace his aides involved in North Korean and security affairs to bring about a thaw in frozen inter-Korean ties. Pyongyang has long complained about the hard-line officials in the Lee government.

Despite Hong’s demands, particularly to replace Unification Minister Hyun In-taek, Yim did not say clearly if Hyun’s fate had been addressed yesterday. He said the situation in the North is complex and it is undesirable that words come before deeds in inter-Korean affairs. Media speculation has been made about Hyun’s replacement, but he has kept the job to prevent sending a signal to the North that Seoul’s policy is moving to appease Pyongyang. Asked if he will also be replaced because of his background as a lawmaker, Yim said, “I am a public servant, not a politician.”

Meanwhile, President Lee named a former prosecutor Cheong Chin-yong, 52, as his senior civil affairs secretary yesterday. Cheong succeeded Kwon Jae-jin, who became the justice minister last week.

“이재오·정병국·진수희 이달 당 복귀”

임태희 “정기국회 전 개각”

한나라당 의원인 이재오(서울 은평을) 특임장관, 정병국(경기 양평-가평) 문화체육관광부 장관, 진수희(서울 성동갑) 보건복지부 장관이 이달 중 행정부를 떠나 당에 복귀한다. 임태희 대통령실장은 19일 청와대 춘추관(기자실)에서 기자간담회를 열고 “국회에서 오신 분(장관)에 대해선 정기국회(다음 달 2일 개회) 전에 (개각)하는 것으로 방침을 정했다”고 말했다.

　당 복귀가 결정된 이들 중 이재오 장관은 이미 지난달 사의를 밝혔다. 그러나 정병국·진수희 장관과 관련해서는 국회 국정감사를 앞두고 정책부처 장관을 바꾸지 않는 관행 때문에 정기국회 후에나 교체될 것이란 전망이 우세했다. 정·진 장관도 주변에 “벌여놓은 업무를 연말까지는 정리해야 한다”고 말해 왔다.

　그럼에도 이명박 대통령이 세 장관을 한꺼번에 당에 돌려보내기로 한 것은 한나라당 홍준표 대표의 건의 등을 검토한 데 따른 것이라고 여권의 고위 관계자는 전했다. 홍 대표는 이달 초 이 대통령에게 정치인 장관과 현인택 통일부 장관 교체를 건의했다. <본지 8월 18일자 6면>

　이 대통령의 결심과 관련해 당 일각에서는 “한나라당 내 친이명박계에 다시 힘을 실어주기 위한 것”이라는 관측도 나온다. 친이계 핵심인 이들 3명이 한꺼번에 복귀하면 4·27 재·보선 참패 이후 분열돼 있는 친이계 결속의 중심이 될 수 있기 때문이다. 임태희 실장은 이들 장관의 후속 인선과 관련해 “이 대통령이 해외순방(21~26일)에서 돌아온 후 인선할 수 있도록 준비 중”이라고 말했다. 후임 문화부 장관으론 박범훈 청와대 교육문화수석, 고흥길 한나라당 의원, 복지부 장관으론 진영곤 고용복지수석, 노연홍 식품의약품안전청장 등이 거론된다. 특임장관 후보로 권철현 전 주일본대사 등이 거론되나 “당분간 비워둘 가능성이 더 크다”는 얘기도 있다.

　3선 의원 출신인 임 실장은 자신의 거취에 대해선 “나는 이제 (정치인이 아닌) 공무원”이라면서 당 복귀 가능성을 일축했다.
