Paju fumes after Ewha nixes satellite campus

After Ewha Womans University scrapped its plans to build a satellite campus in Paju, Gyeonggi, angry local officials and residents are demanding the university pay compensation and return about 12.7 billion won ($11.8 million) the city spent on preparation work for the project.

About 2,800 Paju residents are scheduled to take turns individually protesting the university’s decision in front of Ewha’s main gate in Seoul starting today, after the university requested police block any large rallies near its campus in Seoul.

Some participants shaved their heads yesterday at Sinchon Train Station, located near the university, in protest of the university’s cancellation of the satellite campus.

The Paju City Government told reporters on Monday that it would file a lawsuit this week seeking compensation from the university.

The elite women’s university notified Paju on Friday in a letter that it had decided against building a branch in the rural area north of Seoul, explaining that the price of the planned construction site had skyrocketed since the project was initiated five years ago.

In October 2006, the university, the Paju City Government and the Gyeonggi Provincial Government signed a memorandum of understanding to build the satellite campus on 289,000 square meters (70 acres) of land in the area, consisting of state-owned land and 219,000 square meters of a former U.S. military base called Camp Edwards, which is now owned by the Ministry of National Defense.

The university explained that in 2006 the military site was officially listed for 29.2 billion won but that in 2010 the parcel had been appraised at 65.2 billion won by the university before being appraised at 175 billion won by the Defense Ministry.

“It is actually impossible to narrow the price gap between us and the ministry,” the university’s letter said. “So we concluded that it would be difficult to continue the project only with the local government’s will and without the landowner’s will.”

Song Yo-seong, a Paju City Government official, said yesterday: “Even though the ministry set a high price on the land, the university has a legal right to renegotiate with the ministry. However, the university didn’t make any effort to do so.”

Angered by the university’s independent decision, the city government sent a letter yesterday in reply to the university’s foundation, demanding that it be reimbursed for the project’s initial costs and that it be additionally compensated.

“As you decided to abandon the deal first, we demand the return of 12.7 billion won by Sept. 15,” the city’s reply read.

The city and provincial governments said that they had invested in various preparations for the planned campus, including 11.2 billion won to purify soil contaminated by military activity on the former U.S. military base, 240 million won to purchase clean soil, 127 million won to hold a concert celebrating the campus project, and 120 million won to investigate the feasibility of building a nearby train station for students living in Seoul.

이화여대가 파주캠퍼스 추진 사업 백지화를 선언한 후 경기도 파주시와 지역주민 등이 반발하며 대립이 격화하고 있다. 경기도와 파주시, 이대는 2006년 10월 캠퍼스 유치를 위한 양해각서(MOU)를 체결하고 반환 미군기지인 캠프 에드워드 21만9000㎡와 인접 국유지 7만㎡ 등 28만9000㎡에 캠퍼스 건립 사업을 추진해 왔지만 5년 만인 지난 19일 백지화됐다.

이대가 사업을 포기한 결정적 이유는 땅값 때문이다. 이대는 2006년 파주캠퍼스 조성 사업에 나설 당시 월롱면 영태리 캠프 에드워드 부지를 292억원(3.3㎡당 44만원)에 사들일 수 있을 것으로 보고 사업을 추진했다고 밝혔다.

하지만 2010년 땅값에 대한 감정평가액이 크게 차이가 나면서 갈등이 본격화했다. 이대가 주도한 감정 평가 결과 땅값은 652억원으로 평가됐다. 반면에 국방부가 주도한 감정평가액은 이보다 많은 1750억원으로 나타났다.

이대 관계자는 “캠프 에드워드 감정가액에 대해 국방부와 입장 차이를 좁히는 것이 사실상 불가능한 상황에서 토지 소유자가 아닌 지방자치단체의 의지만을 근거로 사업을 계속 추진하는 것은 어렵다”고 말했다.

파주시와 경기도, 지역주민 등은 수긍할 수 없는 일방적 주장이라며 강경 대응에 나섰다.

파주시 관계자는 “국방부가 다시 감정평가를 해 땅값을 1114억원으로 636억원이나 낮췄고, 이대가 제시한 652억원과 차이가 나는 금액도 경기도와 파주시가 보전해주겠다고 약속했기 때문에 이대 측의 주장은 터무니없다”고 말했다. 이대 측은 차액 보전 제안이 비공식적이어서 거부했다고 설명했다.

파주시는 이번 주 중 이대를 상대로 손해배상청구 소송을 내기로 했다. 22일엔 학교법인 이화학당 이사장 앞으로 공문을 보내 캠프 에드워드 토양 정화 등을 위해 그동안 지원한 국·도·시비 127억7000만원을 9월 15일까지 반납해줄 것을 요구했다.

이에 대해 이대 측은 “토양 정화 등을 위해 파주시가 쓴 비용은 이대를 위한 게 아니라 파주 지역을 위한 것”이라면서 “이 비용을 내라고 하는 건 타당성이 없는 주장”이라고 말했다.
