Libya’s rebel government recognized

Seoul officially recognized the rebel forces that have brought Muammar el-Qaddafi’s four-decade rule to the brink of collapse, ending the Korean government’s cautious approach to the Libyan conflict.

“Our government confirms that the National Transitional Council is the legitimate governing body that represents the Libyan people,” Ministry of Foreign Affairs and Trade spokesman Cho Byung-jae said in a statement released Tuesday, referring to the representative body of anti-Qaddafi forces.

Over the past several weeks, Seoul had supported the rebels in Libya indirectly through international organizations, a fact it did not publicly disclose until recently for fear of retaliation from the Qaddafi regime.

Before the uprising began in February, 21 Korean companies had construction contracts in the country worth $10.5 billion, the ministry said.

The ministry said it plans to provide $1 million in humanitarian assistance to the National Transitional Council, adding that aid from the private sector would follow. To discuss details of the assistance, it said it would send diplomats from the Korean Embassy in nearby Tunisia to Benghazi.

“We will be actively involved in the international campaign to assist the reconstruction of Libya,” the statement read.

정부, 리비아 반군 과도기구 공식 지지


국제기구 통한 '간접지지'서 '직접지지'로 선회


정부가 카다피 정권을 사실상 축출한 반군 대표기구인 리비아 과도국가위원회(TNC)를 공식 지지하고 나섰다.

정부는 23일 조병제 외교통상부 대변인 명의의 성명에서 "리비아 과도국가위원회(TNC)가 리비아 국민을 대표하는 정통성을 가진 통치기구임을 확인한다"고 밝혔다.

이는 정부가 반군 세력에 대해 국제기구를 통한 간접 지지에서 양자 차원의 직접 지지로 공식 선회했음을 뜻한다.

정부 당국자는 "TNC를 카다피 정권을 대체할 정치적 실체로 정식 인정했다는 의미를 갖는다"고 말했다.

정부는 특히 성명에서 "TNC에 대해 100만 달러 상당의 인도적 지원과 더불어 민간 차원에서도 지원을 제공할 예정"이라며 적극적으로 반군 세력을 포용하는 자세를 취했다.

정부의 이 같은 반군 공식 지지는 미국과 영국 등 서방 선진국들에 비해서는 늦은 것이지만 일본 등 동아시아 국가들에 비해서는 빠른 편이라고 외교소식통들은 평가했다.

이는 리비아 내 정치상황 변화와 국제사회의 동향을 충분히 봐가며 신중하게 반군 지지표명 시점을 선택한 것으로 분석된다.

여기에는 국내 기업들이 기존 카다피 체제하에서 사업계약을 체결ㆍ이행해왔다는 점에서 정권이양에 따른 정부의 입장표명에 최대한 신중을 기하는 것이 바람직하다는 판단이 작용한 것으로 보인다.

이런 상황 속에서 정부는 리비아 반군을 상대로 한 외교교섭에 박차를 가할 방침이다.

정부는 TNC에 대한 민관 합동의 직접 지원을 추진하는 것은 물론 오는 9월께 미국 뉴욕에서 유엔 총회를 계기로 열릴 예정인 제5차 LCG(리비아 콘택트 그룹) 회의에도 참석해 TNC 추가 지원을 논의할 방침이다.

정부는 또 필요할 경우 정부 고위급 인사를 파견해 TNC 측과의 직접 교섭을 추진할 예정이다.
