Time for the nation to wake up



It is shocking that an underground spy ring - code-named Wangjaesan - has engaged in espionage for the past 18 years after receiving a directive from North Korean leader Kim Il Sung in a meeting in Pyongyang in August 1993.

Members of the group even received medals of honor from the North as a token of appreciation for their service. We are dumbfounded at the grim reality that a group of resident espionage agents, including an official who handled government secrets, could work as North Korean spies on a mission to foment a socialist revolution in the South for nearly two decades. Among them are people who were officially acknowledged as democratic movement leaders. The spy ring’s membership also includes a secretary of Assembly speaker Lim Chae-jung who served during the Roh Moo-hyun administration.

The prosecution arrested five members of the spy ring yesterday on charges of espionage, obtaining illicit infiltration and organizing and joining an antistate association.

The ringleader of the group, who was an avid follower of the North’s Juche (self-reliance) ideology, had reportedly pledged allegiance to the Workers’ Party and Kim Jong-il after vowing to struggle for revolution. He attracted several members to the spy ring after receiving a secret order from the Workers’ Party’s foreign liaison department in 2001. The agents collected data on our government’s political and military activities as well as the trends of dissident groups.

Wangjaesan attempted to infiltrate the political arena, with the Assembly speaker’s secretary playing a central role. The authorities in charge of public security regard the group’s activities as evidence that Pyongyang seeks to win over key figures to form its unification front in the upper echelon of our society. It feels similar to the German case - in which East Germany implanted over 30,000 resident agents in West Germany to curry favor with politicians, bureaucrats and college students.

The spy ring may be the tip of the iceberg. These days it is not easy to tell the difference between liberals and pro-North groups and between pro-North groups and followers of the North. The North followers who are disguised as liberals are shaking our values and order, as seen by the fact that Wangjaesan took the lead in staging candlelight rallies aimed at abolition of the National Security Law, as well as frequent demonstrations to tear down the statue of General MacArthur. In a divided land, spies are unavoidable. It’s time for the entire nation to wake up.

북한 훈장 받은 간첩이 민주화운동가라니…

남한 지하당 ‘왕재산’의 총책이 1993년 8월 당시 생존해있던 김일성을 직접 만나 ‘접견교시(接見敎示)’를 받고 18년 동안 간첩으로 활동한 사실은 충격이다. 왕재산 조직원 중에는 노무현 정권 당시 국회의장 비서관도 포함됐다. 이들은 공로를 인정받아 북한 훈장도 받았다. ‘남조선 혁명’을 꾀한 고정간첩이 20년 가까이 활개를 쳤고, 국가 기밀을 다루는 국회의장의 비서관이 간첩이라니 기가 막힌다. 민주화운동 관련자로 인정 받은 간첩도 있다니 무슨 말을 더 하겠는가.

검찰은 어제 왕재산 간첩단 5명을 국가보안법상 반국가단체 구성·가입, 간첩, 특수잠입 혐의로 구속기소했다. 80년대 주사파로 활동한 총책은 ‘조선노동당과 김정일에 대한 무한한 충성과 죽음을 불사한 혁명 투쟁’을 다짐하는 충성맹세를 했다고 한다. 그는 2001년 북한 노동당 225국(대외연락부)의 지령을 받고 조직원을 규합해 왕재산을 구축했다. 이를 통해 서울·인천 지역을 무대로 활동하면서 정치·군사 자료, 운동권 단체 내부 동향을 수집한 것으로 파악됐다.

특히 조직원들은 국회의장 비서관을 중심으로 정치권 침투를 시도했고, 예비역 장성과 장교를 포섭 대상에 넣었다는 수사 내용은 주목을 끈다. 우리 사회의 주요 인사에게 손을 뻗치기 위해 ‘상층 통일전선’을 펴고 있는 북한의 전략을 보여주는 방증이라고 공안당국은 해석한다. 독일 통일 전까지 동독은 서독에 3만여 명의 고정간첩을 심어놓고 정치인과 관료, 대학생까지 포섭(包攝)한 역사가 남의 얘기가 아니다.

왕재산은 빙산의 일각에 불과할 수 있다. 요즘은 진보·친북(親北)·종북(從北) 세력이 마구 뒤섞여 있어 구분하기가 쉽지 않다. 진보라는 이름으로 분칠한 종북세력들이 사회 가치관과 질서를 뒤흔드는 세상이다. 왕재산 간첩이 “국보법 폐지 촛불집회와 맥아더 동상 철거 등을 주도했다”고 북한에 보고했다는 점은 실상을 짐작케 한다. 지금도 곳곳에서 사실상의 간첩이 암약 중이라는 가설을 통째로 부정할 수 없다. 분단 상황에서 간첩은 엄연한 현실이다. 낡은 레코드판 튼다며 매도하는 그릇된 사회 인식부터 바꿔야 한다.
