New details on North’s spying ring disclosed

Prosecutors disclosed more details about an investigation into a North Korean spy ring that has led to the arrest of a former aide to a former National Assembly speaker of the Democratic Party.

The espionage probe has involved dozens of politicians, scholars and labor activists, and opposition political parties have criticized it as a smear campaign ahead of next year’s legislative and presidential elections. Prosecutors released the details to blunt those criticisms.

For the first time, prosecutors named the alleged spy ringleader, Kim Duk-yong, a 48-year-old IT company president in the South.

According to the Seoul District Prosecutors’ Office, Kim was brought to meet North Korean founder Kim Il Sung in August 1993 by Bureau 225 of the North Korean Workers’ Party, which conducts espionage operations against the South.

Kim Il Sung gave him direct orders, one of which was to “found a leading group for the revolutionizing of South Korea,” prosecutors said.

The businessman was a member of “Jusapa,” a group of South Koreans that supported Kim Il Sung’s juche (self-reliance) ideology from the mid-1980s.

Paperwork obtained by the investigators has shown that the businessman was given the code name Gwandokbong (a fictional mountain peak) after meeting Kim Il Sung.

After returning to the South, Kim started reconnaissance operations with two acquaintances, Lim Sun-taek and Lee Sang-gwan, and named them regional directors for Incheon and Seoul, where the group’s activities were mainly focused, prosecutors said. Lee had been a former aide to former National Assembly Speaker Lim Chae-jung of the Democratic Party. The prosecutors said Lim is not involved.

In 1993, a company was formed as a front for the spying activities.

Two others allegedly joined the group, Lee Jae-sung and Yu Dae-sung, prosecutors said.

In March 2001, the group founded an underground party called Mount Wangjae along with a startup company, Korea Contents Lab, prosecutors said. In 2002, a business called Jiwonnet was allegedly started to fund the party, which brought in as much as 2.2 billion won ($2 million) in 2009, prosecutors said. In August 2005, four men in the group were given medals by North Korea for their efforts.

‘왕재산’ 총책 김덕용, 1993년 김일성 만나 지령 받았다

검찰, 북한 225국 연계 간첩단 5명 구속기소, 5명 수사 중

반국가단체 혐의로 수사를 받아온 일명 ‘왕재산’의 핵심 인물 김덕용(48)씨가 1993년 김일성 당시 북한 주석을 직접 만나 간첩활동에 대한 지시를 받았다는 검찰과 국가정보원의 조사 결과가 나왔다.

서울중앙지검 공안1부는 김씨와 왕재산 서울지역책 이상관(48)씨, 인천지역책 임모(46)씨, 연락책 이모(43)씨, 선전책 유모(46)씨 등 5명을 국가보안법상 반국가단체 구성·가입 등 혐의로 25일 구속 기소했다. 김씨는 북한 내각 산하 225국과 연계된 반국가단체를 조직하고 20년 가까이 간첩활동을 한 혐의를 받고 있다. 검찰과 국정원이 반국가단체를 적발한 것은 99년 ‘주사파 대부’ 김영환(49)씨 등이 연루된 지하당 사건인 민족민주혁명당(민혁당) 사건 이후 12년 만에 처음이다.

검찰에 따르면 대학(중앙대 81학번) 시절 주사파였던 김덕용씨는 93년 8월 26일 김일성을 만나 “남조선 혁명을 위한 지역 지도부를 구축하라”는 내용의 ‘접견교시’를 받았다. 김씨는 ‘관덕봉’이라는 대호명(對號名·보안 유지를 위해 이름 대신 사용하는 명칭)을 부여받은 뒤 임씨와 서울지역책 이씨 등을 포섭했다고 검찰은 말했다. 임씨는 김씨의 초·중학교 후배로 대학 시절 대표적 주사파 조직이었던 반미구국학생동맹에서 활동했던 인물이고, 이씨는 김씨의 대학 동창이었다. 이들은 자금 조달을 위해 만든 IT업체 지원넷의 임직원으로 활동하면서 간첩활동을 했다고 검찰은 설명했다.

2001년 3월에는 왕재산 조직이 정식으로 구축됐고, 정치권 동향과 미군기지 및 주요 군사시설 등의 위성사진, 미군 야전교범 등의 수집·제공 등 본격적인 활동이 이뤄졌다. 서울지역책 이씨는 임채정 전 국회의장의 비서관 등으로 활동하면서 정치권 정보를 수집해 북한에 전달했다는 게 검찰의 설명이다. 225국의 지령문 중에는 ‘민노당을 중심으로 진보대통합 정당을 구성하라’는 내용도 있었다고 한다. 다음은 이진한 공안1부장과의 일문일답.

-이씨가 수집한 자료가 유출되면 위험한 것인가.

“유력 정치인들의 활동 동향이나 이들의 성향 분석 등 고급정보였다.”

-왕재산이 포섭하려 했던 구청장 등에 대해 구체적으로 행동한 것이 있나? 국회의원은 없나?

“수사 대상이기 때문에 구체적으로 말할 수는 없지만 (왕재산이) 접촉한 사실은 있다. 국회의원은 없다.”

김씨는 “김정일 동지와 당 중앙위를 목숨으로 사수하며, 혁명 승리를 위한 총폭탄이 되겠다” “(연평도 사태 이후) 적들의 반공화국 책동은 공화국의 막강한 혁명무력 앞에 무산됐다”는 등 내용의 충성맹세문 25건을 작성하기도 했다. 2005년에는 매화 문양이 담긴 매화석을 정성품(김일성 부자에게 바치는 선물)으로 전달했고, 그 덕택에 김씨와 임씨, 두 이씨는 그해 북한 노력훈장과 국기훈장을 받았다. 김씨 등은 중국·일본·말레이시아 등지에서 총 34회에 걸쳐 225국 공작원들과 회동했으며 인터넷으로도 북한과 교신했다.

북한 지령은 지난해 말부터 과격해지기 시작했다. 북한은 “2014년까지 인천지역 저유소, 보병사단 등의 폭파 준비를 완료하고, 좌파 청년학생단체를 육성해 공산혁명을 위한 시민군과 같은 무장대를 결성할 수 있도록 준비하라”고 지시했고, 왕재산은 “유사시 200여 명을 동원할 수 있다”고 보고했다. 한편 군 기무사령부 관계자는 이날 “왕재산이 예비역 장성과 장교, 군 장병 등을 포섭해 군사기밀을 수집하려 했다는 정황을 포착해 수사 중”이라고 말했다.

◆왕재산=함경북도 온성에 위치한 산으로, 북한은 김일성이 1933년 이곳에서 항일 무장투쟁을 주제로 연설했다고 주장하고 있다. 북한은 70년대 혁명 전적지로 지정해 김일성 우상화에 활용하고 있다.
