In a dramatic fall from the upper echelons of Korean politics, Seoul Mayor Oh Se-hoon announced his resignation yesterday, following through on his vow to quit if voters did not side with him on Wednesday’s failed free school lunch referendum and setting the stage for the city’s first mayoral by-election on Oct. 26 to replace him.

“Taking responsibility for the results of the referendum, I will step down from the mayoralty today to minimize political dispute over my position and a power vacuum in the government,” Oh said at a press conference yesterday.

The telegenic, once-rising star of the ruling Grand National Party, Oh, 50, staked his job on Wednesday’s referendum, which asked voters to reduce the scope of the city’s free school lunch program pushed through by the Democratic Party-controlled Seoul Metropolitan Council.

The referendum failed to garner the minimum one-third turnout, invalidating the vote.

“I’m really sorry for the nullified vote and failing to confirm the will of Seoul citizens about the direction of Korea’s welfare system,” Oh said.

Yet Oh, who was re-elected to a second term just last year, maintained a defiant tone in his press conference, warning the public that ever-expanding welfare programs would threaten the country’s future.

“I hope discussion of excessive welfare policies continues more vigorously and deeply,” he said, adding that the cost of such policies would be carried by ordinary citizens and the next generation.

The mayor’s resignation, effective immediately, means the city will have its first-ever mayoral by-election on Oct. 26 to choose his successor.

After submitting his resignation to the Seoul Metropolitan Council, the mayor attended a resignation ceremony at City Hall at 5 p.m. Starting Monday, First Vice Mayor Kwon Young-gyu will serve as acting mayor.

Asked if the mayor had informed President Lee Myung-bak, who arrived back in the country yesterday from Central Asia, Oh’s spokesman, Lee Jong-hyun, said that their office did not have a chance to speak with the president.

“With the Grand National Party, we reached a sufficient compromise,” said the spokesman.

Oh’s resignation, however, infuriated GNP Chairman Hong Joon-pyo yesterday, who said the mayor had made a unilateral decision without consulting party leaders.

“Oh promised the party that if he faced losing his post, he would step down in early October after arranging city affairs,” Hong said.

The timing of Oh’s resignation had been closely watched by the ruling and opposition parties. Had Oh waited until Sept. 30 to resign, the mayor’s office would have been filled in next year’s general elections instead of a by-election on Oct. 26, which many believe will advantage liberals in light of the GNP’s current unpopularity.

“What is disappointing is that he placed his dignity before the party interest,” Hong said. “Last night, he came to my house at around 10 p.m., but I kicked him out, saying ‘I will never see you.’?”

Three Democrats have announced their candidacies so far to replace Oh: Chun Jung-bae, former DP floor leader; Choo Mi-ae, former chair of the Environment and Labor Committee of the National Assembly; and Kim Han-gill, former floor leader of the Uri Party. Han Myeong-sook, former mayoral candidate who lost to Oh in 2010, is also considered a possible candidate. No GNP candidates have yet to step forward.

권력투쟁 시계 6개월 빨라졌다

대한민국 흔든 오세훈 사퇴 정국

오 시장은 오전 11시 시울시청에서 기자회견을 열어 “저의 거취로 인한 정치권의 논란과 행정공백을 최소화하기 위해 즉각적인 사퇴로 책임을 다하겠다”며 시장직을 내놓았다.

　그가 주민투표 발의와 시장직 사퇴로 조성한 ‘오세훈 정국’은 여러 가지 정치적 파장을 낳고 있다. 서울시장 보궐선거가 10월 26일 실시됨에 따라 여야는 다시 한번 총력 대결을 하게 됐다. 내년 4월 총선에서 시작해 같은 해 12월 대선으로 마무리될 여야의 권력투쟁이 6개월 앞당겨진 셈이다.

　이명박 정부의 국정 스케줄도 전면 조정이 불가피해졌다. 이 대통령이 심혈을 기울이고 있는 한·미 자유무역협정(FTA) 비준과 국방개혁안 등 주요 현안에 대한 국회 처리가 난망해졌다. 여야의 입장이 첨예하게 엇갈린 이들 현안은 주민투표 정국에서 그냥 방치되다시피 했다. 8월 국회는 두 문제를 놓고 갈등만 했다. 정기국회가 다음 달 1일부터 열리지만 10·26 서울시장 보궐선거에 모든 에너지를 투입할 여야 정당이 FTA 비준안 처리와 국방개혁에 관심을 두기도 쉽지 않다.

이 대통령이 국정 운영의 앞 순위에 두고 있는 이 두 가지 문제가 표류할 경우 대통령 레임덕(권력누수)은 촉진될 수밖에 없다. 서울시장 보궐선거에서 한나라당이 패배할 경우 이 대통령이 받을 타격은 더욱 크다. 여권의 고위 관계자는 “ 국정 현안들이 국회에서 처리되지 않는 데다 서울시장직마저 야당에 내준다면 야당의 기세가 등등해지는 만큼 이 대통령의 힘은 빠질 것”이라고 말했다.

　이번 선거에서 정면 대결할 수밖에 없는 여야는 총력전을 펼칠 걸로 보인다. 수도 서울에서 실시되는 가장 큰 보선 결과가 내년 총선과 대선 지형에 상당한 영향을 미칠 것이기 때문이다. 한나라당은 이종구 서울시당위원장을 위원장으로 하는 선대본부를 이번 주말까지 구성키로 했고, 민주당은 다음 주 중 선거기획단을 발족키로 했다. 여야는 9월 말께 경선 등을 통해 후보를 고른 다음 10월부턴 모든 당력(黨力)을 동원해 선거운동을 할 걸로 보인다.

　관심사 중 하나는 한나라당 박근혜 전 대표가 선거 지원을 할 것이냐다. 그간 재·보선 때마다 “선거는 당 지도부 중심으로 치르는 게 원칙”이라며 개입하지 않았던 박 전 대표가 이번에는 나서야 한다는 게 여권 내부의 지배적인 여론이다. 소장파인 김성태 의원은 26일 라디오 인터뷰에서 “10월 선거에선 박 전 대표가 어떤 경우에도 적극적으로 나서야 한다”고 주장했다.

하지만 박 전 대표 측은 신중한 태도를 보이고 있다. 박 전 대표가 무상급식 주민투표에 처음부터 거리를 둬왔기 때문에 ‘오세훈 정국’에서 비롯된 보궐선거에 박 전 대표가 관여하긴 어렵다는 말들이 친박계에서 나오고 있다. 박 전 대표의 대변인 격인 이정현 의원은 선거 지원 여부와 관련해 ‘노코멘트’로 일관하며 말을 아꼈다.

◆국방개혁안=이명박 정부가 2015년 전시작전권 환수에 대비해 올해 3월 마련한 군 상부지휘구조 개편안. 합참의장에게 일부 군정권(軍政權·인사행정권)을 부여하고, 군정권만 있던 각군 참모총장에게 군령권(軍令權·작전지휘권)도 부여하도록 했다.
