Kumgang decision will backfire

As a matter of fact,/ 사실/ the North has been pressing the South to resume the tourism business/ 북한은 금강산 관광 사업을 재개하도록 남한을 압박해 왔다/ without sufficient explanation for the tragic death of a South Korean tourist/ 한국 관광객의 비극적인 죽음에 대한 충분한 설명도 없이/ and without a promise to prevent the repetition of such a mishap in the future./ 그리고 앞으로 그러한 사고의 재발 방지에 대한 약속도 없이/ Especially since March,/ 특히 3월부터/ the North has taken incremental steps to build pressure against the South,/ 북한은 한국을 압박하기 위해 점진적인 조치를 취해왔다/ including an investigation of our properties, a phased deportation of South Korean managers, a partial freeze and seizure of our assets, a revocation of Hyundai Asan’s exclusive rights to the tourism business and the enactment of a law designating the area as a special international tourism zone./ 한국 재산에 대한 조사, 한국 관리자에 대한 단계적인 추방, 한국 재산의 부분적인 동결 및 몰수, 관광 사업에 대한 현대아산의 독점권 효력 취소, 금강산 국제 관광 특구법 제정 등을 포함한/
The measures are clearly meant to build legal grounds for the confiscation./ 그러한 조치는 분명히 몰수를 위한 법적 명분을 쌓기 위한 것이다./ Given that North Korean leader Kim Jong-il has reportedly ordered the transformation of the complex into a special tourism zone/ 보도에 따르면 북한 김정일 위원장이 금강산 관광단지를 특별 관광지로 전환할 것을 명령했다는 것을 고려하면/ aimed at wealthy foreigners,/ 외국 부호들을 대상으로 한/ it is highly likely that the North prepared for the ultimate scenario/ 북한이 궁극적인 시나리오를 준비한 것이 분명해 보인다/ - making money from foreigners through South Korean investments/ 한국이 투자한 것을 통하여 외국인들을 대상으로 돈을 벌기 위한/- from the beginning./ 처음부터/
But such a cunning calculation will surely backfire./ 그러한 교활한 계산은 분명히 역효과를 가져올 것이다/ There will be very few, if any, foreigners/ 있다 해도 외국인은 거의 없을 것이다/ who would be willing to tour the resort/ 금강산을 관광하고자 하는/ knowing that a South Korean tourist was shot dead by a North Korean security guard there./ 그곳에서 북한 경비병에 의해 한국 관광객이 총에 맞아 사망한 것으로 알고 있는/
The North should end its preposterous attempt to swallow up South Korea’s assets/ 북한은 한국의 재산을 집어삼키고자 하는 말도 안 되는 시도를 중단해야 한다/ and immediately resume the Kumgang tourism./ 그리고 금강산 관광을 즉시 재개해야 한다/ It must not aggravate the situation/ 상황을 악화시켜서는 안 된다/ because the only tourists it can possibly hope to attract is us - South Koreans./ 왜냐하면 북한이 끌어들일 수 있는 유일한 관광객은 우리 한국인들뿐이기 때문이다/
