New rating system for under-12 set announced

Following a recent controversy that saw Korean pop songs with “harmful” lyrics mentioning alcohol and tobacco banned for listeners under 19, the Ministry of Gender Equality and Family announced yesterday that it will establish a new rating system for music.

According to the ministry, the new rating system adds a new category for children under 12 on top of the current categories of under-19 and over-19.

Since its establishment in 2006, the ministry’s Juvenile Protection Committee has released lists of songs deemed “harmful” for teenagers. It also oversees the country’s music rating system.

But the rating system has faced criticism from record companies and listeners for using age categories that were too broad, leading the ministry to adopt the new system.

The ministry said it will advise record companies to self regulate by adding a “restricted for under 12” label on albums and singles with explicit lyrics that either encourage or glamorize drinking or smoking.

The Gender Equality and Family Ministry also said that the Juvenile Protection Committee will be made a private organization so its decisions can be independent of the ministry.

“I feel regret about the recent controversy over the music rating system,” said Kim Tae-seok, the ministry’s vice-minister. “We will actively gather public opinion and make an effort to effectively protect young people.”

The ministry also said it is planning to revise the current Juvenile Protection Law to create different restrictions for songs deemed “harmful” under the new rating system.

술·담배 노골적 권유 때만 ‘19금’

음반 심의 기준 ‘12금’ 신설

노랫말 가사의 술·담배 관련 내용이 청소년에 유해한지를 판단하는 기준이 완화된다. 19세를 기준으로 규제하는 판정 기준을 세분화해 ‘12세 미만 이용 제한’ 등급이 신설된다. ‘12금(禁)’ 등급은 ‘청소년 유해음반’에는 해당되지 않아 방송이나 판매에 제한을 받지 않는다. 업계가 자율적으로 등급을 구분해 판매를 자제하도록 유도한다는 것이다. 여성가족부는 29일 이 같은 내용을 담은 청소년 유해음반 심의제도 개선 방안을 발표했다. 노랫말에 술·담배라는 단어가 들어있는 음반을 청소년 유해물, 즉 ‘19금(禁)’으로 판정하는 기준이 자의적이라는 비난 여론이 거세자(본지 8월 24일자 22면) 서둘러 개선안을 내놓은 것이다.

　우선 술·담배를 직접적 또는 노골적으로 조장(권장)하거나 미화하는 경우에 한정해 19금으로 규제하기로 했다. 술이나 담배 관련 은유적인 표현은 규제하지 않는다. 여성부는 학부모나 전문가의 의견을 듣고 다음 달 중 시행세칙을 만들어 10월 중 시행할 예정이다. 이 기준이 적용되면 록밴드 보드카랜드의 ‘심야식당’은 유해 대상에서 빠질 가능성이 크다. 이 곡은 ‘내게 간절한 것은 얼음보다 차가운 한 모금의 맥주’라는 노랫말 때문에 유해 판정을 받았다. 반면 아이돌그룹 2PM의 ‘핸즈업(Hands Up)’ 같은 노래는 19금 판정을 받게 된다. 이 노래의 가사 ‘술 한잔을 다 같이 들이킬게’라는 부분이 직접적으로 술을 권한다고 보는 것이다.

　여성부는 장기적으로 청소년 유해음반 심의·결정 기능을 민간에 넘기기로 했다. 영상물등급위원회나 게임물등급위원회 같은 조직을 만들어 여기에 맡길 예정이다. 법을 바꿔 내년에 도입한다.
