Wife of embattled superintendent questioned

The wife of the embattled superintendent of the Seoul Metropolitan Office of Education, Kwak No-hyun, was questioned by prosecutors yesterday over allegations that she withdrew the money used to bribe Kwak’s election rival to bow out of the race.

Kwak, 57, was found to have paid 200 million won ($187,599) to Park Myong-gee, a former rival in last year’s superintendent race, to withdraw his candidacy. Kwak has argued that the money was simply a “good will” gesture to alleviate Park’s debts.

Prosecutors chasing the source of the money found that 30 million won of the money was withdrawn from a bank account belonging to Kwak’s wife on Feb. 22 when Kwak’s best friend, Kang Kyung-seon, gave 50 million won to Park.

Two other Kwak aides allegedly involved in negotiations with Park will also be questioned, prosecutors said. They are suspected of giving under-the-table bribes to Park.

After questioning Kwak’s wife, prosecutors said they would summon Kwak for questioning within the week.

Amid mounting pressure to resign, Kwak is to hold a monthly meeting today with all education officials present. Speculation has risen that Kwak could announce at the meeting whether he will resign.

An official surnamed Kim who worked for Kwak’s 2010 campaign told the JoongAng Ilbo yesterday that Kwak had promised Park that he would support him in the next superintendent election if Park bowed out.

At a May 2010 lunch meeting with Kwak, Kim, Park and Park’s aide, the aide said that Park demanded compensation in return for his exit.

However, Kwak said: “We can’t compensate you with money, but I will support you in other ways, such as paying your campaign office rent or vehicles.”

According to Kim, Kwak told Park: “If you help me this time, I will work [as superintendent] for only four years. I will help you win the next superintendent race and next year’s election for president of Seoul National University of Education as well.”

But Park refused the offer and asked Kwak to appoint him as head of a committee on education development in Seoul, which has the authority to decide overall education policies. Kwak nominated him as an adviser to the committee in June.

서울시교육감 후보단일화 뒷돈거래 의혹을 수사 중인 서울중앙지검 공안1부(이진한 부장검사)는 31일 곽노현 교육감의 부인 정모씨와 정씨의 언니 등 곽 교육감 측 인사 3명을 참고인 자격으로 불러 밤늦게까지 조사했다.

정씨 등은 31일 오후 2~3시 차례로 검찰청사에 도착했으며 이날 자정을 넘겨 10시간 이상 조사를 받았다.

검찰은 정씨를 상대로 2월22일 자신의 계좌에서 3천만원을 인출해 박명기(구속) 서울교대 교수 측에 전달한 경위를 집중적으로 캐물은 것으로 전해졌다.

곽 교육감은 올 2~4월 총 6차례에 걸쳐 2억원을 측근인 강경선 한국방송통신대 교수를 통해 박 교수의 동생 등을 거쳐 박 교수에게 전달했다.

곽 교육감이 박 교수에게 건넨 2억원 가운데 3천만원은 정씨의 계좌에서 인출됐으며 나머지 1억7천만원 중 일부는 정씨의 언니와 관련된 것으로 알려졌다.

곽 교육감 측 관계자는 "정씨 등이 박 교수에게 준 돈은 개인적으로 마련한 것으로 문제될 것이 없다는 전혀 없다는 취지의 진술을 한 것으로 안다"고 밝혔다.

소환자 중 나머지 한 명은 지난해 서울시교육감 선거 당시 진보진영 후보 단일화 과정에 관여한 인사인 것으로 알려졌다.

검찰 관계자는 "조사 내용은 일체 확인할 수 없다. 조사 시간이 길어진 것은 정씨 등이 진술서를 매우 꼼꼼하게 열람한 때문"이라고 전했다.

검찰은 이들에 대한 조사와 계좌 추적 결과에 따라 곽 교육감 측 인사를 추가로 부를지 결정할 방침이다. 또 필요하면 검찰에 체포됐다 풀려난 박 교수의 동생도 재소환해 조사할 계획이다.

검찰 관계자는 "현재 절차에 따라 신속하고 정확하게 수사하려고 노력하고 있다"며 "관련자에 대한 조사도 계속 이어갈 것"이라고 말했다.

검찰은 곽 교육감 주변 인물에 대한 조사가 마무리되면 이르면 이번 주말께 곽 교육감을 소환할 방침인 것으로 알려졌다.

한편 검찰은 박 교수 측에 돈을 전달한 혐의(공직선거법 위반)로 지난 29일 체포영장을 발부받아 집행했던 강경선 교수를 31일 오후까지 조사한 뒤 석방했다.
