‘Sheriffs’ and CCTV to combat subway groping

The city will set up a total of 7,256 CCTV cameras in subway cars by 2013, with two in each car. The government will conduct a trial run on subway lines Nos. 2 and 7 through the end of this year.
The two lines were selected for the pilot program as they are the most crowded, triggering more incidents of sexual assault, usually groping.
In addition to CCTV cameras, the city hired 75 people to be subway sheriffs in August. The sheriffs will be in black uniform and ride subways to monitor for crimes, particularly sexual assaults and harassment. The city said many of the hired sheriffs have martial arts certificates or experience as local police officers or security guards.
The steps come after a recent string of physical, verbal and sexual assaults on subways that has shocked the public.
On June 16, two intoxicated university students hit a 21-year-old who was reading a book on the subway, breaking his nose. Nine days later, a mother of a baby hit an elderly woman in the face with a 1.5-liter plastic bottle after the elderly women touched her baby saying “She’s so cute.” The mother yelled, “Shut your mouth! Call the police! Just say yes when I tell you not to touch my baby.”
On July 13, a woman in her 20s screamed when she saw a guide dog for a blind man on the subway. The woman began insulting the man, despite pleas from other passengers, saying, “How you can bring such a big dog on a subway?” She demanded an apology from the blind man. She then moved to the next car and called the conductor, asking the subway train to be stopped. A video of the incident was uploaded onto the Internet, drawing harsh criticism against the woman from the public.
When it comes to sex assaults, the situation is grim. Statistics from the city show that the number of individuals arrested for sexual assault on subway cars surged to 1,192 in 2010 from 671 in 2009, a 160 percent increase.
From January through May this year, about half of the sexual assaults occurred on line No. 2 between Sindorim Station and Jamsil Station, and 66 percent of the total occurred during rush hour, from 8 a.m. to 10 a.m. or from 6 p.m. to 8 p.m.
The city said the 75 new sheriffs will be deployed starting next month on crime-ridden lines in two-shifts: from 7 a.m. to 4 p.m., and from 4 p.m. to 1 a.m. The number of sheriffs will be expanded to 171 by 2012.

다음 달부터 서울 지하철에서 성추행범을 잡는 지하철 보안관이 활동한다. 전동차에는 칸마다 폐쇄회로TV(CCTV)가 설치될 예정이다. 여성 전용칸의 도입은 사실상 무산됐다. 실효성이 없다는 지적에 따라서다.
서울시는 지하철 성범죄를 막기 위한 종합 안전대책을 1일 발표했다.
지하철 보안관은 삼단 봉과 디지털카메라를 휴대하고 성범죄를 단속한다. 카메라는 증거 확보용이다. 이들은 오전 7시부터 지하철 막차 운행이 끝날 때까지 근무한다. 성추행범이 기승을 부리는 출퇴근 시간에는 사복을 입고 암행 단속을 할 계획이다. 서울시는 다음 달 75명의 보안관을 우선 투입하고, 내년엔 75명을 추가 배치할 예정이다.
지금도 서울 지하철엔 지하철 경찰대가 상주하고 있지만 전체 인력이 104명에 불과해 성범죄 단속에 역부족이었다.
서울시는 이와 함께 지하철 전동차 칸마다 CCTV를 2대씩 설치하기로 했다. 성추행이 잦은 2호선에 우선 설치한 후 2013년까지 전 노선으로 확대할 계획이다. 사생활을 보호하기 위해 승객이 비상벨을 누를 때만 기관실 모니터에 CCTV가 잡은 화면이 뜨는 시스템을 사용할 예정이다. 화재가 났을 때도 화면이 뜬다. 지금은 지하철 역사와 승강장에만 CCTV가 설치돼 있다. 신용목 서울시 교통기획관은 “CCTV 설치만으로도 범죄예방 효과가 있고 증거 자료로도 쓸 수 있다”고 말했다. 시내버스에 CCTV를 설치하자 기사에 대한 폭행·폭언이 줄었다는 설명이다.
당초 이달부터 운영할 계획이었던 여성 전용칸은 이날 발표된 대책에서 빠졌다. 남성 전체를 잠재적 범죄자 취급을 한다는 반발이 컸고, 여성들도 효과가 없다고 생각하는 경우가 많기 때문이다.
