Prosecutors will question Kwak

Prosecutors yesterday issued a summons for Kwak No-hyun, superintendent of the Seoul Metropolitan Office of Education, to be questioned as a suspect on Monday over allegations that he bribed a campaign rival to bow out of the race.
Prosecutors raided Kwak’s home in Hwagok-dong, western Seoul, at 8 a.m. yesterday and confiscated his laptop. Kwak was home for 20 minutes while prosecutors did their search before going to the education office.
Kwak said on Sunday that while it was true he gave 200 million won ($188,448) to Park Myong-gee, a rival in last year’s superintendent race, he maintained that it was to help Park with debts. However, Park has said the money was in return for his exit. Park withdrew from the race on May 19.
Despite calls for his resignation, Kwak said on Thursday that he would not step down, apologizing to the education office for causing trouble.
The prosecutors’ questioning will focus on whether Kwak gave Park a high-ranking education position or money for his exit and on how Kwak raised the 200 million won, which he allegedly gave to Park in four installments from February to April. Prosecutors will determine whether to seek an arrest warrant for Kwak after the questioning
The homes of Kwak’s aide, surnamed Lee, and Park’s aide, surnamed Yang, were also raided by prosecutors yesterday over allegations that the two secretly negotiated to field a single liberal candidate in the race for the city’s education head.
Lee told Yonhap News Agency yesterday that he secretly met Yang on May 18, a day before Park gave up his candidacy, and “made an agreement to help Park” in exchange for his withdrawal. But Lee refused to say whether he promised Park’s aide that he would give Park money or a position in exchange for his exit.
Lee added that Kwak “hadn’t known about their secret agreement until October.”
But prosecutors said they would also summon the two aides to ask whether Lee promised to give money to Park and whether Kwak knew about the content of their discussion.

검찰은 앞서 이날 오전 8시10분부터 두 시간 동안 곽 교육감의 서울 강서구 화곡동 자택을 압수수색해 서류와 컴퓨터 하드디스크 등 노트북컴퓨터 가방 한 개 분량의 자료를 확보했다. 자택에 머물고 있던 곽 교육감은 20여 분 정도 압수수색 과정을 지켜보다 오전 8시40분쯤 집을 나와 시교육청으로 출근했다.
곽 교육감과 박명기(53·구속) 서울교대 교수 측의 후보 단일화 협상이 결렬된 직후인 지난해 5월 18일 금품 거래를 조건으로 단일화 이면합의를 맺은 것으로 알려진 곽 교육감 측 회계책임자 이보훈씨와 박 교수 측 선거대책본부장 양모씨의 자택도 함께 압수수색했다. 단일화 협상 과정에서 곽 교육감 측 대리인으로 나섰던 김모씨의 자택도 압수수색 대상에 포함됐다.
검찰은 이날 양씨를 소환해 이씨와 ‘돈을 받는 조건으로 박 교수가 후보직을 사퇴한다’는 내용의 이면합의를 맺었는지 등을 조사했다. 이씨와 김씨도 주말에 소환 조사될 예정이다. 이씨는 이날 언론 인터뷰에서 “당시 동서인 양씨에게 ‘박 교수를 돕겠다’고 약속한 것은 사실이지만 곽 교육감은 지난해 10월까지 이 같은 합의 사실을 몰랐다”고 주장했다.
◆피의자(被疑者)=검찰이나 경찰 등 수사기관이 범죄를 저지른 의심이 있다고 보고 수사를 하고 있는 사람을 말한다. 본격 수사를 개시하기 이전에는 ‘피내사자’, 검찰이 기소한 다음에는 ‘피고인’이라 부른다. 피의자는 피내사자와 피고인의 중간신분인 것이다. 참고인의 경우 범죄 혐의는 없지만 혐의 조사 과정에서 증언이나 의견 제시를 하는 사람을 가리킨다.
