130 rescued from burning Jeju ferry

The Yeosu Coast Guard rescues passengers and crew from a ferry that caught fire at its stern at around 12:40 a.m. yesterday while traveling from Busan to Jeju Island. [NEWSIS]


A major fire broke out on a passenger ferry traveling from Busan to Jeju yesterday after midnight, but quick action by the Coast Guard saved all 130 passengers and crew.

At around 12:40 a.m., flames erupted at the stern of the 4,166-ton Seolbong in waters off Yeosu, South Jeolla. The ship’s company, Dongyang Ferry, received calls from crew members and immediately alerted the local coast guard. After an hour, Yeosu Coast Guard rescue workers and sailors arrived with patrol ships, lifeboats and a 100-ton naval ship.

“If the rescue work was delayed by an hour, the accident could have been a massive disaster,” Lim Jae-cheol, leader of the rescue team, told local media yesterday. “As passengers maintained order, we were able to rescue them quickly.”

The cause of the fire is under investigation. Some passengers told the Coast Guard they saw a fire in the cargo hold on the ground floor. The cabins on the three-story ferry were all located on the top deck and the second floor, so passengers could escape the fire from the lower floor.

“When I arrived there, I saw flames and smoke coming out of the rear part of the ship and people were stranded on the front part,” said Lim.

Rescue workers started to spray water at the ship and tossed ropes to the passengers and crew. The 104 passengers and 26 crew members were first put on lifeboats and then transferred to the naval ship. Everyone was rescued by around 3:20 a.m.

Winds weren’t strong and waves were only about one meter (3.28 feet) high. About 20 people were slightly injured and sent to a nearby hospital.

The naval ship carrying the rescued passengers and crew arrived at Yeosu Port at 6:10 a.m. The fire on the ferry was extinguished at 2:10 p.m. yesterday and towed to the port afterward. The 114.5-meter ferry was the first luxury cruise ship built in 1998 by Daewoo Shipbuilding & Marine Engineering and traveled to Mount Kumgang from Sokcho, Gangwon, between 2001 and 2003. Since then, the ship has been sailing between Busan and Jeju Island. The ferry hadn’t experienced any accidents before.

해경·해군 완벽한 초동대처로 '대형참사' 막아

부산-제주 여객선 설봉호 화재..127명 '전원 구조'

6일 새벽 여수 백도 인근 해상에서 발생한 여객선 화재에서 127명 전원이 목숨을 구할 수 있었던 것은 해경과 해군의 신속한 초동대처에다 승객들의 침착함이 더해진 개가였다.

부산을 떠나 제주로 향하던 여객선 설봉호의 화재 발생 신고를 접한 여수해경이 경비함 등을 현장에 급파해 30분만에 도착한 시각은 이날 오전 1시 50분. 주변 바다는 칠흑같은 어둠에 갇혀 한치 앞을 분간할 수 없는 상황이었다.

단지 선미쪽이 화염에 휩싸인 설봉호의 모습만이 드넓은 바다에서 더욱 환하게 드러날 뿐이었다.

곧바로 작전에 돌입한 317함 등 10여척으로 구성된 여수해경 구조팀은 서치라이트로 주변 해상을 대낮같이 밝힌 뒤 4-5명이 탈 수 있는 소형 단정들을 내려 설봉호에 조심스럽게 접근시켰다.

또 나머지 경비함들은 화염에 휩싸인 설봉호 선미쪽으로 접근, 물대포 등을 쏘기 시작했다.

통영, 부산, 제주해경에서 급파된 함정과 해군에서 파견된 함정 등 나머지 10여척의 배도 일제히 소화작전에 합류했다.

20여척의 해경과 해군 함정이 여객선을 에워싼 현장은 어둠, 화염, 서치라이트, 물대포 등이 어우러진 그야말로 거대한 합동 군사작전을 방불케 했다.

그러는 사이 설봉호에서는 구명조끼를 착용한 승객 10여명을 한조로 태운 구명튜브가 연이어 해상에 내려졌다.

어둡고 파도마저 치는 상황에서 구명튜브에 탄 승객들이 단정에 옮겨타는 일은 쉬운 일이 아니었다.

그러나 해경대원들의 신속하고 능숙한 안내로 사고 발생 2시간여 만에 승객 102명과 승조원 25명 등 127명 전원이 317함에 옮겨타는데 성공했다.

일부 승객이 상처를 입기도 했으나 이는 단정과 함정 등으로 옮겨 타는 과정에서 생긴 찰과상 정도에 불과했다.

해경ㆍ해군의 완벽한 초동대처, 승객 및 승조원들의 침착한 대응이 자칫 발생할 수 있었던 대형 참사를 막을 수 있었다.

여기에 사고 현장의 비교적 잔잔했던 바람과 파도 등 기상 상황도 톡톡히 한몫을 했다.

이번 구조활동을 현장에서 총지휘했던 김두석 여수해경서장은 "해경과 해군의 신속하고 완벽한 구조작전과 위기상황에서도 침착함을 잃지않고 작전에 협력해준 승객들의 힘이 컸다"며 "또 현장 해상의 기상도 구조작전을 크게 도왔다"고 말했다.
