Taekwondo adapts to ensure its Olympic future

Taekwondo was first authorized as an Olympic event at the general meeting of the International Olympic Committee in Paris in 1994. But the popularity of the sport diminished progressively from its introduction as a medal sport at the Games in Sydney in 2000, through Athens in 2004 and Beijing in 2008, raising doubts about the sport’s future as an Olympic event.

Earlier this month, on Sept. 2, the JoongAng Ilbo sat down with World Taekwondo Federation President Chou Chung-won, who was busy preparing for Taekwondo Day on Sept. 4, to talk with him about the changes the federation is making to the sport before the London Games next summer.

“For the London Olympics in 2012, we want to show how fun and eventful taekwondo can be,” Chou said, and made it clear that “Taekwondo shall in no way be diminished but will survive as an official Olympic event.”

The following excerpts are from the interview.


Q. The IOC will choose 25 out of 26 events for the London Games in 2012, but it is not certain that taekwondo will be one of them. What do you know about this?

A. That’s not true. Taekwondo has been a part of the Olympics three times now, and will be part of the Olympics until the Rio de Janeiro Games in 2020. As the IOC has continued to spread taekwondo across borders, there should be no concern that taekwondo will be eliminated as an Olympic event.

People worry that taekwondo has lost its dynamic appeal and that it is not a fun sport to watch. How would you respond to that?

It’s difficult to make a tedious back-and-forth match lively, but we are going to change a lot of things for the London Olympics.

At the Athens Olympics, the court was 12 by 12 meters, which is so big it’s almost distracting. When neither player was attacking nor making a move, even the judges had a difficult time stimulating action.

At the London Games, the size of the court will be reduced to 8 by 8 meters, and we have implemented different judging rules. We’ve also altered the points system. The 360-kick and other advanced attack moves shall be awarded up to 4 points, making the sport more exciting than before.

The judges’ decisions have been criticized as vague and confusing. What do you think about this?

At the world championships, there were so many athletes that there were five courts just for taekwondo. So it was hard to concentrate. In London, we will use just one court. We have always used two cameras, but to eliminate blind spots, we’ve decided to place cameras in all four corners of the court and another in the ceiling. This will make judging more fair and transparent.

We plan to use electronic sensors for the London Olympics. [Electronic sensors are attached to body armor and socks to detect the strength of a hit, and points will be awarded accordingly.]

There has been some criticism that electronic sensors are unreliable and are unfair.

Of course, there are areas for improvement for this kind of advanced equipment. Sensors are indeed weak and sensitive to electronic and radio signals, and cell phones and other electronic devices can interfere with the signals, causing them to malfunction. We are fully aware of this, and are currently analyzing and correcting the problem, in conjunction with the judging committee as well as with the electronic sensor committee.

You’ve been the WTF president for three years. For how long do you intend to stay?

I will keep this up until I quit. That’s the best answer I can give for now. There is still much to be done and many improvements to be made. As of now, I am trying my best to get taekwondo approved as an official event for the Paralympic Games.

태권도는 1994년 프랑스 파리에서 열린 국제올림픽위원회(IOC) 총회에서 올림픽 정식 종목으로 채택됐다. 이후 시드니(2000년)·아테네(2004년)·베이징(2008년) 등 세 번의 올림픽을 치렀다. 그러나 ‘박진감이 떨어진다’거나 ‘올림픽 정식종목에서 퇴출될지 모른다’는 지적이 끊임없이 나왔다.

 태권도는 어떤 변화를 준비하고 있을까. 태권도의 날(4일) 행사 준비로 바쁜 세계태권도연맹(WTF) 조정원(64) 총재를 2일 서울 삼성동의 연맹 사무실에서 만났다. 조 총재는 “런던 올림픽에서 태권도가 얼마나 재미있는 스포츠인지 보여줄 것”이라며 “올림픽 정식종목으로도 계속 살아남을 것”이라고 장담했다.

 - 2013년 IOC 총회에서 현재 올림픽 정식종목 26개 가운데 핵심 종목(Core Sports) 25개를 선정하기로 했다. 태권도가 여기에서 빠질지 모른다는 지적이 있다.

 “잘못된 표현이다. 태권도는 세 차례 올림픽을 치렀고 리우데자네이루(2020년)까지도 정식종목으로 채택된 상태다. 연맹 회원국은 199개국이며 스포츠 인구로 따지면 축구·육상 다음이라고 본다. IOC 정신을 받들어 태권도를 세계 속에 뿌리내리려 노력한다면 크게 우려할 바는 아니다.”

 - 위기론의 근거는 태권도가 박진감이 없고 지루하다는 것이다.

 “재미없는 경기는 스포츠로서 살아남을 수 없다. 런던에서는 여러 가지가 바뀐다. 아테네 올림픽에서 경기장 규격은 가로·세로 각 12m였다. 공격을 안 할 경우에 심판 제제도 소극적이었다. 그래서 이걸 싹 다 바꿨다. 규격은 8m로 줄였고 심판 교육도 다시 했다. 점수제도 바뀐다. 머리 회전차기 등 고난도 기술공격을 하면 4점까지 점수를 받을 수 있다. 역전이 가능한 박진감 넘치는 경기가 될 것이다.”

 - 심판 판정이 애매하다는 지적이 있다.

 “런던 올림픽에선 전자호구를 이용한다.(전자호구 시스템은 몸통 보호대와 양말에 센서를 부착해 강도에 따라 득점이 인정된다.) 세계선수권에는 워낙 선수가 많아서 기본적으로 코트 다섯 개를 쓴다. 그래서 집중이 잘 안 된다. 런던에서는 한 코트만 쓴다. 비디오 판독을 위한 카메라도 보통 두 대인데 이번에는 사각이 생기지 않도록 코트의 네 코너와 천장 등 다섯 대를 설치한다. 공정성과 투명성을 위한 조치다.”

 - 전자호구가 부정확하다는 지적이 많다.

 “개선의 여지가 있다. 가령 센서가 전파에 약하기 때문에 관중들의 휴대전화에 반응하는 등 오작동의 가능성도 있다. 이 모든 기술 문제에 대해 검토를 하고 있다. 심판위원회와 전자호구특별위원회에서 전문가들이 함께 참여해서 노력하고 있다.”

 - 3선 총재다. 언제까지 총재로 남을 생각인가.

 “그만 둘 때까지 한다. 그렇게 말하는 게 정답일 것 같다. 아직 해야 할 일이 더 있다. 태권도가 패럴림픽과 커먼웰스(영국 연방이었던 70여개 국가들이 4년마다 치르는 종합 스포츠 이벤트)게임에도 정식종목으로 채택되도록 노력할 것이다.”
