Lee says pipeline could come ‘fast’

President Lee Myung-bak expressed optimism in the ambitious project to bring natural gas from Russia to South Korea via a pipeline through North Korea, saying the three countries will see a progress “faster than expected.”

In an 80-minute TV appearance on Thursday night on a talk show broadcast live, Lee discussed a wide range off issues including the energy project, inter-Korean relations and domestic politics.

“North Korea and Russia are negotiating, and we are also talking with Russia,” Lee said of the $90 billion deal that Seoul and Moscow agreed to in 2008. “At some point, the three countries will reach an agreement, and the progress will be faster than expected.”

“The public feels concerns that the delivery of the gas through the pipeline could be disturbed while passing through the North,” Lee said. “But Russia is to pay the passage fee and deliver it to the South.”

Lee also said there may be an inter-Korean summit before the end of his term, or there may not, but his precondition for having a summit must be the guarantee of peace on the Korean Peninsula and no more provocations from the North.

“I have the desire to lead the initiative to help North Korea with the international community to rescue its economy and maintain its security,” Lee said. “That will be the summit agenda. If the two Koreas can open an era of peace and prosperity, I am willing to have the summit at any time.”

He spoke sternly about Japan’s territorial claim over Dokdo island. “Jeju Island is our territory, and so is Dokdo,” Lee said. “If I want to go, I can go even this year.” Lee said he had a plan to visit the island with the first lady last month but didn’t go because of bad weather.

In his comment on current political issues, Lee said the time has come for the politicians to change, citing the swell of support for software mogul Ahn Cheol-soo on the political scene. “The world is in the smart era, but politics have remained in the time of analog,” Lee said. “There are high demands for changes, and the demand for change in the political arena was particularly expressed through the high popularity of Ahn. It should be used as an opportunity for [the politicians] to make productive changes.”

Lee, former Seoul mayor, also spoke about the Oct. 26 Seoul mayoral by-election and what kind of person is qualified for the job. “Based on my experience, being mayor is a job in which you actually have to work,” Lee said. “It’s not directly related to politics.”

[李대통령 좌담회] 남북러 가스관 '탄력' 주목

'생각보다 빨라질 것' 조기 3자협의 시사

이명박 대통령이 8일 동북아외교의 현안으로 떠오른 남ㆍ북ㆍ러 가스관 연결사업에 힘을 실어줬다.

비록 리스크가 큰 사업이기는 하지만 협상을 제대로 한다면 충분한 사업 타당성을 갖출 수 있다는 입장을 공개적으로 표명한 것이다.

이 대통령은 우선 이번 사업이 1990년대 초 현대건설 회장으로 재직하고 있던 시절부터 열정을 쏟아왔다는 점을 거론했다.

특히 구소련 정부와 가스관 사업과 관련해 양해각서(MOU)를 체결한 사실을 공개하고 "법적으로 유효할 수 있다"고 강조했다.

이 대통령은 현대건설 회장이던 1989년 고 정주영 현대그룹 명예회장, 주강수(한국가스공사 사장) 당시 현대종합상사 상무 등과 함께 한ㆍ소련 경제협회 창립을 실무적으로 준비하며 북방 진출을 주도했으며, 이를 토대로 구소련 정부와 가스관 사업 관련 MOU를 체결한 것으로 알려졌다.

이 대통령이 이처럼 과거 MOU 체결 사실까지 거론한 것은 그만큼 이번 사업의 경제적 타당성에 대해 분명한 확신을 갖고 있음을 보여주려는 의도라는 게 외교가의 시각이다.

일각에서 제기되는 리스크 가능성에 대해 선을 그은 것도 이런 맥락이다. 북한이 경유 가스관을 차단하는 비상사태가 벌어지더라도 가스공급자인 러시아측과 '손실보전' 합의를 해놓으면 큰 문제가 없다는 게 이 대통령의 설명이다.

가스관에 사고가 발생할 경우 러시아 측이 책임지고 배를 이용해 '동일한 가격'으로 가스를 공급하도록 계약을 해둬야 한다는 얘기다.

이 대통령은 "북한이 잘못하든지 러시아가 잘못하든지 하면 배로 실어오더라도 공급하도록 계약을 해야 한다"면서 "그것을 자기들이 보상해줘야 한다는 것"이라고 강조했다. 이어 "30년 동안 유럽이 이렇게 하고 있는데 별 문제가 없었다"고 덧붙였다.

주목할 점은 이 대통령이 이번 사업과 관련한 남ㆍ북ㆍ러 3자 협상이 의외로 속도를 낼 가능성이 있다고 언급한 대목이다.

이 대통령은 "북한과 러시아가 이야기하고 있고 우리와 러시아도 협의를 진행하고 있다"면서 "어느 시점이 되면 3자가 이야기할 시점이 온다. 생각보다는 빠르게 진행될 것"이라고 말했다.

이는 오는 11월로 예상되는 이명박 대통령과 드미트리 메드베데프 러시아 대통령 간 한ㆍ러 정상회담과 맞물려 3자간 협의가 진행될 가능성을 시사한 것으로 풀이된다.

한편 이 대통령은 좌담회에서 일본의 독도 도발에 대해 단호하고 엄중한 대응 기조를 재확인했다.

독도를 제주도와 비교하며 "가고 싶으면 연내에라도 갈 수 있다"면서 우리가 독도를 실효적으로 지배하고 있음을 강조한 것이다.

이 과정에서 최근 김윤옥 여사와 울릉도와 독도를 방문하려 했으나 기상문제로 포기했다는 일화도 소개, 실제 독도를 방문할 수 있는 의지를 갖고 있음을 분명히 했다.

이 대통령의 이런 발언은 "독도는 당당한 우리 땅"인만큼 독도를 국제 분쟁지역화하려는 일본의 도발에 맞대응할 필요가 없다는 뜻으로 풀이된다. 우리가 독도를 실효적으로 지배하고 있는만큼 일본의 도발에 성숙하게 대응하자는 대응 기조를 재확인한 셈이다.

다만 이 대통령의 독도 방문 발언은 실제적 행동을 염두에 뒀다기보다는 원칙론에 무게를 두고 있다는 게 대체적 분석이다.

외교부 당국자는 "우리 고유의 영토로서 누구든 갈 수 있다는 원칙론적 입장에서 나온 지극히 상식적인 말"이라고 밝혔다.

이는 자칫 일본에 도발 명분을 줄 수 있는 만큼 실제 방문 추진은 여러 상황을 종합적으로 검토해서 결정될 것이란 의미다.

앞서 김성환 외교부 장관과 김두우 청와대 홍보수석은 지난달 5일과 15일 "이 대통령 독도 방문에 별문제가 없다.", "이 대통령의 독도 방문은 언제든 가능하다"고 각각 밝혔다.

그러나 외교부 당국자와 김 수석은 당시에도 "이 대통령의 실제 방문에는 종합적인 검토가 필요하다"고 설명한 바 있다.
