Confirmation of Sung Kim blocked by Senator Kyl

U.S. Senate confirmation of a new American ambassador to Korea has been held up for over a month by Senator Jon Kyl, Republican of Arizona, according to a congressional source who requested anonymity because of the sensitive nature of the matter.

Sung Kim, former U.S. envoy to the six-party talks, who would be the first ethnic Korean to be U.S. ambassador to Korea, had been expected to be confirmed by the full Senate on Aug. 2 after being confirmed by the Senate Committee on Foreign Relations on July 21.

Although Kyl’s reasons for blocking Kim’s confirmation are not publicly known, a Senate source said on Monday that the senator’s objections are likely related to the Obama administration’s policies on North Korea and not to Kim’s qualifications or beliefs.

Any senator has the power to place a hold to prevent a motion from reaching the Senate floor.

Senators may choose to make a private hold, which keeps their identities anonymous.

Kyl, who is also the minority whip, is known for his conservative positions on foreign policy and has been the leading conservative voice on nuclear weapons issues in the Senate.

He opposed the ratification of a new Strategic Arms Reduction Treaty last November, which aims to reduce the nuclear arsenal owned by the United States and Russia.

This June, Kyl co-sponsored the Iran, North Korea and Syria Sanctions Consolidation Act to strengthen sanctions against North Korea. A month earlier, Kyl sent a letter to Secretary of State Hillary Clinton expressing his opposition against rushed six-party talks and food aid for North Korea.

Kyl’s hold on Kim’s confirmation is not expected to last long.

The Congressional source said the U.S. State Department is trying to persuade Kyl to withdraw his objection, adding that a vote by the full Senate could be expected toward the end of this month.

대북 강경파 카일, 성 김 인준 막았다

성 김 주한 미국대사 내정자에 대한 상원 인준을 보류시키고 있는 베일 속의 인물은 공화당 소속 존 카일(Jon Kyl·69·애리조나주) 상원의원인 것으로 알려졌다. 미 의회 관계자는 12일(현지시간) 카일 상원의원이 성 김 대사의 상원 인준 절차가 진행되던 중 ‘인준 보류(hold)’ 의사를 밝혔다고 전했다.

　당초 성 김 대사에 대한 상원 표결은 지난달 2일 처리될 예정이었다. 그러나 행정부 고위 공직자에 대한 인준 권한을 가지고 있는 상원에서 100명의 의원 중 1명이라도 문제를 제기하면 절차가 중단된다. 카일 의원은 성 김 내정자 인준 절차를 붙잡은 이유를 공개적으로 밝히지 않고 있다. 그러나 성 김 내정자 개인의 자질이나 노선 때문이 아니라 버락 오바마 대통령 행정부의 대북정책에 대한 우려와 연관이 있는 것으로 알려졌다.

　카일 의원은 공화당 원내총무직을 맡고 있는 중진으로, 지난 6월 대북 제재를 강화하는 ‘이란·북한·시리아 제재 통합법안’을 공동발의했다. 5월에는 ‘성급한 6자회담 재개와 대북 식량지원에 반대한다’는 서한을 힐러리 클린턴 국무장관에게 보내기도 했다.

의회 관계자는 “카일 의원이 보류 의사를 철회하도록 국무부가 다각적인 노력을 벌이고 있다”며 “이 경우 9월 말 상원 본회의 표결이 진행될 것”이라고 말했다.
