North Koreans found adrift in Japan

Nine people who claim to be North Korean defectors are under questioning in Japan after being found adrift aboard a small boat off the country’s west coast yesterday, a Japanese news report said.

The nine - three men, three women and three children - told Japanese authorities that they are family members from North Korea and that they want to go to South Korea, according to Kyodo News Agency.

The boat was first spotted drifting in waters near the island of Nanatsu off western Japan around 7:30 a.m., Kyodo said. Japan’s coast guard later escorted it to nearby port Kanazawa, it said.

Kyodo said that there is unconfirmed information that the group leader told authorities that he belongs to North Korea’s military. The boat was about eight meters long and has a Korean word printed on it, according to the report.

The group is under investigation to determine their motivations for defecting, it said.

Japan’s coast guard declined to confirm the report.

A diplomatic source said that Japanese authorities are trying to verify the family’s claim that they are from the North.

So far, Japan has allowed North Korean asylum seekers to go to South Korea according to their will.

Japan’s Chief Cabinet Secretary Osamu Fujimura said the Tokyo government will “respond appropriately based on past examples,” but gave no details on the North Koreans or where they wish to go.

“[We have] not received any information yet,” he told reporters at a press conference.

In Seoul, an official from the Ministry of Foreign Affairs and Trade said that the Japanese coast guard is expected to share its findings with South Korea once the debriefing is over.

“If they are confirmed to be North Korean defectors and have a clear desire to come to South Korea, we will take necessary measures in accordance with the principles in handling defectors,” the official said on customary condition of anonymity. Yonhap

일가 친척 9명이 탄 북한 어선이 13일 오전 6시쯤 동해에 접한 일본 이시카와(石川)현 노도(能登)반도 앞바다에서 표류 중인 것을 일본 어선이 발견해 구조했다. 이들 중 리더 격인 남성은 일 해상보안청 관계자에게 “우리는 한국에 가기 위해 8일 오전 북한의 어대진 항구(함경북도 동해안에 위치)를 출발했다. 한국에 가고 싶다” “나는 조선인민군 소속 군인이며 나머지는 가족과 친척”이라고 했다고 NHK가 보도했다. 배 안에는 어른 6명(남녀 3명씩)과 초등학생 정도의 남자 어린이 3명이 타고 있었다. 건강 상태는 모두 양호한 것으로 전해졌다. 이들은 이날 “한국으로 향하려 했으나 바람과 해류에 휩쓸려 표류하게 됐다”고 털어놨다 한다. 이들이 타고 있던 배는 길이 약 8m의 소형 목조 어선으로 선체에 한글이 적혀 있는 것을 발견한 일본 어선들이 신고, 일 해상보안청 순시선이 인근 가나자와(金澤) 항구로 예인했다.

발견 당시 탈북자들의 배는 GPS(위성위치측정시스템)를 탑재하지 않은 채 엔진으로 항해 중이었으며 배 안에는 쌀과 김치가 조금 남아 있었을 뿐 출발 당시 준비했다고 하는 30L의 식수는 모두 마신 상태였다고 일 언론들은 전했다. 또한 출항 시 준비한 경유 약 180L 중 60L가 남아 있었다. 일 언론은 탈북자들의 증언을 인용, “선박 뱃머리 부분에 ‘ㅈ동 910336’이란 표지가 있는 것으로 미뤄 군 부대 소유의 배일 가능성이 크다”고 분석했다.

　이시카와현 어업 관계자들은 “지난 11일 바람이 초속 10m로 강하게 불고 파도가 매우 높게 일어 출항이 금지되는 등 최근 기상조건이 좋지 않았다”며 “이런 최악의 상황에 이 같은 소형 목조 어선이 여기까지 무사히 왔다는 건 기적에 가깝다”고 놀라워했다. 북한의 어대진에서 표류가 확인된 노도반도 앞바다까지는 직선 거리로 약 750㎞에 달한다.

　일본에 탈북자가 탄 어선이 표류한 것은 1987년 1월, 2007년 6월에 이어 세 번째다.

　일 언론들은 4년여 만에 탈북자가 일본에 입국하자 “북한의 식량난이 심각해지고 있다는 방증”이라고 분석했다. 후지무라 오사무(藤村修) 관방장관은 “과거 사례도 있는 만큼 적절히 판단할 것”이라며 본인들의 의사를 존중할 뜻을 밝혔다.

　이와 관련, 우리 정부는 이들의 한국행 의지가 확인되면 순조롭게 신병이 인도될 것으로 보고 있다. 외교통상부 당국자는 “특별한 문제가 없는 한 일본 정부는 2007년 아오모리 사례에 준해 승선자들의 한국행에 협조할 것”이라고 말했다. 이 당국자는 “일본 해상보안청이 1차 조사를 마치는 대로 주(駐) 니가타 총영사관과 정보를 공유할 것”이라며 “신원과 목적지가 확인되면 탈북자에 관한 일반적인 원칙에 따라 조치를 취할 계획”이라고 말했다.

탈북자가 해외를 통해 입국할 경우, 경유 국가에 관계없이 국가정보원 조사와 하나원 교육 등의 과정을 거치게 된다.
