Obama to host state dinner for Lee

President Lee Myung-bak and the first lady, Kim Yoon-ok, will be U.S. President Barack Obama’s guests of honor next month in an official state visit, replete with state dinner pageantry, the Blue House announced yesterday.

The state dinner, considered the hottest social ticket in Washington, will be Obama’s fifth since taking office in 2009 and the first for a Korean president in 13 years - an indication of improved U.S.-Korea relations since reaching a low point during the Roh Moo-hyun administration.

“This trip represents the significance of the Korea-U.S. strategic alliance and the strong friendship and trust between the two leaders,” the Blue House said in a press release.

An official welcoming ceremony for Lee and his wife will be held on Oct. 13 followed by a bilateral summit on topics such as strengthening economic ties, including the ratification of the Korea-U.S. free trade agreement, and the coordination of Seoul and Washington’s North Korea policies, the Blue House said.

“This visit will highlight the strong alliance, the global partnership and the deep economic ties between the United States and the Republic of Korea,” a White House statement said. “The visit will also celebrate the strong bonds of friendship between the American and Korean people.”

Obama has so far received four state guests. India’s Prime Minister Manmohan Singh was his first state guest in 2009, with the leaders of Mexico, China and Germany invited subsequently in the following years.

Lee and Obama have met on five separate occasions, including their first meeting in April 2009 on the sidelines of the Group of 20 Summit in London. Lee visited the United States in June 2009, adopting a joint vision on the future of the two countries’ alliance, and Obama visited Korea in November 2009.

Speculation was high that Lee’s trip to Washington would be linked to progress in ratifying the two countries’ long-pending free trade agreement that was reached in 2007, but a Blue House source denied that the visit was directly tied to the free trade pact.

Neither Congress nor the National Assembly has ratified the free trade agreement.

Lee’s official state visit to Washington will also come after his visit to New York next week to attend the United Nations General Assembly, where he is to give a speech pledging Korea’s commitment to a greater role in international affairs.

李대통령 미국 국빈방문 의미와 전망

'한미 FTAㆍ대북정책' 집중 조율..美의회 연설 가능성도

이명박 대통령이 다음달 중순 버락 오바마 미국 대통령 초청으로 미국을 국빈방문(official state visit)한다.

한미 양국은 14일 오전 8시(한국시각) 이 대통령의 국빈 방미와 정상회담 계획을 공식 발표했다.

이 대통령의 미국 국빈방문은 이번이 처음이다. 오바마 대통령이 취임 이후 국빈으로 외국 정상을 초대한 것은 인도와 멕시코, 중국, 독일에 이어 다섯번째다.

청와대 핵심관계자는 14일 연합뉴스와 한 통화에서 "이번 방미는 국빈방문이라는데 큰 의미가 있다"면서 "한미 양국이 그동안 쌓아왔던 전략적 동맹관계를 한층 더 강화하는 계기가 될 것"이라고 말했다.

백악관도 "이번 방문은 양국간 강력한 동맹, 글로벌 파트너십, 경제적 유대 심화를 상징하는 것"이라며 "한미 양국민 사이의 강한 우정의 연대를 축하하는 계기가 될 것"이라고 강조했다.

이 대통령은 방미 첫날인 다음달 13일 워싱턴에서 공식 환영식에 참석한 뒤 오바마 대통령과 정상회담을 열어 양국간 현안을 긴밀히 조율할 계획이다.

정상회담의 주요 의제는 ▲한미 자유무역협정(FTA) ▲북핵문제를 포함한 대북정책 공조방안 ▲한미 동맹관계의 성과 및 발전방안 등이 될 것으로 보인다.

특히 양국 의회에서 좀처럼 속도를 내지 못하고 있는 한미 FTA 비준 문제에 대해 두 정상이 어떤 해법을 도출해낼 수 있을지가 눈여겨볼 대목이다.

두 정상은 그동안 정상회담을 통해 한미 FTA가 양국 국민에게 '윈-윈 전략'이 될 것이라는 데 의견을 같이하면서 양국 의회가 조속히 한미 FTA 비준을 처리하도록 촉구해왔다.

한 청와대 참모는 "이번 방미가 한미 FTA 비준 문제와 직접 연결된 것은 아니지만 주요 의제가 될 것은 확실하다"면서 "한미 FTA 비준은 한미 동맹관계의 발전을 위한 도약대"라고 말했다.

양국간 대북정책 공조방안도 빼놓을 수 없는 주요 테마다.

두 정상은 북핵 문제를 비롯해 6자회담 재개, 내년 강성대국 원년에 진입하는 북한의 정세, 권력승계 등 '북한 변수'들에 대해 긴밀히 조율할 전망이다.

앞서 지난 6월 미국 워싱턴에서 열린 한미 외교장관 회담에서 '북한이 변화해야 하며, 한국과의 관계개선에 우선 나서야 한다'는 입장을 확인한 바 있어 이번 정상회담에서도 이 같은 기조가 이어질 것으로 보인다.

아울러 두 정상은 중국의 부상과 일본 원전사태 등 동북아시아 판도 변화, 북아프리카의 민주화 운동 등 지역ㆍ국제 문제에서 협력방안에 대해서도 광범위하게 논의할 것으로 알려졌다.

이와 관련, 이 대통령의 구체적 방미 일정이 아직 확정되지는 않았지만 이 대통령이 미국 의회에서 연설을 할 가능성도 있어 주목된다.

이 대통령이 미 의회에서 연설을 하게 될 경우 한미 FTA와 북한 문제에 대한 새로운 메시지가 담길 가능성도 배제할 수 없기 때문이다.

청와대 관계자는 "미국 의회의 일정이 있어 양국간에 더 협의를 해봐야 한다"면서도 "하지만 (연설할) 가능성도 없지 않다"고 말했다.
