Hyundai joins group in cell carrier startup

Hyundai Group has reportedly told the Korea Federation of Small and Medium Business that it will participate in a consortium to start a fourth mobile phone carrier in the country.

According to industry sources, the negotiations between Hyundai and the federation are in their final stages. “Hyundai Group recently notified the federation of its intention to invest in the consortium,” said Lee Chang-woo, a spokesman at the federation. “Now they are having working-level discussions.”

Hyundai Group Chairwoman Hyun Chung-eun, the federation’s Chairman Kim Ki-mun and Yang Seung-taik, head of the IST consortium and a former minister of information and telecommunication, are expected to meet this week if working level negotiations are fruitful.

Hyundai reportedly is asking to be the second-biggest shareholder in the consortium. The biggest will be a special-purpose vehicle founded by the federation and hundreds of small and medium enterprises. The consortium’s initial capital is estimated at between 650 billion won ($565 million) and 750 billion won.

Hyundai neither denied nor confirmed that it is in discussions with the federation.

The conglomerate seems to be looking for a growth engine. The group lost a bidding war to acquire Hyundai Engineering and Construction last year to Hyundai Motor Group, a much larger conglomerate that was a part of the Hyundai Group before a breakup in 2000, a year before the group founder’s death. Major affiliates of Hyundai Group include Hyundai Merchant Marine, Hyundai Securities, Hyundai Elevator and Hyundai Asan; but its major cash cow, Hyundai Merchant Marine, has had a tough time this year as the slow global economy led to a decline in its shipping business. Hyundai has reportedly amassed a cash war chest of perhaps 1.4 trillion won which it wants to put to use.

There are now three mobile carriers in Korea ?? SK Telecom, KT and LG U+ ?? and a fourth entrant is expected to spur competition in the sector. In the past, a different consortium called KMI tried to win a mobile telecom business license, but failed twice to win approval from the Korea Communications Commission.

The new consortium plans to apply to the KCC for approval at the end of this month at the earliest. If all goes well, it hopes to begin service in October of next year. The federation said it would halve telecom charges for consumers by offering Internet-based mobile phone services.

“We intend to use wireless broadband technology and provide Internet-based services,” said Jeong Gu-hyeon, an employee of the federation.

Yang said in an interview the consortium intends to set rates as low as 10,000 won per month for 100 minutes of calling time. The consortium said it hopes to sign up 3 million subscribers quickly.

현대그룹, 중기중앙회 제4이통 참여 추진

[2대주주로 컨소시엄 참여 검토…"빠르면 이달말 사업계획서 제출"]

현대그룹이 중소기업중앙회가 주도하는 제4이동통신사업에 참여를 추진한다.

중기중앙회 관계자는 20일 "최근 현대그룹에서 제4이동통신 컨소시엄에 투자하겠다는 뜻을 전달해 구체적인 실무 협상을 벌이고 있다"며 "다만, 아직 구체적인 투자금액 등은 정해지지 않았다"고 말했다.

중기중앙회 주도로 제4이통 사업권 신청을 준비 중인 IST(인터넷스페이스타임)컨소시엄은 중앙회가 설립하는 SPC(특수목적법인)가 1대 주주, 현대그룹이 2대 주주로 참여하는 방안을 두고 검토 중이다.

중앙회는 현재 중소기업들을 상대로 SPC 참여확약서를 받으며 투자를 유도하고 있다. 최종적으로 2500억원가량의 자금을 마련해 SPC가 1대주주가 된다는 계획이다. 현대그룹은 2대주주로서 2000억원 가량의 자금 출자를 검토 중인 것으로 알려졌다.

컨소시엄은 현대그룹과의 협상이 끝나는 대로 주주구정을 완료하고 이달말이나 늦어도 내달초 방송통신위원회에 사업계획서를 제출할 예정이다.

컨소시엄은 양승택 전 정보통신부 장관이 신청법인의 대표 및 허가법인의 대표이사 CEO역할을 수행할 예정이다.

업계에서는 현대건설 인수에 실패한 현대그룹이 최근 다른 성장사업에 관심을 가지면서 이통사업에 참여하는 것으로 보고 있다.

업계 관계자는 "현대건설 인수자금으로 투자금을 충당하고, 과거 현대전자 출신 임원들도 그룹 내에 있어서 충분히 사업성이 있다고 판단했을 것"이라고 말했다.

대규모 자금동원력을 갖추고 있는 현대그룹이 IST 컨소시엄 참여를 확정지을 경우, SK텔레콤, KT, LG유플러스 등 3강이 재편하고 있는 통신시장 구조에 적잖은 변화가 불가피할 예정이다.

그러나 현대그룹 계열사 사업과 이동통신 사업간 시너지 효과가 크게 없다는 점에서 실제 참여로 이어질지 여부에 대해 회의적인 시각도 없지않다.

이에 대해 현대그룹측은 아직까지 공식적인 입장을 내놓지 않고 있다.
