Korea and U.S. plan reactions to provocations

Seoul and Washington will complete drafting a joint military operational plan by the end of this year to better deal with potential provocations from North Korea, the Ministry of National Defense said yesterday.

The joint operational plan will bolster the current defense posture against North Korean provocations, currently the responsibility of South Korea alone, the ministry said in a report submitted for its annual parliamentary audit that started yesterday.

“We will develop a joint list of indications of provocations between South Korea and the U.S. in order to better determine a sign of a provocation from the enemy,” the ministry said in the report.

In the report, the ministry also unveiled a plan to conduct combined Marine Corps drills with the U.S. in response to threats against northwestern South Korean islands near the inter-Korean maritime border.

Since the two attacks in the Yellow Sea last year, Seoul and Washington have tried to refine joint deterrence measures against North Korean provocations in the Yellow Sea, conducting a joint drill or sending U.S. observers to a South Korean drill on the five western border islands.

In March 2010, the South Korean warship Cheonan was sunk near Baengnyeong Island, one of the five islands, leaving 46 South Korean soldiers dead. The North denied any role in the sinking, although a multinational investigation led by the South blamed it for the attack in May 2010.

Another island, Yeonpyeong, was bombarded by North Korean shelling last November, killing two South Korean civilians and two South Korean soldiers, which the North said was a self-defense measure.

An audit report by Shin Hak-yong, an opposition Democratic Party lawmaker, showed yesterday the North is rapidly increasing submarine drills in the Yellow Sea, from 28 drills in the first eight months of last year to 50 in the same period this year.

The ministry said it will also enable the Marine Corps’ Northwest Islands Defense Command, created in June, to take over all commanding rights in case of a North Korean provocation against the five islands to provide a more efficient response. Under the current operational plan, the 2nd Fleet of the Navy is in charge of defense in the water outside a two kilometer radius of islands’ coasts.

“We will specify the ranges of responses among different echelons and types of counterattacks to the enemy’s provocations,” the ministry said in the report.

한국과 미국은 북한의 국지도발을 격퇴하기 위한 '공동 국지도발 대비 작전계획'(일명 北국지도발 대응 공동작계)을 연말까지 완성하기로 합의했다.

국방부는 19일 국회 국방위의 국정감사 업무보고 자료에서 "한미가 연말까지 국지도발 공동작계를 완성하기로 서명했다"면서 "이런 계획과 관련해 우리 군의 문서체계인 서북도서 방어계획(1월)과 합참예규 및 위기조치예규(6월), 합참의 대(對) 침투ㆍ국지도발계획인 '3100-11'(7월)을 각각 보완했다"고 밝혔다.

국지도발 공동작계는 북한의 도발시 한국군 단독으로 대처하던 계획에서 탈피해 미측의 지원전력을 우리 군이 적시적이고 효율적으로 활용할 수 있도록 하는 방안을 담은 것으로 알려졌다.

국방부는 "적 도발시 제대별 대응개념과 대응 수준별 타격절차를 구체화하고, 한ㆍ미 공동 징후목록을 개발해 적 도발징후를 판단할 것"이라면서 "서북도서 위협에 대비해 한ㆍ미 해병대 중대급 연합 기동훈련 및 합동훈련을 추진 중"이라고 설명했다.

특히 군 당국은 서북도서 및 서북도서 해안 2㎞를 기준으로 해병대사령관과 해군 2함대사령관의 책임 및 권한을 분리했던 작전지침을 고쳐 서북도서 및 그 해안에 관한 작전사항은 모두 해병대사령관(서북도서방위사령관)이 주도하도록 지휘관계를 보완했다.

이와 함께 국방부는 반기문 유엔사무총장의 남수단 PKO(유엔평화유지활동) 파병 요청과 관련, 공병부대 275명의 파병을 검토키로 하고 이달 말부터 다음 달 초까지 현지 조사단을 운영할 것이라고 보고했다.

군은 남수단이 내륙에 있어 병력 및 보급품 수송로 확보가 어려운 과제라고 판단하고 현지 조사단에 이 문제 해결 방안을 주문할 것으로 알려졌다.

남수단은 아프리카 석유 매장량 5위 국가인 수단에서 전체 석유자원의 75%를 보유하고 있지만 전체 인구의 절반 이상은 하루 1달러(약 1천100원)로 연명할 정도로 생활수준은 매우 열악한 수준이다.

제주 해군기지건설 사업과 관련해서는 다음 달 2일부터 항만공사를 재개하기로 하고 항만공사 예산 1천65억원과 군 관사 부지 매입비 196억원, 간접비 등 66억원을 포함한 내년도 예산 1천327억원을 기획재정부에 요구했다.

국방부는 군 의료체계 개선에 대해서는 "모든 병사에 대해 상병 진급시 건강검진을 하기로 하고 내년 5억원을 투입해 시범적으로 운영키로 했다"면서 "전 부대에 응급구조사를 배치하는 한편 군의관이 없을 때 의무병이 처방하는 일이 없도록 할 것"이라고 덧붙였다.
