High-speed rail will link Incheon and Pyeongchang

The government will spend 146 trillion won ($127 billion) on transportation infrastructure ahead of the 2018 Winter Olympics, including the construction of a high-speed rapid-transit rail line linking Incheon International Airport and Pyeongchang.

The Ministry of Land, Transport and Maritime Affairs announced yesterday its latest transportation plan for the next five years, succeeding a plan for the next two decades that was announced earlier this year.

A large portion of the government’s planned spending, which includes expressway, railroad and airport projects, will be on a high-speed rapid-transit rail link that will allow visitors and athletes to travel directly from Incheon Airport to Pyeongchang, the venue for the Games, in just 68 minutes.

The planned line, which will extend all the way to Gangneung, Gangwon on the country’s east coast, will be built by expanding existing rail lines and constructing new ones. The ministry said it expected construction to begin this year.

To accommodate the planned rapid-transit line, the government plans to spend 450 billion won to expand the existing Airport Express line between Incheon Airport and Seoul Station and extend that line from Seoul Station to Wonju, Gangwon.

From Wonju to Gangneung, the government will construct a new 113-kilometer double-track rail line between the two cities by 2017 at a cost of 3.9 trillion won.

Three road networks will also be expanded, including Routes 6, 59 and 31, which link Wonju and Gangneung. About 100 billion won have already been invested into an extension of Route 6, which will link Yeongok and Duneung in Gangwon, and is expected to be complete in 2014.

A second Yeongdong Expressway is also planned, linking Gwangju in Gyeonggi and Wonju, at a cost of 1.5 trillion won. Although the deal is yet to be finalized, the expressway would cut drive time from Seoul to Wonju from an hour and 20 minutes to about 54 minutes. Construction is scheduled to begin in November.

“The primary goal is to successfully host the 2018 Pyeongchang Winter Olympics, but we also determined that strong transportation infrastructure was necessary in Korea even after the Olympic Games,” a ministry official said.

2018년 평창 겨울올림픽이 열리는 영동 지역의 교통지도가 바뀐다. 2017년이면 인천공항에서 KTX를 타고 68분이면 평창에 도착할 수 있을 전망이다. 현재는 평창까지 가려면 버스를 두세 번 갈아타도 서너 시간이 걸린다. 또 경기도 곤지암부터 원주까지 제2영동고속도로가 건설된다. 서울에서 원주까지 승용차로 1시간30분가량 걸렸던 이동 시간이 50분대로 줄어든다.

 국토해양부는 20일 향후 5년(2011~2015년)간 146조원을 투입하는 제3차 중기교통시설 투자계획을 발표했다. 평창 겨울올림픽의 성공적 개최를 위해 영동 지역의 철도와 고속도로·국도를 대거 신설하거나 확장하는 내용이 핵심이다. 국토부는 영동지역에 5년간 6조7000억원을 투자할 계획이다.

 국토부 김상도 종합교통정책과장은 “영동 지역은 산악지형이라는 특수성 때문에 교통망 확충에 어려움이 컸다”며 “평창 올림픽을 앞두고 집중 투자해 만성적인 지·정체를 해소하고 관광산업을 활성화할 수 있을 것”이라고 말했다. 먼저 인천공항부터 서울역과 원주를 거쳐 겨울올림픽의 설상(雪上) 경기가 열리는 대관령 알펜시아까지 KTX가 연결된다. 국토부는 최대한 운행시간을 단축하기 위해 시속 250㎞로 달리는 KTX를 투입할 방침이다. 김 과장은 “인천공항~평창까지 KTX로 가장 빨리는 68분이면 주파할 수 있을 것”이라며 “다만 중간역이나 선로를 갈아타는 과정에서 속도를 줄인다면 일부 편은 운행시간이 늘어날 수 있을 것”이라고 말했다.

 또 경기도 곤지암~원주 가현동 구간(57㎞)에는 2016년 말까지 1조5000억원이 투입돼 제2영동고속도로가 개통된다. 제2영동고속도로는 만성적인 영동고속도로의 지·정체 해소는 물론 물류비 절감에도 기여할 것으로 기대된다. 평창 겨울올림픽은 대관령 일대와 함께 강릉에서도 빙상(氷上) 경기가 열린다. 이에 따라 대관령과 강릉을 잇는 철도와 도로도 정비된다.

영동고속도로의 대체 도로로 사용할 수 있게 국도 6호선의 간평~횡계IC와 둔흥~연곡 구간, 국도 59호선의 나전~진부 구간이 확장된다.

 국토부가 이번에 내놓은 계획은 저탄소 녹색교통체계 구축을 목표로 하고 있다. 현재 도로·자동차 중심의 에너지 다소비형 교통체계를 기후변화와 에너지 부족 시대에 맞춰 철도 중심으로 재편하겠다는 것이다. 국토부는 이에 따라 현재 총연장 3378㎞인 철도망을 4093㎞로 늘리기 위해 57조8000억원을 투입하기로 했다. 수서~평택 간 고속철도를 구축하고, 경부선의 대전·대구 도심구간과 중앙선·경전선·서해선 구간을 복선화할 계획이다.
