GNP’s Na makes mayor bid official

Representative Na Kyung-won of the Grand National Party officially announced yesterday that she would run for Seoul mayor in a widely expected move as the ruling party seeks to hold off liberal candidate Park Won-soon’s rising star.

“If I become Seoul mayor, I will change the capital into a livable metropolitan city,” Na, a judge-turned-lawmaker, said at her announcement. “The new Seoul will be a city that makes families happy and improves discomfort, inconvenience and displeasure in daily life.”

Na’s announcement came after speculation earlier this month of a feud between her and loyalists to Park Geun-hye, the former GNP chairwoman and presidential frontrunner.

Na yesterday appeared to put to rest any fears of a rift, saying that she would seek advice from Park.

“I haven’t met with her, but I will seek advice from her if I am chosen as the GNP candidate,” she said.

Na said that she would improve welfare programs for city residents, embracing what has become a bipartisan effort to capture public support amid tough economic times.

“Currently, districts in Seoul have different standards in welfare programs, from nursery subsidies to free vaccinations,” Na said. “I will arrange basic welfare programs that anyone in Seoul can benefit from.”

The lawmaker, considered one of the ruling party’s political celebrities, said she would differentiate herself from former Mayor Oh Se-hoon.

“I regret that Oh was a bit lacking in his communication [with the public],” Na said. “But I will reflect the public’s opinion on city policies by communicating more with them.”

Na said she was open to talking with Lee Seog-yeon, a conservative activist and mayoral candidate, about fielding a single conservative candidate, though he has said that he does not see himself joining the GNP.

“Since what Lee and the activists want [for Seoul] is not that different from what the GNP does, we could talk anytime,” Na said.

Na also said she would reduce the city’s deficit, about 20 trillion won ($16.7 billion), by half by 2014.

“To make Seoul a happy, livable city, I will manage its budget wisely, cutting large-scale festivals and reviewing unverified construction projects,” she said. “The savings will be spent on programs to help citizens in difficult financial situations, in light of inflation and surging jeonse [key money].”

시장 출마 선언

한나라당 나경원 최고위원이 23일 서울시장 보궐선거에 출마하겠다고 선언했다. 그는 “2014년까지 서울시의 부채를 절반으로 줄이겠다”며 “대규모 축제·행사 등 전시성 예산을 줄이고 검증되지 않은 개발사업은 시민·전문가의 의견을 토대로 다시 한번 점검하겠다”고 말했다. ‘디자인 서울’ ‘한강 르네상스’ 등을 대표 상품으로 내세웠던 오세훈 전 시장과 차별화하겠다는 뜻을 밝힌 것이다.

　나 최고위원은 기자회견에서 “오 전 시장이 잘한 점은 지속적으로 가져가겠지만 (그가) 소통이 부족했다는 아쉬움이 있다”고 말했다. 이어 “내 생각만 고집하진 않겠다. 서울시장은 갈등을 조정하는 자리다. 충분히 듣고 충분히 조정하겠다”고 했다. 민주당이 절대 다수인 시의회와의 갈등을 극복하지 못하고 무상급식 주민투표로 정면 대결한 오 전 시장의 전철을 답습하진 않겠다고 한 것이다.

　나 최고위원은 자신을 “한 남자의 아내, 두 아이의 엄마”라고 소개하며 “야무진 엄마의 손길로 야무진 생활시정을 구현하겠다”고 했다. 그러면서 ▶장애인·독거노인·저소득층 등을 위한 생활복지 기준선 마련 ▶개발 중심 도시계획에서 생활 중심 도시계획으로 전환 ▶안전·안심도시 건설 ▶일자리 풍부한 경제도시 건설 ▶고품격 문화도시 조성 ▶서울과 수도권이 협력하는 생활공동체 형성 등의 공약을 제시했다.

　- 출마를 결심한 배경은.

　“시장이 도시의 경쟁력을 만드는 것도 필요하지만 사회에서 낙오된 사람들이 함께 살 수 있는 환경을 만들어 가는 게 중요하다고 본다. 저는 정치 시작하면서부터 지금까지도 그런 마음을 가져왔다. 약자가 현실의 벽을 넘어설 수 있게 도와주고 보듬는 정책으로 함께 가는 서울시를 만들도록 하겠다.”

　- 박근혜 전 대표에게 지원을 부탁할 것인가.

　“당의 후보로 확정된다면 찾아뵙고 부탁 말씀을 드릴 예정이다. (나의) 바람은 (박 전 대표가) 이번 선거에 나와 지원해 주시는 것이다. 당 지도부도 그것을 원하겠지만 박 전 대표 의견을 존중하겠다.”

　- 이석연 전 법제처장과의 후보 단일화에 대한 생각은.

　“이 전 처장과 시민단체들이 희망하는 가치가 한나라당의 가치와 크게 다르지 않기에 언제든 대화할 수 있다.”

　나 최고위원은 출마선언 직후 마포노인종합복지관을 찾아 30여 분간 점심 배식봉사를 하고 복지관 노인들과 인사를 나누는 것으로 선거 활동에 돌입했다. 한나라당에선 김충환 의원이 경선 후보로 이미 등록한 상태다. 그러나 그의 지지율이 나 최고위원의 지지율에 크게 못 미치기 때문에 25일 열리는 공천심사위원회에서 나 최고위원을 서울시장 후보로 추대하면서 경선을 하지 않을 가능성이 크다.

　한편 이 전 처장은 23일 “지금 본격적으로 단일화를 논할 상황과 때가 아니다”고 말했다. 한나라당이 요청한 입당 시한인 이날 바깥에서 뛰겠다는 입장을 밝힌 것이다. 그는 기자간담회에서 “지금 중요한 것은 나를 알리고, 시민사회의 목소리를 모아 보수정치권의 각성을 이끌어 내는 것”이라고 강조했다. 그러면서도 “한나라당까지 포함하는 범여권 후보 단일화가 필요하다”고 했다. 단일화 가능성을 남겨 놓은 것이다. 그는 “이번 보선의 법정 선거비용인 38억8000만원의 10분의 1 이하로 선거비용을 쓰겠다. 1만 표만 얻더라도 돈 안 드는 깨끗한 선거를 보여 주고 싶다”고 했다. 그러면서 각 가구로 배달되는 선거 홍보물도 제작하지 않겠다고 했다.
