North, U.S. to talk on war dead recovery

North Korea and the United States will likely meet in Malaysia next month to discuss the long-stalled project of excavating and repatriating remains of U.S. soldiers killed in the Korean War, a Seoul official told the JoongAng Ilbo yesterday.

The news, following a second round of inter-Korean talks in Beijing Wednesday and other Pyongyang-Washington exchanges planned for later this year, suggests the road to resuming six-nation talks on the North’s denuclearization is getting smoother.

The first reunion of Korean families divided between the United States and North Korea is expected soon.

The reunion of 10 families was agreed upon last month and is supposed to lead to more reunions.

A North Korean orchestra is also reportedly planning to visit the United States for a performance in November in response to the New York Philharmonic’s performance in Pyongyang in 2008.

Diplomatic observers in Seoul said that although cultural and humanitarian exchanges are technically separate from politics, they signal a thaw between the United States and North Korea and the two countries are getting closer to a breakthrough in restarting the six-party talks.

A high-ranking Seoul official said yesterday the United States and the North are discussing another round of denuclearization talks sometime next month in a third country. The nuclear envoys of the two nations met in New York in July.

The Wednesday meeting between South Korea’s envoy on the North Korea nuclear issue, Wi Sung-lac, and his North Korean counterpart Ri Yong-ho, their second meeting in two months, produced no tangible results. But the two sides described it as “constructive.”

Foreign Ministry spokesman Cho Byung-jae told the media yesterday that he expected the two Koreas to have additional bilateral contacts.

Before returning from Beijing yesterday, Wi met Wu Dawei, China’s top delegate to the six-party talks, to discuss the next steps in the resumption of the six-party talks.

At the closed-door meeting, Wi said progress could be made if inter-Korean talks continue, and he requested cooperation from China in persuading the North to show seriousness about this issue, the officials said.

북·미, 미군 유해발굴 회담 6년만에 재개

내달 중순 쿠알라룸푸르서 개최
미국 그동안 2800만 달러 지불

북한과 미국의 유해 발굴 회담이 다음 달 중순 말레이시아 쿠알라룸푸르에서 열릴 것으로 알려졌다. 2005년 유해 발굴 사업이 중단된 지 6년 만이다. 고위 외교 소식통은 22일 “최근 북·미 양측이 6·25전쟁 때 사망한 미군 유해의 발굴·송환 협상 재개 문제를 최종 조율한 것으로 안다”며 “회담 장소는 과거 양측의 유해 발굴 및 미사일 협상 단골 장소였던 쿠알라룸푸르로 정해졌다”고 말했다. 1996년부터 10년간 유해 공동 발굴 대가로 북측에 약 2800만 달러를 지불한 미국은 조지 W 부시 미 행정부 때인 2005년 미측 발굴 인력의 안전이 보장되지 않는다는 이유로 사업을 중단했다. 외교 소식통은 “유해 발굴 사업은 지난 2월 김영춘 북한 인민무력부장이 로버트 게이츠 당시 미 국방장관에게 북·미 군사 고위급 회담을 제안하면서 제시한 핵심 의제 중 하나”라며 “미국이 당시 회담 제의를 거절하면서도 유해 발굴 카드를 대화 고리로 갖고 있었던 셈”이라고 말했다.

한편 21일 베이징에서 열린 남북 2차 비핵화 회담에서 부분적인 진전이 있었다는 평가가 나오는 가운데 북·미 2차 핵 대화를 비롯, 각종 대화가 급물살을 타는 분위기다.

정부 고위 당국자는 “스티븐 보즈워스 미 대북정책 특별대표와 김계관 북한 외무성 제1부상이 평양, 뉴욕이 아닌 제3의 장소에서 만날 가능성이 크다”고 말했다. 두 사람이 독일 베를린이나 싱가포르 등에서 만나 6자회담 재개와 관련한 접점을 찾을 것이란 기대도 나오고 있다. 정부 당국자는 “미국 내 한인 이산가족들의 북한 내 가족 상봉 논의도 궤도에 올라서고 있다”며 “양국 적십자사가 조만간 10가족을 대상으로 시범상봉을 진행할 것으로 안다”고 말했다. 북한 조선국립교향악단의 미국 공연도 추진되고 있다. 미국 자유아시아방송(RFA)은 이날 조총련 관계자의 말을 인용해 “조선국립교향악단의 미국 공연이 거의 결정됐다”며 “미국 민간단체를 통해 접촉을 진행 중”이라고 보도했다. 북한 교향악단의 방미는 2008년 뉴욕필하모닉의 평양 공연에 대한 답방 형태로 보인다.

　유해 발굴과 이산가족 상봉, 교향악단의 방미 추진 등은 인도주의 문제 또는 민간 문화행사로 미국의 대북 핵심 정책인 핵 문제와는 별개라는 주장도 있다. 하지만 다양한 형태의 대화·교류가 획기적인 국면전환을 시사한다는 점에서 주목할 일이다.
