Five state-run colleges will face restructuring

Five state-run colleges, including two top regional universities in Gangwon and North Chungcheong, were put on a list of schools requiring restructuring, the Ministry of Education, Science and Technology announced yesterday.

The colleges, the bottom 15 percent of the country’s 38 state-run universities, were singled out for low marks on various criteria such as graduate employment rate and new student recruitment rate, the ministry said.

The five schools are Kangwon National University, Chungbuk National University, Gangneung-Wonju National University, Kunsan National University and Busan National University of Education.

The schools will now be required to submit self-restructuring plans by January, which should contain ministry-mandated requirements such as abolishing direct elections of college presidents and merging or streamlining departments.

The restructuring plans are to be implemented within a year from when they are submitted, otherwise the colleges will face penalties such as cuts in their enrollment quota, cuts in government subsidies and ineligibility for an increase in the number of faculty.

Some of the listed schools protested the ministry’s evaluation, saying that positive steps they were taking were not taken into consideration.

“The condition of our school is good, so much so that we have been a beneficiary of the ministry for years,” said an official at one of the five schools who requested anonymity. “The assessment this time over-emphasized some criteria like new student recruitment rate.”

The ministry added that it would soon conduct on-site management inspections of 17 private colleges that it tentatively named earlier this month as the most poorly managed schools in the country. The 17 colleges were warned on Sept. 6 that they would face restrictions on government student loans starting next academic year.

Ministry officials also warned that the 17 schools had a high chance of being on the finalized list of poorly managed colleges, to be announced by the end of the year, which will be subject to more stringent restructuring requirements and severe penalties.

국·공립대 구조조정... `험로` 예고

[교과부 선정에 전국 국립대 반발 잇따라]

23일 교육과학기술부의 `구조개혁 중점추진 국립대학` 선정과 관련, 전국 국공립대의 반발이 잇따르고 있다.

이날 대학가에 따르면 충북대는 교과부의 선정 결과에 반발, 보직교수 전원이 사퇴를 결의했다. 충북대는 "일방적 학생 수 기준에 따른 상대평가로 하위 15% 대학을 선정해 지방대학을 더 황폐화시키고 있다"며 "보직자 전원이 이번 사태에 책임을 지고 사퇴를 결의했다"고 밝혔다.

충북대는 "평가의 본질과 대학교육의 본질을 외면하면서 취업률과 재학생 충원율 등 교육기관 평가 지표 값만 올리면 된다는 사고를 확신시켰다"고 지적했다.

부산교대도 크게 반발하고 나섰다. 부산교대는 이날 성명에서 "부산교대가 구조개혁 중점추진 국립대로 지정된 데는 졸업생의 낮은 임용율이 크게 작용했을 것"이라며 "부산은 학령인구 감소로 초등교사 임용 정원이 졸업정원의 23%에 불과하다"고 항변했다.

부산교대는 이어 "이런 가운데도 최근 5년 동안 졸업생의 48%가 초등교사로 임용됐다"며 "다른 지역의 경우 졸업정원의 최고 145%가 초등교사로 선발되는 점을 보면 교과부의 이번 결과는 불합리한 측면이 있다"고 비판했다.

부산교대 총학생회도 오는 26일 학교 정문에서 기자회견을 열고 구조개혁 대상 국립대 선정 철회와 함께 국립대 구조조정 계획 백지화를 촉구할 방침이다.

군산대도 이날 보도자료를 통해 "열악한 지역 여건을 고려하지 않고 취업률과 재학생 충원율 등 평가지표만을 과도하게 적용했다"며 "총장 직선제를 폐지하기로 한 대학을 제외하는 등 당초 계획됐던 지표가 일관성 없이 적용됐다"며 불만을 터뜨렸다.

그러나 군산대는 이와 함께 대학 경쟁력 강화방안도 함께 내놨다. 군산대는 총장 직속 `대학선진화 전략기획팀`을 신설, 책임지도교수제, 개인 맞춤형 집중교육제, 학생 이력관리 시스템 등을 도입하기로 했다.

앞서 전국 국공립대학교수회연합회도 정부의 `구조개혁 중점추진 대학` 선정과 관련, "특별관리 대상 대학 지정을 철회하라"고 촉구했다. 연합회는 이날 서울 세종로 정부중앙청사 인근에서 기자회견을 갖고 "교과부가 국립대학을 황폐화시킬 `국립대 선진화 방안`을 만들어 국립대의 반대를 묵살한 채 강행 추진하고 있다"고 비판했다.

한편, 정부는 이날 전국 38개 국공립대학 가운데 강원대, 충북대, 강릉원주대, 군산대, 부산교대 등 5개 대학을 `구조개혁 중점추진 대학`으로 지정했다.
