Bringing a long-simmering savings bank crisis to an abrupt boil, seven savings banks were suspended yesterday as local financial regulators ripped the lid off their full-scale investigation into the savings sector’s books. Two large savings banks landed in the guillotine, including Tomato Savings Bank and the Kosdaq-listed Jeil Savings Bank.

금융당국이 저축은행들의 경영진단 결과를 발표하면서 7개 저축은행을 영업 정지해 곪고 곪은 저축은행 문제가 표면으로 터져 나왔다. 토마토저축은행과 코스닥에 상장된 제일저축은행 등 2개 대형 저축은행도 영업 정지됐다.

However, even with six more savings banks reported to have dangerously low solvency ratios, government officials hastened to assure the public that additional suspensions were “procedurally” unlikely during the remainder of this year.

그러나 추가로 6개 저축은행도 지불능력이 위험수위에 이른 것으로 알려지면서 금융당국은 “절차상” 올해 남은 기간 동안에는 추가로 영업정지를 내리기는 힘들다며 예금자들을 서둘러 안심시켰다.

Financial authorities and analysts feared that yesterday’s announcement could spark bank runs that could trigger a wave of liquidity crunches in other savings banks, similar to the domino-like suspensions that closed four minor savings banks in the Busan Savings Bank group after its flagship bank was suspended in February.

금융당국과 애널리스트들은 어제 영업정지 발표가 예금인출 사태를 촉발시켜 다른 저축은행들도 유동성 위기를 겪게 될 것이라고 우려했다. 지난 2월에 부산저축은행 그룹의 주 은행이 영업정지되자 부산저축은행 그룹의 다른 4개 저축은행들도 도미노처럼 결국 문을 닫게 됐었다.

Yesterday, the Financial Services Commission announced that seven savings banks - Tomato, Jeil, Jeil II, Prime, Daeyeong, Ace and Parangsae - had been suspended en masse as of noon that day. The total number of savings banks closed this year is now 16.

어제 금융위원회는 토마토, 제일, 제일2, 프라임, 대영, 에이스, 파랑새 등 7개 저축은행을 어제 정오부터 일제히 영업을 정지시켰다고 발표했다. 올해 문을 닫은 저축은행이 모두 16개가 됐다.

“The [suspensions] are the result of ... a full-scale operational review of 85 savings banks over roughly seven weeks,” said FSC Chairman Kim Seok-dong at a packed press briefing at the FSC headquarters in Yeouido, western Seoul. All seven banks had Bank of International Settlements (BIS) ratios, a measure of bank solvency, of less than 1 percent.

김석동 금융위원회 위원장은 여의도 금융위 브리핑실을 가득 메운 기자들에게 “영업정지 결정은 7주간에 걸쳐 85개 저축은행들에 대해 철저하게 경영진단을 내린 결과이다”고 말했다. 영업정지를 받은 7개 저축은행은 국제결제은행(BIS) 자기자본비율이 1% 미만이었다.
