GNP chief Hong gets nod to go to Kaesong

The leader of the ruling Grand National Party yesterday announced a plan to visit the Kaesong Industrial Complex in the North on Friday.

It will be the first time an incumbent chairman of the conservative party visits the North.

“I discussed with the unification minister last Thursday [the plan to visit Kaesong], sought the North’s opinion on it unofficially and received a positive response,” Hong Joon-pyo told a media conference at the party’s headquarters in Yeouido, Seoul.

The North sent a letter agreeing to his proposal to visit yesterday, he said.

Since being elected as GNP chairman in early July, Hong has called for more flexible policies toward the North, as the hard-line stance Seoul has adopted since two military attacks last year showed dwindling popularity ahead of major elections next year.

Hong had said in a parliamentary speech Sept. 7 that he intended to visit the Kaesong complex.

Kaesong, the only inter-Korean economic program still functioning, houses more than 120 South Korean companies, which use cheap North Korean labor to produce goods for export to the South and beyond. Currently, more than 46,000 North Koreans are working at the complex.

Hong said he will talk to the South Korean companies at Kaesong about the difficulties of doing business there.

He said he has no plan yet to meet North Korean officials.

But he said the visit is also intended to make a breakthrough in strained inter-Korean relations, which he said have continued since the shooting death of a South Korean tourist at the Mount Kumgang resort in 2008, the sinking of a South Korean warship in March 2010 and the shelling of the South Korean island of Yeonpyeong in November 2010.

“I heard it takes 15 days to a month for Pyongyang to approve a visit to the North,” Hong said. “But this time my intention to visit was delivered unofficially last Friday and the agreement from the North arrived today. I think the North side sees this as a meaningful visit.”

개성공단 가는 홍준표 북한 김양건 만나나

한나라당 홍준표(사진) 대표가 30일 하루 동안 북한 개성공단을 방문한다. 한나라당 당 대표가 북한을 방문하는 건 1997년 창당 이래 처음이다. 박근혜 전 대표가 2002년 방북할 당시는 무소속 의원 신분이었다.

　홍 대표는 27일 기자간담회에서 “지난 7일 국회 교섭단체 대표연설에서 개성공단 방북 의사를 밝힌 뒤 지난주 류우익 통일부 장관과 협의해 북한에 비공식적으로 의사를 타진한 결과 오늘 오후 북한 측에서 긍정적인 답변이 와 개성공단을 방문하기로 했다”고 말했다.

　그는 방북 이유에 대해선 “경색된 남북관계를 풀어야 한다는 게 국민의 요구라고 판단했다”며 “2008년 금강산 박왕자씨 피살 사건과 2010년 천안함·연평도 사건으로 정치·군사적 문제는 직접 풀기 어려워 남북경제협력이나 인도적 지원을 통해 남북관계의 신뢰를 구축해보자는 뜻”이라고 설명했다.

　-방북해서 하는 일은.

　“개성공단 (입주)업체들로부터 애로사항을 청취한 뒤 해결을 해서 개성공단을 활성화할 것이다.”

　-대통령과 사전에 상의했나.

　“ 말씀드린 적이 있다.”

　-북측 관계자는 누구를 만나나.

　“지금으로선 만날 계획 없다. (만나게 되면) 갔다 와서 보고하겠다.”

-‘실무방문’으로 방북 의미를 축소한 이유는.

＂너무 세게 나가면 보수층이 반발할 수 있지 않겠나.”

　당 관계자들에 따르면 홍 대표는 지난 10일 이명박 대통령과 회동 때 “개성공단을 직접 방문하겠다”는 뜻을 전달했다고 한다. 그간 통일부 장관을 대북강경론자인 현인택 전 장관에서 류우익 장관으로 교체할 것을 건의해온 홍 대표는 이 대통령이 이를 받아들이자 자신이 남북관계를 위해 직접 나서겠다는 의지를 전한 것이다. 당시 이 대통령은 홍 대표에게 “참으라”며 좀 더 기다릴 것을 주문했다고 한다. 그러나 류 장관이 19일 공식 취임하자마자 개성공단 방북을 밀어붙인 것이다.

　한나라당을 ‘역적패당’이라고 비난해왔던 북한 당국도 홍 대표의 방북 요청에 이례적으로 빨리 반응했다. 23일 북측에 방북의사를 타진한 뒤 나흘 만인 27일 오후 대남 경제협력 창구인 ‘민족경제협력연합회(민경련)’ 명의로 “한나라당 대표단 홍준표 선생의 개성공업지구 방문에 동의하며 체류 기간 편의를 제공하겠다”는 동의서가 날아왔다.

　방북단의 일원인 김기현 대변인은 “개성공단 입주업체의 애로사항이 대부분 지난해 3월 천안함 폭침 사건 이후 대북 신규 투자를 금지한 ‘5·24 경제제재 조치’와 관련이 있다”며 “‘5·24 조치’와 관련된 실질적인 진전이 있을 수 있다”고 말했다.

　이번 홍 대표의 방북에는 통일부 최보선 남북협력지구지원단장도 함께 가는 만큼 ‘5·24 조치’ 해제 문제를 논의하기 위한 북한 당국자와의 회동 가능성도 제기된다. 여당 대표의 첫 방북인 만큼 북한도 사실상 민경련을 통제하고 있는 김양건 통일전선부장이 나올 것이란 관측도 있다.
