Jong-un still in shadow: Envoy

Despite a third-generation power succession in North Korea that is apparently underway, support for it from its citizens is not yet universal, the outgoing British ambassador to North Korea said yesterday.

Peter Hughes, who wrapped up a three-year term as Britain’s envoy to Pyongyang, shared his insights into the reclusive regime in a meeting with South Korean reporters in Seoul on his way back to London.

Hughes said Kim Jong-un’s first public appearance in late 2010 alongside his ailing father was seen as signaling the end of selecting Kim Jong-il’s successor and the beginning of the power transfer.

The ambassador said that what he observed in North Korea was limited because of the regime’s tight control of foreign diplomats’ activities but said, “One does get to hear from others who have more access that there is no universal support for succession.”

While he said it has become a “habit” at national events to propose a toast to the health of the two Kims, Hughes said there has not been a formal announcement or acknowledgement of the dictator’s youngest son as his successor. People refer to Jong-un as just a general, Hughes said, not as someone to replace his father.

He cited a rumor that young loyalists to the junior Kim have begun replacing older officials but said there was no visible indication of a power succession. “We have observed no change in the leadership, no change in the atmosphere,” Hughes said.

The pace of the transfer, slower than what has been speculated given the deteriorating health of the North’s 69-year-old leader, could be influenced by the regime’s botched currency reform, which happened from November 2009 to February 2011, the ambassador said.

The currency reform, which resulted in the closure of black markets in the North, caused uncertainty and rising public discontent, Hughes said, referring to an apology made by the regime for the difficulties caused by the reform, though it was delivered to officials gathered at a public stadium and not to the public.

“People were very concerned by the currency reform,” he said.

Hughes, however, said he saw little chance of a mass uprising occurring in the North like the Jasmine Revolution in the Middle East because of the tight control over travel and information flowing into the country.

김정일 북한 국방위원장의 셋째 아들 김정은이 아직 후계자 입지를 굳히지 못했다는 주장이 나왔다. 피터 휴스 전 평양 주재 영국대사는 28일 서울에서 열린 관훈토론회에서 “북한 관리들에게 김정은이 어떤 사람이냐고 물으면 ‘대장’이라고만 할 뿐 후계자라거나 김정일을 대체할 인물이라고 말하지 않는다”고 말했다. 휴스 전 대사는 3년간의 임기를 마치고 영국으로 돌아가는 길에 한국에 들렀다.

　그는 이어 “북한 주민이 외국인인 나에게 후계 문제에 대해 직접적으로 불만을 표시한 적은 없다”며 “하지만 권력 승계에 대한 보편적이고 전폭적인 지지는 없다고 전해 들었다”고 덧붙였다.

　그럼에도 김정일 정권에 대한 집단적인 반발 가능성은 희박하다고 휴스 전 대사는 주장했다. “시민사회가 형성되지 않은 데다 집단적으로 불만을 표출할 중심 세력도 존재하지 않기 때문”이라고 설명했다. 그는 “(북한 사회는) 상호 간 의사소통이 철저히 통제되고 있으며 누가 엿들을지 몰라 주민들이 매우 조심스럽게 이야기한다”고 전했다. 최근 잇따라 발생한 중동의 민주화 요구 시위에 대한 정보도 철저히 차단됐다고 했다. “이집트 무바라크 대통령의 사임 뉴스만 간단히 나온 적이 있었을 뿐 중동 민주화 관련 소식은 전혀 보도되지 않았다”는 것이다.

　그러나 만성적인 경제난에도 불구하고 “북한에 있는 동안 작지만 주목할 만한 변화들이 평양에서 목격됐다”고 전했다. “도로에 주로 중국에서 생산된 차가 많아졌고, 좋은 옷을 입고 외식을 하는 사람들도 늘었다”고 했다. 휴스 전 대사는 가장 큰 변화로 휴대전화의 확산을 꼽았다. 그는 “이동통신 가입자가 60만 명을 돌파해 평양에서는 휴대전화를 이용하는 풍경이 흔해졌다”고 말했다.

◆북·영 관계=북한과 영국은 2000년 수교 이후 각각 런던과 평양에 대사관을 개설하고 외교관을 파견해 왔다.
