In lieu of donors, Park Won-soon rallies ‘investors’

Park Won-soon, the liberal activist and front-runner in the Seoul mayoral race, raised 3.885 billion won ($3.3 million) in campaign donations in a mere 47 hours - after promising to repay donors after the election with interest.

Park, a 55-year-old lawyer and head of the Hope Institute, employed a new method of fundraising by selling “Park Won-soon Fund” shares to his supporters. Park guaranteed donor-investors a 3.58 percent annual interest rate on their money and promised to pay back the principal and interest before Dec. 25.

Park’s goal of 3.885 billion won is the statutory limit of campaign spending for the Seoul mayoral election under the Public Official Election Act.

Under Korea’s election system, designed to produce fair and clean races, the National Election Commission calculates a maximum amount of election expenses for each race and reimburses candidates after the election if they have followed all the rules. Winning candidates get all their expenses reimbursed and a scale is used for losers depending on the percentage of votes they receive.

Candidates who spend more than the maximum can be punished legally, and winning candidates can have their victories voided for violating the law.

Park said he will pay investors the interest he promised out of his own funds.

The sale of shares in the Park Won-soon Fund began at noon Monday and investors dove in. In the first day, they poured 2.53 billion won into the fund. The final amount was reached at 11 a.m. Wednesday.

According to a spokesman for Park’s camp, 5,778 investors bought into the fund, and the average amount of investment was 672,000 won. The minimum investment was 100,000 won.

And more wanted in. Although 7,211 people tried to invest a total of more than 4.5 billion won, the bank account was automatically shut when the fundraising goal was met, the spokesman said.

“It is a miracle,” Park said. “I think the people are telling me that they will be the capital for me. I was deeply touched and feel a heavy responsibility. I feel that this is an election campaign of a new era, and I was able to foresee the Seoul residents’ desire.”

Park is to run in a primary of liberal candidates Monday against Democratic Party nominee Representative Park Young-sun and Choi Gyu-yeop of the Democratic Labor Party.

Park’s idea of borrowing money from individuals and returning it after the election with interest was, in fact, borrowed. It was first used by Rhyu Si-min during last year’s local elections, when he ran in the Gyeonggi governor race. Rhyu reached his goal of 4.1 billion won in three days but lost the race.

The idea was seen as a fresh attempt in the political arena to show transparency. At the time, the National Election Commission confirmed that the new method of fundraising was legitimate, as long as the interest payments were not unreasonably low.

Some well-known figures invested in the Park Won-soon fund, such as the founder of Internet company Daum, Lee Jae-woong, and Seoul National University law professor Cho Kuk.

News of Park’s fund spread quickly on social network services, and the power of young, liberal SNS users will likely help him in the primary Monday.

The three candidates in the primary will be scored in three different ways: through a public opinion poll (counting for 30 percent of their scores), an evaluation of a televised debate (30 percent) and a vote by an electoral college (40 percent).

While Park is leading public opinion polls, the voting by 30,000 people at Jangchung Stadium could favor the DP’s Park Young-sun. The voters will be selected randomly from applications, and the DP has ordered its Seoul chapters to recruit as many members as possible to register for the voting.

Park is expected to use social network services to encourage his supporters to apply to vote in the primary.

Meanwhile, Representative Kang Yong-seok yesterday said that a civic group once led by Park received massive donations from Lone Star Funds, a U.S. buyout firm that was fiercely criticized by liberals, including Park, for its acquisition and lucrative sale of the Korea Exchange Bank. Kang is an independent who used to be affiliated with the conservative ruling Grand National Party before his expulsion in a sexual harassment scandal.

Park’s spokesman, Song Ho-chang, said yesterday most of the donations from Lone Star were returned.

‘5일 대첩’이 펼쳐진다. 민주당 박영선 의원과 무소속 박원순 변호사 간 서울시장 범야권 후보 경선룰이 28일 확정됐기 때문이다. 10월 3일 단일화 승부까지 남은 시간은 꼭 5일. 두 후보는 여론조사(30%), TV토론 후 배심원 평가(30%), 시민참여경선(40%) 등 ‘세 종목’에서의 득표율을 합산해 우열을 가린다. 세 종목 중 여론조사는 현재 박 변호사가 우세하다. ‘야권 단일후보 선호도’를 물은 대부분의 여론조사에서 박 변호사는 55% 안팎을, 박 의원은 30% 안팎의 지지율을 보였다. 그러나 두 사람의 격차가 10%포인트 이내로 좁혀진 일부 여론조사도 발표되는 등 박 의원이 상승기류를 타고 있어 민주당은 선전을 기대하고 있다.

　서울시민 중 무작위로 추출된 배심원 2000명에게 TV토론 후 전화로 승자를 묻는 배심원 평가는 여론조사와 성격이 비슷해 박 변호사의 우세종목으로 꼽힌다. 하지만 앵커 출신의 박 의원이 TV토론에서 의외로 선전할 수 있다는 분석도 있다.

　가장 반영비율이 높은 시민참여경선은 제1야당인 민주당이 우세하다는 예상이 일반적이다. 시민참여경선은 전화 및 인터넷으로 선거인단 신청을 받아 추첨을 통해 선발한 3만 명의 선거인단이 장충체육관에 모여 직접 투표하는 방식이다. 선거인단 명부를 미리 공개하기로 양측이 합의해 이들을 대상으로 한 선거 운동도 가능하다. 박 의원에게 유리한 대목이다. 민주당은 이날 서울의 48개 지역 위원장에게 2000명씩 국민참여경선 선거인단에 신청하도록 ‘동원령’까지 내린 상태다.

　그러나 소셜네트워크서비스(SNS)에서 일고 있는 ‘바람의 힘’을 경시할 수 없다는 분석도 나온다. 박원순 변호사가 일방적으로 불리하지만은 않을 것이란 얘기다.

　SNS라는 ‘무형의 조직’에서 박 변호사가 강자임은 ‘박원순 펀드’에서도 확인됐다. SNS를 통해 확산된 박원순 펀드의 약정금액은 이날 오전 11시 목표 금액인 39억원을 넘어서 마감됐다. 모금 시작 47시간 만이다. 지난해 6·2 지방선거 때 개설 사흘 만에 목표 금액인 41억원을 채운 ‘유시민 펀드’와 맞먹는 속도다. 박원순 펀드엔 다음(Daum) 창업자인 벤처사업가 이재웅씨와 조국 서울대 법학전문대학원 교수도 가입해 힘을 실었다. 박 변호사를 지지하기 위해 경선에 참여하자는 여론이 SNS를 통해 번질 경우 시민참여경선도 혼전으로 이어질 수 있다.

　박 의원 측은 “우리는 여론조사 격차를 최대한 줄여 이를 현장투표(참여경선)에서 만회해야 하지만, 박 변호사 측은 여론조사 격차를 최대한 벌여 놓고 현장에서 SNS 등을 활용해 격차를 줄이려고 할 것”이라고 말했다.

　경선룰에 합의한 뒤 첫 선거운동 과정에서 박 의원과 박 변호사는 하루 동안 세 번 마주쳤다. 오후 1시20분 ‘야권 단일 후보 선출을 위한 합의문 협약식’에서 만난 뒤 2시30분엔 서울시의회에서 열린 서울시 대학생 학자금 이자 지원 조례 재정을 위한 공청회에서, 3시엔 친환경 무상급식 주민투표 평가 토론회에서 마주쳤다. 지지층과 주 공략층이 겹치기 때문이다. 박 의원은 “보고 또 보니 정이 많이 들 것 같다”고 했고, 박 변호사는 “계속 같이 다녀도 좋을 것 같다”고 말했다. 둘 사이 신경전도 오갔다. 박 의원은 “이번 시장 선거는 한나라당의 가짜 복지와의 전쟁을 치러내야 하는 막중한 선거”라며 민주당의 역할을 우회적으로 강조했다. 박 변호사는 “시 의회와 협력하고 단체들이 함께 한다면 (무소속 시장도) 어려움 없이 (시정을) 추진할 수 있을 것”이라고 맞받았다.
