Construction on the Yanghwa Bridge in western Seoul emerged as a political issue ahead of the Oct. 26 mayoral by-election after frontrunner Park Won-soon demanded it be suspended until the new mayor is elected.

Park’s spokesman Song Ho-chang said yesterday and Sunday that the Seoul city government should “immediately stop the ongoing Yanghwa Bridge construction.”

“After the new mayor is elected, civil groups, city government officials and analysts should discuss whether to continue the construction,” Song said. “Park thinks he would continue the project if he concludes it is right to go on, but if he doesn’t, he wants it suspended now.”

Grand National Party candidate Na Kyung-won took the opposite position.

“Although we will review the Han River Renaissance project, we will keep construction going and seek ways to improve efficiency,” Na’s spokesman Shin Ji-ho said.

The bridge is part of former mayor Oh Se-hoon’s Han River Renaissance Project, which includes building three artificial, floating islands for tourism and conferences, refurbishing parks and constructing bicycle-friendly areas.

The biggest part of the plan is the West Sea Waterway project, which is supposed to boost the Han’s links with the Yellow Sea and ports in China. Oh’s vision was to allow international freighters to ply the route, and also ferry services in order to attract tourists from 2012.

The first stage of that project is reconstruction of the 3,635 foot Yanghwa Bridge, which began last April. Its narrowly spaced posts will be widened to allow 5,000 ton cruise ships to pass under the bridge. The construction will cost 41.5 billion won ($35.1 million) and is 80 percent complete.

The opposition-controlled Seoul city council didn’t approve a budget for the work because it opposes Oh’s plans, saying they’re basically a part of the Lee Myung-bak administration’s four rivers restoration project.

Oh pushed ahead with the bridge work by using the city government’s emergency budget. Construction is scheduled to be completed in May 2012.

Seoul’s city government slammed the call to suspend work.

“If the construction is suspended, the minimum amount of damages will cost about 10.7 billion won,” Song Deuk-beom, a senior Seoul city government official in charge of the construction, said. “Furthermore, we can’t leave the bridge half done.”

“We spent about 32 billion won on the bridge until now,” said Lee Jin-yong, another city official. If construction is stopped, we will have wasted the money. It’s ridiculous to suspend work because the bridge will be completed if we spend an additional 9 billion won. If the construction is halted, the construction company building would file a lawsuit against the city government. It is more economical to carry on with the project.”

Park’s spokesman Song retorted yesterday, saying, “The city government’s logic is that construction should go on because it’s not finished. That kind of logic has devastated the previous budget of the city government.

“If the city government keeps construction going,” he said, “its officials will have to take the responsibility for its result.”

반쪽 아치, 기구한 양화대교

서울시, 맞은편 공사 1일 시작 … 박원순 측 “새 시장 결정 때까지 중단하라”


서울시장 보궐선거의 물살이 양화대교에 몰아치고 있다. ‘버드나무(楊花) 다리’라는 낭만적 이름과 달리 정치적 외풍을 많이 탔던 양화대교가 시장 선거의 정책 이슈로 떠올랐다. 상류 쪽 아치 공사를 하기 위해 1일부터 ‘ㄷ’자 모양의 가교를 본래의 다리에 연결하는 공사가 시작되면서부터다.

 서울시장 선거에 나선 박원순 변호사의 대변인 송호창 변호사는 2일 “서울시는 양화대교 공사를 즉시 중단해야 한다”고 말했다. 그는 “새 시장이 선출된 후 전문가, 시민단체, 시 공무원들이 이 문제를 논의해 추진 여부를 결정해야 한다”며 “(박 변호사가 시장이 될 경우) 타당하다 싶으면 공사를 계속하고, 그렇지 않으면 중단한다는 입장”이라고 말했다.

 이에 대해 한나라당 나경원 후보 측의 신지호 의원은 “한강 르네상스 사업을 재검토하겠지만 이미 진행 중인 사업은 계속 추진하고, 최대한 활용도를 높이는 방안을 찾을 것”이라고 말했다. 이는 양화대교 공사를 계속해야 한다는 뜻으로 박 변호사 측과는 입장이 갈렸다.

 양화대교는 지난해 2월부터 13, 14번 교각을 없애 교각 간격을 35~42m에서 112m로 넓히는 아치교 공사를 하고 있다. 교각이 떠받치던 다리 상판을 아치를 만들어 지탱하는 방식으로 바꾼다. 교각을 없애 대형 유람선이 다리 밑으로 다니게 하기 위한 공사다. 하류 쪽 아치 공사는 이미 끝났다. 지금은 상류 쪽 다리를 아치교로 바꾸기 위해 공사 중이다. 전체 공정은 80% 진행됐고, 내년 5월 완공 목표다. 총 공사비는 415억원이다.

 양화대교 공사는 오세훈 전 서울시장이 한강 르네상스 사업의 일환으로 시작했다. 민주당이 다수인 서울시의회는 이를 반대해 올해 예산에서 공사비를 전액 삭감했다. 이에 대응해 서울시는 예비비를 전용해 공사를 해왔다.

송득범 서울시 도시기반시설본부장은 “공사 중단에 따른 직접 손실만 107억원이다. 외관상으로도 반쪽 아치교로 남겨 놓을 수는 없는 일 아니냐”고 말했다.

 양화대교만큼 정치적 바람을 많이 탄 다리도 드물다. 양화대교는 한강 다리 중 두 번째로 세워졌고, 국내 기술로는 첫 번째 만든 다리다. 구교(왕복 4차로)가 1965년 개통됐고, 82년 신교(왕복 4차로)가 증설돼 지금의 왕복 8차로 양화대교가 됐다. 다리를 만든 목적은 전방으로 군용 물자를 원활하게 수송하기 위해서였다. 성수대교 붕괴(94년)로 한강 다리의 안전이 이슈가 됐을 때 가장 먼저 문제가 돼 구교를 철거한 후 재시공했다. 한강 유람선 사고가 처음 난 곳도 양화대교다. 86년 10월 ‘새한강1호’가 운행 4일 만에 양화대교 교각을 들이받아 승객 13명이 다쳤다.
