Tours for Chinese to Kumgang being expanded

BEIJING - North Korea is expanding travel routes between China and its scenic resort in Mount Kumgang, a source familiar with the North said yesterday, indicating Pyongyang’s continued efforts to earn cash from Chinese tourists.

The new routes will include extra flights from Chinese cities to Mount Kumgang on North Korea’s east coast, in addition to trains and expressways linking Beijing to the resort via Pyongyang, the source said on condition of anonymity.

The move comes after North Korea recently ran a trial cruise from its northeastern port city of Rajin to Mount Kumgang. The source also said more than 100 Chinese tourists traveled to the resort on a five-day itinerary at the end of last month.

By the end of this month, North Korea is planning to launch a tour program to Mount Kumgang from China’s northeastern city of Harbin, although it is not clear whether the program’s flight to the North will land in Pyongyang or at a military airport on the mountain, the source said.

North Korea is reported to be considering converting a military airfield near the resort to a civilian airport to facilitate travel to the area.

“Starting with Harbin, [North Korea] plans to operate flights to Mount Kumgang from 16 cities across China, including Beijing, Shenyang and Guangzhou,” the source said.

“They also plan to attract Chinese visitors by opening a railway and expressway linking Beijing, Pyongyang and Mount Kumgang,” the source added, saying the first train tour on the route will likely be in April.

Seoul halted an inter-Korean joint tour program to the resort in 2008 following the shooting death of a South Korean tourist in the area.

North Korea recently expelled South Korean workers from the resort and vowed to legally dispose of all South Korean assets there.

북한이 중국을 대상으로 금강산 관광을 전방위로 확대하고 있다.

만경봉호를 이용한 라선-금강산 노선에 대한 일반인 관광을 이미 시작한 데 이어 중국서 북한으로 향하는 항공편 대북관광도 대폭 늘려갈 예정이다.

베이징의 대북 소식통은 3일 "금강산특구에 대해 시범관광을 거쳐 일반인을 상대로 본격적인 관광이 시작됐으며 항공기와 철도를 이용한 관광도 차례로 실시될 것"이라고 밝혔다.

이 소식통에 따르면 지난달 24일부터 4박5일 일정으로 중국 관광객 100여 명이 금강산 특구를 관광했다.

이들은 24일 중국 훈춘에서 1박후 버스 편으로 북한 라선에 들어가 다시 1박 하고서, 만경봉호로 라선을 출발해 장전항에 도착했으며, 오가는 배편에서 각각 1박씩을 하고 금강산에서 관광 후 1박하는 코스로 관광을 했다.

중국 관광객들은 금강산의 명물인 만물상과 구룡연을 둘러보고 목란관에서 식사를 한 것으로 알려졌다.

북한 측은 연말까지 만경봉호를 이용한 금강산 관광을 서너 차례 더 실시할 예정인 것으로 전해졌다.

라선-금강산 특구 관광은 금강산국제관광특구위원회, 라선특별시인민위원회, 조선대풍국제투자그룹 주관으로 이뤄지는 것이다.

북한 측은 아울러 이달 하순 항공편으로 하얼빈에서 북한에 들어가 금강산 관광을 하는 계획도 추진 중이다.

현재로선 하얼빈서 출발한 항공편이 평양의 순안공항을 이용할지, 아니면 금강산의 군 공항을 이용할지는 확정되지 않은 것으로 알려졌다. 북한 측은 금강산특구에 대한 접근성을 높이려는 목적으로 부근 군사비행장을 민간공항으로 개조할 예정인 것으로 전해졌다.

소식통은 "일단 하얼빈서 출발하는 금강산행 항공편 관광을 하고서 창춘, 선양, 베이징, 칭다오, 우한, 후허하오터, 충칭, 광저우 등 중국내 16개 거점도시로 늘려갈 것"이라고 전했다.

중국-북한 간 항공편은 베이징-평양, 선양-평양 노선을 비롯해 지난 7월부터 상하이-평양 노선이 신설돼 운영 중이다.

소식통은 "나아가 철도와 고속도로를 이용한 금강산-평양-베이징 코스로 중국 관광객의 금강산 방문을 유도한다는 계획"이라면서 "내년 4월에는 철도를 이용해 베이징서 평양을 거쳐 금강산특구로 가는 관광이 시작될 것"이라고 덧붙였다.

북한이 이처럼 중국인을 상대로 한 금강산관광에 속도를 내면서 현대아산의 금강산 자산 매입을 노린 중국 기업체와 개인투자자들의 제의도 여전한 것으로 알려졌다. 이들은 북한 당국이 이미 금강산특구법을 선포한 상태에서 현대아산의 온정각, 골프장 등의 금강산 자산이 조만간 몰수될 것으로 보고 이를 헐값에 매입하려는 의도가 있다는 지적이다.

이런 가운데 금강산 특구에 대한 첫 일반인 관광객 수가 100여 명에 불과한 것은 애초 예상보다 훨씬 적다는 지적도 나와 주목된다.
