Park must get ready for a grilling

Independent candidate Park Won-soon has won the ticket to run in the Oct. 26 Seoul mayoral by-election as the sole candidate of the opposition camp. Park has opened a new chapter in modern political history by taking on mainstream politics using support from citizens directly, rather than from a party. The relatively unknown progressive activist suddenly caught the limelight after receiving a highly public blessing from Ahn Cheol-soo, who was, himself, a popular choice for mayor before he decided not to run. Then, he beat a heavyweight contender from the main opposition Democratic Party.

This election will be the first time the DP does not field its own candidate for a major public office like the Seoul mayoralty. The upset underscores public angst at the state of political affairs and is a strong warning against politics as usual.

The coalition around Park encompasses various problems and risks. The DP, Democratic Labor Party and Park envision collective governance of the capital should Park win the election. But, deciding to support a single opposition candidate was an expedient political option that is rarely employed in advanced society today. Past coalition governments have been disastrous, as different fractions almost always clash over appointments and policies. Park is most eager to cancel expensive infrastructure projects that were aggressively pursued by former Mayor Oh Se-hoon. But to do so, Park would need support from the City Council, currently dominated by DP members. Dealing with the council would be one of Park’s biggest challenges.

Park’s hasty selection as a candidate also raises several concerns. For one, the public hardly knows Park, who participated in only one television debate before the primary. And even the DP, which has promised support, must cheer an outsider candidate as its star player, with little information about his strengths and weaknesses.

Park has gained public support largely because of his history as a civic activist and his relatively clean image. But the grilling starts now that he has entered the real game, and the devil is in the details.

Park has hitherto concentrated on selling his clean personal image rather than on developing concrete political positions. He must now clearly establish his policy line by expanding on why he opposes current policies and explaining what alternatives he proposes to replace them, complete with budgeting and action plans.

그러나 도덕성·정책 검증 제대로 없어
재단 자금 모금·배분의 순수성 따져야

서울시장 보궐선거 야권 단일후보에 시민운동가 박원순 변호사가 선출됐다. 지난해 6·2 지방선거에서 야권 후보단일화가 본격 대두된 이래 순수 무소속이 단일후보가 된 것은 처음이다. ‘무소속 박원순’은 ‘무소속 안철수’의 지지 선언으로 위세가 급상승하더니 급기야 제1야당 후보를 누르고 단일후보가 됐다. 50여년 역사의 민주당이 서울시장 선거처럼 큰 선거에서 사실상 후보가 없는 것은 사상 처음이다. 박원순 현상은 그만큼 기존 정당정치에 대한 반감이자 경고이며 기득권 정치의 위기라고 할 수 있다.

‘박원순 단일후보’는 그러나 현실적으로 여러 문제와 과제를 남기고 있다. 민주당과 민노당 그리고 박 후보는 ‘단일후보’를 통한 서울시 공동지방정부를 추구하고 있다. 원래 후보단일화는 선진국에서는 별로 유례가 없는 편의적인 방법이다. 때문에 적잖은 전문가는 부작용을 지적하고 있다. DJP 공동정권에서 보듯 공동정부는 효율 보다는 혼란을 유발할 가능성이 있다. 특히 합동 선거운동으로 승리하게 되면 과실이라고 할 수 있는 지방정부의 권력과 인사·정책을 놓고 갈등이 빚어질 수 있다. 박 후보는 한강 르네상스 사업의 전면 수정을 시사하는 등 오세훈 전 시장의 정책 노선을 부정하는 데에 가장 강경한 입장을 보였다. 만약 당선되면 박 후보는 민주당이 장악한 서울시 의회에 전폭적인 협조를 요구할 것이다. 이럴 경우 의회를 통한 견제와 균형은 어떻게 이룰 지가 과제다.

야권의 후보단일화 작업은 서둘러 진행되는 바람에 부실이 노출됐다. 그 동안 언론 노출이 적었던 무소속 후보를 TV토론 한 차례로 검증하는 건 매우 부족한 것이다. TV토론 배심원도 당초 2000명에서 400여명으로 줄어들었다. 결국 상당수의 민주당원은 인물에 대해 제대로 모르는 상태에서 무소속 후보를 단일후보로 맞아들여야 하는 상황이 됐다. 만약 본선에서 박 후보에게 새로운 문제점이 드러난다면 야권 후보단일화 과정은 정통성이 흔들리게 될 것이다.

박 후보는 나름대로 참신한 이미지와 공익운동에 헌신한 경력 등을 인정받아 야권 단일후보가 됐다. 그러나 본격적인 검증은 본선이다. 그가 주도한 재단은 10년 동안 10개 대기업으로부터 140여 억 원을 기부 받은 것으로 드러났다. 시민운동의 도덕성은 괜찮은 것인지, 압력 같은 부적절한 요소는 없었는지, 그리고 재단이 분배한 자금이 다른 시민단체를 통해 광우병 촛불사태 같은 불법·폭력 행사에 지원된 것은 없는지 철저한 검증이 이뤄져야 한다. 후보단일화 과정에서 박 후보는 시정(市政)에 관한 구체적인 공약을 내놓지 못했다. 사실상 정책 검증이 생략된 것이다. 오세훈 전 시장의 정책 중에서 무엇이 왜 문제가 있다고 생각하는지, 그리고 자신이 구상하는 대안과 예산 같은 실행방법은 무엇인지 박 후보는 조속히 유권자 앞에 공약집을 제시해야 한다.
