Korus FTA sent to U.S. Congress by Obama

U.S. President Barack Obama sent on Monday the long-stalled free trade deal with Korea to Congress, urging lawmakers to approve the agreement “without delay.”

Along with the FTA with Korea, Obama sent trade agreements with Colombia and Panama to Congress for ratification, saying they will create more jobs for Americans and open up more export opportunities for U.S. companies.

U.S. Secretary of State Hillary Clinton also issued a statement to urge Congress to approve the deals as soon as possible.

“The stakes are not just economic,” she said. “These are three important partners in strategically vital regions. Countries everywhere are watching. Passing these deals proves that America can deliver for our friends and allies. It strengthens our leadership around the world.”

As the months-long standoff between the White House and Republicans were resolved over aid programs for U.S. industries called Trade Adjustment Assistance, House Speaker John Boehner, Republican of Ohio, said the deals would quickly be sent to the floor for a vote, calling the accords a “top priority for the House.”

House Majority Leader Eric Cantor, Republican of Virginia, said the vote will likely come next week.

The development came on the eve of President Lee Myung-bak’s state visit to Washington next week. Lee will meet with Obama on Oct. 13, and hopes grew in Korea that the long-pending FTA could be passed in Congress before the summit.

The ruling Grand National Party reaffirmed its plan to pass the FTA bill during the October session, in synch with the progress in the United States. The ratification bill was sent to the Foreign, Trade and Unification Affairs Committee on Sept. 16, but no deliberation has been made.

“We will follow about a half-step behind the United States,” GNP Representative Nam Kyung-pil, chairman of the committee, said. “But we shouldn’t be too late.”

“Through consultations with the administration and the opposition parties, we will try our best to accept the Democratic Party’s demands,” Nam said. “There should be no physical clashes. As long as there will be no renegotiation with the United States, we will try to accept the oppositions’ reasonable demands.”

Opposition parties in Korea often resort to melees in the National Assembly when the majority party tries to pass bills they disagree with.

GNP Representative Yoo Ki-june said the bill should be approved by the committee on Oct. 18 or 19 and a main session would be held before the end of October to pass it.

The DP floor leader, Kim Jin-pyo, however, said at a party meeting that the agreement must be renegotiated with Washington to make it more favorable to domestic industries, particularly the agricultural sector.

Prime Minister Kim Hwang-sik also told the cabinet to put its best efforts to persuading lawmakers to ratify the FTA before the end of this month’s legislative session and in synch with the U.S. Congress.

“The Korea-U.S. FTA is crucial for our economy’s future, transcending political ideologies and presidencies,” Kim said. “It is desperately needed to strengthen the foundation of our economic growth amidst concerns about a global economic crisis.”

Kim used the Korea-Peru FTA, which took effect in August, in his argument, saying that Korea’s exports to Peru went up by 114 percent, while imports only grew by 50 percent.

The American Chamber of Commerce in Korea expressed yesterday strong support for the trade deal, urging both countries’ legislatures to pass it quickly. “Amcham leaders will travel to Washington during President Lee’s upcoming visit, to lend their voice to the many supporters of the Korus FTA, and help ensure its immediate passage,” it said in a press release.

오바마, 이행법안 의회 제출… 한국 외교통상위선 상정 뒤 발 묶여

“나는 의회가 지체 없이 이들 협정을 통과시켜줄 것을 요청한다.”

　버락 오바마(Barack Obama) 미국 대통령이 3일 오후 4시(현지시간) 한·미 자유무역협정(FTA) 이행 법안을 의회에 제출하면서 낸 성명의 일부분이다. 오바마 대통령의 FTA 이행법안 제출은 공화당 의원들이 법안 제출을 독촉하는 성명을 낸 지 사흘 만이고, 이명박 대통령이 13년 만의 국빈 방문을 하기 꼭 열흘 전이다. 오바마는 의회에 보낸 별도의 서한에서 한·미 FTA가 7만 개 이상의 일자리를 만들어 줄 것이라며 한·미 FTA를 통과시키지 못할 경우 중국·일본에 뒤져 있는 한국 내 미국 상품 점유율을 더욱 떨어뜨릴 것이라고 강조했다.

　오바마의 FTA 법안 제출은 미국 내의 불리한 정치적 입지를 만회하기 위한 목적이 커보인다. 내년 대선을 앞둔 오바마는 경제난이라는 무거운 짐에서 벗어나지 못하고 있다. 이런 위기 속에 오바마가 빼든 칼이 ‘일자리’다. 지난달 일자리 창출 법안을 제안한 데 이어 FTA 이행법안 제출은 일종의 속편이다. FTA의 목적을 “수출 신장”“근로자 지원”이라고 못 박은 것도 같은 맥락이다.

　그런 만큼 FTA 법안 처리는 속도를 낼 가능성이 크다. 절차상으로만 본다면 법안은 하원 세입위원회→하원 본회의→상원 재무위원회→상원 본회의라는 복잡한 과정을 밟게 된다. 예산이 수반되는 법안은 상원에서 처리하기 전에 하원을 먼저 통과해야 한다는 헌법 규정 때문이다. 하지만 워싱턴의 외교소식통은 “오바마 대통령이 법안을 낸 건 공화당 지도부와의 물밑 사전조율이 끝났다는 의미”라고 말했다. 실제로 법안 통과의 열쇠를 쥔 공화당 소속 존 베이너 하원의장은 오바마의 법안 제출 뒤 “(한국·파나마·콜롬비아와의) 3개 FTA 법안은 하원의 최우선 과제”라고 말했다. 에릭 캔터 공화당 하원 원내대표도 다음주 법안이 처리될 것이라고 했다.

　오바마로선 ‘국내용’으로 FTA 카드를 이용했지만, 한국 대통령으로서 13년 만에 미국을 국빈 방문하게 될 이 대통령에겐 큰 선물로 작용할 수 있다는 부수효과도 크다. 미 의회의 한 소식통은 “속도를 낼 경우 이 대통령과 오바마 대통령의 워싱턴 한·미 정상회담일(13일)을 전후해 법안이 통과될 수도 있다”고 전망했다.

　문제는 미국의 FTA 이행법안 처리가 초읽기에 접어든 반면, 한국 국회에선 여전히 상임위(외교통상통일위원회)에서 표류하고 있다는 점이다. 한나라당은 국회 대정부 질문(11~17일)이 끝나면 비준안을 처리한다는 방침이다. 한나라당 소속 남경필 외통위원장은 “미국보다 반보 정도 뒤에서 가겠지만 너무 늦어선 안 된다”고 말했다. 한나라당 외통위 간사인 유기준 의원은 “18일 또는 19일에 외통위를 열어 대체토론과 전체회의 의결을 거친 뒤 늦어도 10월 안에 본회의를 통과시켜야 한다”고 했다. 그러나 민주당 김진표 원내대표는 “쇠고기 협상 때처럼 미국에 선물 보따리를 바칠 게 아니라 민주당의 재재협상안을 중심으로 미국 측과 마지막 담판을 해야 한다”고 주장했다. 한나라당은 미국과의 재재협상은 하지 않더라도 민주당이 요구하는 사항을 일부 반영하는 방안을 검토 중이다.
